The heightened level of threat that faces Europe today, that was highlighted by the war between Russia and Ukraine has made questions regarding preparedness more present in political debates in all areas of society, including questions regarding preparedness and archives. This focus on preparedness is the basis for this thesis. This thesis examines preparedness within three governmental agencies in Sweden, all of whom works with the Swedish cultural heritage in some capacity. The agencies that are being examined are the National Archives (Riksarkivet), the National Heritage board (Riksantikvarieämbetet) and the Royal Library (Kungliga biblioteket). 

The thesis examines two questions: “Which parts of the preparedness work are identified as priorities at the National Archives, the National Heritage Board and the Royal Library? Both by the authorities themselves and by the government.” And How does this differ at the National Archives, the National Heritage Board and the Royal Library?

The questions are being examined by the application of a critical discourse theory to a qualitative literature review that examines regulation letters and budget basis for the three agencies as well as the report “Council for the Protection of Cultural Heritage - partial report” (Riksantikvarieämbetet, 2025).

The thesis concludes that there are many similarities between how the agencies work with preparedness and that the biggest differences lay within what their main focuses are. This is reflected both in the regulation letters and the budget basis and the report that is being analyzed. The thesis concludes that the National Archives, the National Heritage board and the Royal Library have one thing that they all name as a priority in their preparedness work. They need resources to be able to work with preparedness in a sufficient way and in the way that the government asks them to do in their regulation letters. 

There are a lot more research that can be done within this field, especially within a Nordic context and research that are based more on actual contact with the agencies to get an insight into how they work with preparedness and what challenges they are identifying.

Den ökade hotbilden som Europa står inför idag, en hotbild växt i och med Rysslands fullskaliga invasion av Ukraina, har gjort frågor om beredskap mer framträdande i politiska debatter inom alla samhällsområden, inklusive frågor om beredskap och arkiv. Detta fokus på beredskap är grunden för denna uppsats. Denna uppsats undersöker beredskapen inom tre statliga myndigheter i Sverige som alla arbetar med det svenska kulturarvet på något sätt. De myndigheter som granskas är Riksarkivet, Riksantikvarieämbetet och Kungliga biblioteket.

Uppsatsen undersöker två frågor: " Vilka delar inom beredskapsarbetet är utpekade som prioriterade hos Riksarkivet, Riksantikvarieämbetet och Kungliga biblioteket? Både av myndigheten själva och av regeringen ”och ”Hur skiljer sig detta åt hos Riksarkivet, Riksantikvarieämbetet och Kungliga biblioteket?”

Frågorna undersöks genom tillämpning av en kritisk diskursteori på en kvalitativ litteraturöversikt som granskar 2025 års regelbrev och budgetunderlag för 2026–2028 hos de tre myndigheterna samt rapporten ”Rådet för skydd av kulturarv - delrapport” (Riksantikvarieämbetet, 2025).

Uppsatsen drar slutsatsen att det finns många likheter mellan hur myndigheterna arbetar med beredskap och att de största skillnaderna ligger i vad deras huvudfokus är. Detta återspeglas både i regelbreven och budgetunderlaget samt i den rapport som analyseras. Uppsatsen drar slutsatsen att Riksarkivet, Riksantikvarieämbetet och Kungliga biblioteket har en sak som de alla framhäver som prioriterat i sitt beredskapsarbete vilket är att de behöver resurser för att kunna arbeta med beredskap på ett tillräckligt sätt och på det sätt som regeringen ber dem att göra i sina regelbrev.

Det finns mycket mer forskning som kan göras inom detta område, särskilt i en nordisk kontext och forskning som bygger mer på faktisk kontakt med myndigheterna för att få en inblick i hur de arbetar med beredskap och vilka utmaningar de identifierar.
