Syftet med uppsatsen har varit att bidra med ökad förståelse för hur digitala anslagstavlor inom kommunal förvaltning organiserar, strukturerar och presenterar publiceringar i form av tillkännagivanden samt de handlingar som dessa publiceringar informerar om. Vidare har studien syftat till att belysa vilka förutsättningar och hinder som framträder för medborgares insyn i kommunal förvaltning. Studien genomfördes som en fallstudie av tre kommuners digitala anslagstavlor. Som analytiskt ramverk användes tre av Michael Bucklands informationsbarriärer. Resultatet visar att hinder förekommer både i anslagstavlornas utformning och i de analyserade handlingarna. På anslagstavlorna framträdde svårigheter kopplade till lokalisering och identifiering av handlingar samt språkliga hinder. Även i handlingarna återfanns språkliga hinder såväl som svårigheter kopplade till förståelse, då informationen i flera fall var för bristfällig för att möjliggöra en fullständig förståelse.  Studien visar sammantaget att flera typer av hinder samverkar, vilket kan påverka medborgares tillgång till och förståelse av kommunala handlingar. Detta kan i förlängningen påverka möjligheten till insyn i den kommunala förvaltningen.

The purpose of this study has been to contribute to a greater understanding of how digital bulletin boards within municipal administration organize, structure, and present annoncements as well as the documents to which these announcements refer. Furthermore, the study has aimed to highlight the conditions and barriers that emerge regarding citizens insight into municipal administration. The study was conducted as a case study of the digital bulletin boards of three municipalities. Three of Michael Bucklands´s informations barriers were used as the analytical framework. The results show that barriers occur both in the design of the bulletin boards and in the analyzed documents. On the bulletin boards, difficulties related to locating and identifying documents, as well as linguistic barriers, were identified. Linguistic barriers and limitations in  understanding were also found in the documents themselves, as the information was in several cases too limited to enable a full understanding.  Overall, the study shows that several types of barriers interact, which may affect citizens´ access to and understanding of municipal documents. This may, in turn, affect citizens´ opportunities for transparency and insight into municipal administration.
