Leveranssäkerhet i åldrande mellanspänningsnät: En fallstudie av blanklina, belagd luftledning och ekonomiska incitament i Härjeåns Nät

Abstract [sv]
I denna studie utvärderas skillnader i leveranssäkerhet mellan olika ledningstyper samt påverkan av meteorologiska faktorer och yttre störningar i mellanspänningsnätet hos Härjeåns Nät. Studien fokuserar på skillnader mellan friledning (blanklina) och belagd luftledning samt i vilken utsträckning den senare kan bidra till förbättrad leveranssäkerheten i nätet. Vidare analyseras hur reinvesteringar påverkar nätföretagets ekonomiska förutsättningar i relation till regulatoriska regelverk.
Syftet med studien är att analysera hur felfrekvensen utvecklas med ledningens ålder, om det går att identifiera en brytpunkt där fortsatt drift av blanklina inte längre är motiverat ur teknisk eller ekonomisk synpunkt, samt om det går att identifiera ett optimalt röjningsintervall. Studien avgränsas till luftledningsnätet och omfattar endast feltyper som typiskt kan relateras till luftledningsmiljö.
Genom litteraturstudier, kvalitativ analys samt kvantitativ analys med regressionsmodeller undersöks studiens frågeställningar. För att hantera osäkerheten i framtida elpris och ränteläge implementeras även Monte Carlo-simulering.
Resultaten visar att trädpåfall i kombination med vind och snö är den vanligast förekommande felorsaken, där vindhastighet har en tydlig och accelererande effekt vid höga vindstyrkor. Ingen statistiskt signifikant skillnad i felfrekvens kan påvisas vid övergång till belagd luftledning, även om en positiv trend observeras. Möjligheten att utvärdera effekten av belagd luftledning begränsas dock av ett litet datamaterial efter genomförda åtgärder. Vidare framkommer inga entydiga tecken på att felfrekvensen ökar med ledningens ålder. Resultatet indikerar att riktade vegetationsåtgärder har större potential att minska felfrekvensen än generellt förändrade röjningsintervall. Slutligen indikerar resultaten att de ekonomiska incitamenten för reinvestering innan den regulatoriska livslängden är uppnådd är begränsade så länge felfrekvensen inte ökar i betydande omfattning.
Sammantaget påverkas leveranssäkerheten i det studerade nätet i större utsträckning av yttre faktorer som väder och vegetation än ledningstyp och ledningens ålder, vilket bör beaktas vid prioritering av framtida underhåll och reinvesteringsåtgärder.
Abstract [en]
This study evaluates differences in reliability performance between different overhead line technologies, as well as the influence of meteorological conditions and external disturbances in a Swedish medium-voltage distribution network. The study primarily focuses on the comparison between bare overhead conductors and covered conductors, and to what extent covered conductors can contribute to improved distribution system reliability. The study also examines how reinvestment decisions affect the economic conditions of the distribution system operator within the prevailing regulatory framework.
The objective is to analyse how fault frequency develops with conductor age, whether a technical or economic end-of-life threshold for bare overhead conductors can be identified, and whether an optimal vegetation management interval can be determined. The study is limited to overhead lines and includes fault categories typically associated with overhead line environments.
The research questions are investigated trough literature review, qualitative analysis and quantitative analysis using regression modelling. To address uncertainties related to future electricity prices and interest rates, a Mote Carlo simulation model is implemented.
The results show that tree-related outages in combination with wind and snow loads constitute the most common fault cause, with wind speed exhibiting a clear and accelerating effect at higher wind speeds. No statistically significant reduction in fault frequency could be observed following conversion to covered conductors, although a positive trend was observed. However, the ability to evaluate the effect of covered conductors is constrained by the limited post-investment dataset available. Furthermore, no conclusive evidence was found indicating that fault frequency increases as a direct consequence of conductor aging. The results further indicates that targeted vegetation management measures have greater potential to reduce fault frequency than generally shortened vegetation management intervals. Finally, the analysis suggests that the economic incentives for reinvestment before the end of the regulatory lifetime remain limited unless the failure rate increases substantially.
Overall, the reliability performance of the studied network appears to be influenced more by external factors such as weather exposure and vegetation conditions than by conductor type and conductor aging. These findings should therefore be considered when prioritising future maintenance strategies and reinvestment planning.
