Abstract [sv]
Statliga myndigheter har krav på sig att driva sin verksamhet på ett effektivt sätt, förhålla sig till den statliga värdegrunden och främja en god förvaltningskultur. Detta kräver därmed att myndigheter jobbar med sina processer och aktivt strävar efter utveckling. En viktig framgångsfaktor för detta är att ha engagerade medarbetare som är villiga att bidra till verksamheten och dess utveckling. Eftersom forskningen inom innovation och engagemang från medarbetare inom offentlig verksamhet är begränsad finns det därmed ett behov att utforska området. Syftet med denna studie blir därav att utforska hur statlig myndighet arbetar med idéhantering och hur det upplevs av medarbetarna.
Utgångspunkten för teoretisk referensram tog avstamp i offensiv kvalitetsutveckling som har sedan fyllts på med andra teorier och tidigare forskning inom idéhantering och verksamhetsutveckling. Med kvalitativ forskningsmetod som utgångspunkt har datainsamlingen genomförts med hjälp av semistrukturerad intervju och enkät. Forskningsobjektet blev en stor statlig myndighet med ungefär 10 500 anställda. Efter studiens avgränsningar bestod populationen av 159 respondenter för enkäten med en svarsfrekvens på 33 %. Vidare stod 9 respondenter för intervjuerna där majoriteten sitter på ledande roller som berör idéhantering.
Resultatet visar på att verksamheten brister i flera områden gällande idéhantering. Det brister exempelvis på struktur och kunskap vilket har lett till ineffektivitet och att medarbetare upplever att verksamheten inte vill tillvarata deras idéer. Det finns dock ett fortsatt stort engagemang hos medarbetare då man önskar bland annat att verksamheten ska utöka möjligheten att inkomma med fler idéer. Även ledningen ställer sig positiv till en utvecklad idéhanteringsprocess där man får möjlighet att nyttja den interna guldgruvan.

Government agencies are required to operate their agency efficiently, act to the state's core values and promote a good administrative culture. Therefore it requires agencies to work on their business management and actively strive for development. An important success factor for this is to have committed employees who are willing to contribute to the organisation and its development. Since research about innovation and commitment from employees in the public sector is limited, there is therefore a need to explore the area. The purpose of this study is to explore how government agencies handle idea management and how it is experienced by employees.
The starting point for the theoretical framework was based on offensive quality development, which has then been supplemented with other theories and previous research about idea management and business development. With a qualitative research method as a starting point, the data collection was carried out using semi-structured interviews and survey. The research object was a large government agency with approximately 10,500 employees. Following the study's limitations, the population consisted of 159 respondents for the survey with a response rate of 33%. Furthermore, 9 respondents were interviewed, and the majority of the respondents are in leading roles related to idea management.
The results show that the business is lacking in several areas regarding idea management. For example, there is a lack of structure and knowledge, which has led to inefficiency and that employees feel that the business does not want to take advantage of their ideas. However, there is continued high engagement among employees, as they wish that the business should increase the opportunity to submit more ideas. The leader is also positive to a developed idea management process where they have the opportunity to utilize the internal gold mine.
