”Det börjar hemma”: En fallstudie om platsidentitet i en krympande kommun

Abstract [sv]
I takt med att allt fler svenska kommuner krymper till följd av urbanisering och demografiska förändringar, väcks frågor om hur dessa platser ska förstås, planeras och utvecklas. Trots att verkligheten ofta innebär att befolkningen minskar, fortsätter många kommuner att arbeta mot en utveckling som pekar mot tillväxt och en ökad befolkning. Denna studie riktar strålkastarljuset inåt och undersöker hur invånare i Strömsunds kommun, med fokus på Tåsjödalen, beskriver och förstår sin plats, samt vilka värden som utgör deras platsidentitet. Studien belyser också hur dessa värden återspeglas i kommunens strategier och planeringsarbete. Genom kvalitativa intervjuer med invånare har ett antal teman identifierats: starkt lokalt engagemang, trygghet, gemenskap och en tydlig vilja att själva påverka platsens framtid. Invånarna uppvisar en aktiv och hoppfull inställning, där platsens utmaningar snarare stärker än försvagar identiteten. Resultaten visar att platsidentitet är en dynamisk process, som formas i vardagen och påverkas av både gamla traditioner och nya perspektiv. Det tydliggörs också att platsidentitet i Tåsjödalen till stor del är ett kollektivt fenomen. De uttryck för platsidentitet vi identifierade berörde i huvudsak gemenskap och kollektivt engagemang. Via analys av kommunala dokument och intervju med Strömsunds näringslivschef visar studien att den platsidentitet som identifierats hos invånarna till viss del speglas i kommunens strategi och planeringsarbete. Resultaten visar på att kommunen söker förankra sitt utvecklingsarbete i invånarnas tankar, åsikter och berättelser, bland annat genom arbete med platsvarumärke och anpassningsprogram.

As more Swedish municipalities are shrinking due to urbanization and demographic changes, questions arise regarding how these places should be understood, planned for and developed. Even in the face of continued population decline, growth and external interest continue to be the focus in planning amongst municipalities. This study looks inward and aims to understand how the people of these places think of their place, and furthermore identify what constitutes their sense of place. Approaching this via a case study of Tåsjödalen and Strömsunds municipality, this study also seeks to explore if the local people’s sense of place and values are present in the municipality’s strategies and planning. Through qualitative interviews with the locals of Tåsjödalen several themes and patterns were identified: A strong local involvement and commitment to their place, a sense of safety, community, and a clear will to be involved in the development and future of their place. The findings show that the sense of place of Tåsjödalen is a dynamic phenomenon, constructed by everyday life and affected by both history and new perspectives. Sense of place in Tåsjödalen turned out to be a largely collective thing, the components of sense of place we identified often alluded to community and local collective commitment. Furthermore, through an interview with the head of economic development at Strömsund municipality, and analyzing municipal documents, we found that the sense of place identified in the interviews with the locals of Tåsjödalen is present to some degree in the strategic planning of the municipality. There is also on-going work in which the municipality aims to include the citizens in the coming development, examples of this are the place branding and the adaptation program.
