Trust-based governance and social work professionals in a municipal welfare reorganisation

Abstract [en]

Welfare organizations, as is the case with municipalities, face formidable challenges due to demographic changes that project a future increase in the number of people requiring services. These changes impact the professionals within these Supplemental materialorganizations, including social workers, who are pivotal in maintaining contact with citizens necessitating service. Furthermore, research has indicated more demanding working conditions under the influence of neoliberal governance. Welfare organizations are actively implementing reforms to tackle these impediments. Adopting trust-based governance (TBG) has been one such approach in Sweden. This article explores the introduction of TBG within a municipality, focusing on its impact on essential social work professionals of children and young adults. The study, conducted through eight focus group interviews with 28 social work professionals, aims to explore the introduction of TBG in these professionals using thematic analysis and occupational and organizational professional perspectives. The study’s key findings indicate that the introduction of TBG in the municipality has varied effects on social services, depending on the specific roles and responsibilities of the social service professionals. TBG offers opportunities and challenges, empowering social workers while placing additional responsibilities on them. Understanding these dynamics is crucial as welfare organizations evolve, as it is essential for optimizing service delivery and supporting social work professionals.

Abstract [en]

This dissertation examines how value-based governance ideals—gender mainstreaming and trust-based governance—are constructed and translated in a municipal change process. The aim is to develop an understanding of how such governance ideals acquire meaning, legitimacy, and practical relevance, and how their realization is conditioned by organizational arrangements and institutional logics. The study addresses two research questions: how gender mainstreaming and trust-based governance are constructed as governance ideals in a municipal context, and how these ideals are translated across political, administrative, and professional practices. Theoretically, the dissertation combines Public Value Governance, with its emphasis on public values, legitimacy, and value pluralism, and neoinstitutional theory, which highlights institutional logics, organizational conditions, and processes of translation. This framework conceptualizes value-based governance not as the implementation of predefined models, but as an ongoing process in which ideals are reshaped through interaction between policy, organization, and professional practice. The empirical material consists of four sub-studies based on policy document analysis and interviews with politicians, managers, and social workers, collected across two phases of a municipal change process. Drawing on the concept of Street-Level Organizations, the dissertation analyzes how governance ideals are interpreted, enacted, and sometimes decoupled from everyday practice in welfare organizations. The findings show that gender mainstreaming and trust-based governance function as semantically open and symbolically powerful governance ideals that mobilize values such as equality, trust, and proximity to citizens. At the same time, their practical impact is often constrained by limited organizational conditions for prioritization, coordination, and follow-up. The dissertation contributes to research on value-based governance by demonstrating how governance ideals are translated and translated in i institutionally complex settings, and by highlighting that limited implementation should be understood primarily as an organizational rather than a professional challenge.

Avhandlingen undersöker hur värdebaserade styrningsideal, med fokus på jämställdhetsintegrering (JI) och tillitsbaserad styrning (TBS), konstrueras och översätts i en kommunal förändringsprocess. Syftet är att utveckla förståelsen för hur dessa ideal ges mening, legitimitet och praktisk betydelse, samt hur deras genomslag villkoras av organisatoriska förutsättningar och institutionella logiker. Studien besvarar två frågor: (1) hur JI och TBS konstrueras som värdebaserade styrningsideal i en kommunal förändringsprocess och (2) hur organisatoriska förutsättningar har betydelse för översättningen av dessa ideal. Teoretiskt kombinerar avhandlingen Public Value Governance (PVG), med fokus på offentliga värden, legitimitet och värdepluralism, med nyinstitutionell teori som betonar institutionella logiker, organisatoriska förutsättningar och översättningsprocesser. Denna teoretiska ram möjliggör analys av värdebaserad styrning som en pågående och relationell översättningsprocess, där ideal formas i samspelet mellan policy, organisering och professionell praktik, snarare än som implementering av färdiga styrmodeller.  Empirin bygger på fyra delstudier: kritisk policyanalys av styrdokument (What's the problem represented to be?, WPR), intervjuer med politiker och chefer, inramningsanalys av hur TBS förstås på politisk och administrativ nivå. Därtill ingår intervjuer med socialarbetare om förändringens konsekvenser i verksamhetsnära praktik. Med utgångspunkt i Street-Level Organizations-perspektivet synliggör avhandlingen hur styrning tar form, där professionella översätter, omtolkar och ibland omförhandlar styrningsideal i mötet med konkreta organisatoriska arrangemang. Resultaten visar att JI och TBS fungerar som semantiskt öppna och symboliskt verksamma styrningsideal. De mobiliserar värden som jämställdhet, tillit och medborgarnärhet och bidrar till legitimitet och förändringsambitioner, men lämnar ofta frågor om prioritering, ansvar och operationalisering oklara. När idealen rör sig mellan policy, organisering iii och professionell praktik översätts de på olika sätt, vilket skapar variation mellan olika organisatoriska delar. Spänningar mellan strukturella reformer och kulturella förändringsambitioner, samt mellan politisk, ekonomisk och värdebaserad logik, präglar idealens genomslag. I detta institutionellt komplexa sammanhang riskerar styrningsidealen att löskopplas från praktiken, särskilt när ansvar för förändring förskjuts till individnivå utan motsvarande organisatoriskt stöd. Samtidigt visar studien hur professionella i vissa sammanhang skapar lokalt handlingsutrymme inom givna organisatoriska ramar. Avhandlingens huvudsakliga bidrag är att visa att begränsat genomslag för värdebaserad styrning inte bör förstås som ett uttryck för professionellt motstånd, utan som ett organisatoriskt problem. Genom att analysera hur styrningsidealen konstrueras och översätts i relation till organisatoriska förutsättningar och professionell praktik bidrar studien med en integrerad förståelse av hur värdebaserad styrning får konkret betydelse i kommunal välfärdsstyrning.
