Abstract [sv]

Abstract [en]

Public procurement accounts for almost one-fifth of Sweden's GDP, giving procurements significant purchasing power and influence. The public sector is responsible for about 40% of Sweden's consumption-based emissions. Procurements should consider economic, ecological, and social effects. Given its purchasing power, public procurement can be used as a tool to achieve Swedish environmental quality goals and, ultimately, Agenda 2030. There is limited previous research, which indicates significant challenges regarding environmentally adapted procurement, with the main obstacle to environmental requirements in procurement being a lack of knowledge. The aim of the study is to examine the potential of how public procurement can be used as a policy instrument to achieve environmental goals. The study is based on interviews with major municipalities to investigate how they work with environmentally adapted procurement. The interviews conducted were semi-structured and analyzed through thematic analysis. The results show that municipalities are actively working on environmental issues and environmental requirements in their procurements. All municipalities have policy documents that guide environmental work within the municipality, and there is support from the municipality and other parts of the organization regarding work with environmental requirements. Continuous market analysis is required to investigate the market's capacity to meet requirements, which is both time- and resource-intensive. All municipalities use different procurement tools, and they almost always include environmental requirements as mandatory. The follow-up work is somewhat scattered, and in some cases, there is a lack of methodology for the work. All municipalities state that they can improve their follow-up work.Despite all the surveyed municipalities having one or more persons working in the field, there is perceived to be insufficient resources for follow-up work, and there are challenges in setting requirements. This highlights the challenging nature of the work for smaller municipalities that do not have access to similar resources. To achieve environmental goals and Agenda 2030, municipalities need to do more with their significant purchasing power and influence.
