Ekologisk eller teknologisk klimatkompensation?: En jämförelse mellan våtmark och CCS som klimatkompensation ur en kommuns perspektiv

Abstract [sv]

Idag har mänsklig aktivitet rubbat den naturliga kolcykeln och utsläpp av växthusgaser är ett större problem än någonsin. Svenska kommuner måste ta ansvar och göra allt de kan för att reducera utsläppen på ett hållbart sätt. Idag har 23 svenska städer tagit sig an målet om att bli klimatneutrala till år 2030, ochför att lyckas med det är klimatkompensationer en viktig metod. Hur kommuner får klimatkompensera styrs bland annat av kommunallagen (2017:725). Sveriges miljökvalitetsmål är en vägledning för hela Sveriges miljöarbete och därför är det av stor vikt att kommuner implementerar dessa i miljöarbetet, och genom att kombinera arbetet med klimatkompensationer med miljökvalitetsmålen kan kommuner göra stor skillnad. Syftet med denna studie var att jämföra en ekologisk klimatkompensation (våtmarker) med en teknologisk klimatkompensation (CCS) för att svara på hur effektiva de är som klimatkompensation samt för att analysera om de bidrar till uppfyllandet avS veriges miljökvalitetsmål. Studien har skrivits i samarbete med Helsingborg kommun och har möjliggjorts genom ett studiebesök, en intervju och en dokumentanalys. Studiens resultat visar att CCS-tekniken beräknas skapa en kolsänka på 105 000 ton koldioxid per år. Resultatet visar även att CCS bidrar med nytta för 1 av 16 mål: Begränsad klimatpåverkan. Resterande 15 mål kommer CCS inte generera nytta för. Våtmarker bidrar till 12 av 16 miljökvalitetsmål och de 70,5 hektaranlagda våtmarker som finns inom kommunens gränser skapar en kolsänka på 3450,3 ton per år. Slutsatserna som dras av studien är att CCS-tekniken är effektivast för att kompensera för utsläpp jämfört med våtmarker. Däremot dras även slutsatsen att våtmarker är effektivast för arbetet med miljökvalitetsmålen. För att främja miljökvalitetsmålen bör därför enbart ekologisk klimatkompensation användas, men eftersom studiens resultat visar att kolsänkan som våtmarker skapar är mycket låg jämfört med den teknologiska lösningen, är det fortsatt oklart vilken metod som är bäst sett ur ett helhetsperspektiv från den granskade kommunens perspektiv.

Abstract [en]

Today, human activity has disrupted the natural carbon cycle and greenhouse gas emissions are a bigger problem than ever. Swedish municipalities must take responsibility and do everything they can to reduce emissions in a sustainable way. Today, 23 Swedish cities have taken on the goal of becoming climate neutral by the year 2030, and to succeed in this, climate offsets are an important method. How municipalities can compensate for emissions is governed, among other things, by the Municipal Act (2017:725). Sweden's environmental quality goals are a guide for all of Sweden'senvironmental work and therefore it is of great importance that municipalities implement these in environmental work, and by combining the work with climate compensations with the environmental quality goals, municipalities can make a big difference. The purpose of this study was to compare an ecological climate compensation (wetlands) with a technological one (CCS) to see how effective they are as climate compensation and to analyze if they contribute to the fulfillment of Sweden's environmental quality goals. The study has beenwritten in collaboration with Helsingborg municipality and has carried out a study visit, an interview and a document analysis. The results of the study show that CCS technology is estimated to create a carbon sink of 105,000 tonnes of carbon dioxide per year. The result also shows that CCS contributes beneficially to 1 of 16 goals: Limited climate impact. There maining 15 goals will not be fulfilled through CCS. Wetlands contribute to 12 out of 16 environmental quality goals and the 70,5 hectares of constructed wetlands within the municipality's borders create a carbon sink of 3 450,3 tonsper year. The conclusions drawn from the study are that the CCS technology is most effective in compensating for emissions compared to wetlands. On the other hand, it is also concluded that wetlands are most effective for working with the environmental quality goals. In order to promote the environmental quality goals, only ecological climate compensation should be used, but since the results of the study show that the carbon sink created by wetlands is very low compared to the technological solution, it remains unclear which method is best seen from an overall perspective from the perspective of the municipality underreview.
