Abstract [en]

Automatic speech recognition (ASR) and automatic documentation have not been widely explored in crisis management, despite their potential utility in facilitating the transcription of speech recordings. Although documentation is widely recognized as essential for creating a common operational picture, there is often a lack of such documentation, which can hinder understanding of events during and after a crisis. The novelty of the research is to apply existing technology and evaluate the potential of ASR technology in the domain of crisis management. We present preliminary results of using OpenAI Whisper for automatic transcription and documentation. In Phase 1, the ASR software was tested with existing recordings from previous research. In Phase 2, data was collected from recorded meetings during a tabletop exercise. The results indicate that transcripts, combined with other AI technologies, can provide valuable information and support for crisis and emergency management in Emergency Operation Centers.

Abstract [en]

This is a work in progress paper on work and IT usage in distributed crisis management. The data presented in this paper has been collected at a one-day tabletop exercise with four Swedish municipalities. Four members of the four municipalities’ crisis organizations were invited to the exercise, which was designed as one scenario divided into two cases. At the start of each case of the exercise, each municipality was split into two separate rooms, to simulate a distributed crisis management. During the first case they could communicate using phone, TETRA radio, and the Internet. During case two in the scenario, there was no Internet connection. The study indicates that all the municipalities managed to organize and solve the given tasks using primarily voice communication, in case one using phone or, e.g., Teams, and in case two using TETRA radio. Information sharing using IT was non-existing

Abstract [sv]

Digitalisering beskrivs som en möjlighet att lösa samhällsproblem genom att stödja och utveckla verksamheter. Det visar sig bland annat genom investeringar i informationsteknologiska lösningar i samhället. Ny teknik skapas och befintliga digitala lösningar vidareutvecklas men hur kan vi veta att dessa digitala lösningar kommer att användas? Hur teknik sprids och hur individer och organisationer väljer att börja använda ett verktyg (adoption) är frågeställningar som informationssystemforskare har studerat under många årtionden. Tidigare forskning har fokuserat på teknikens, individens eller organisationens egenskaper och hur dessa inverkar på både teknikspridning och adoption av teknik. Den här avhandlingen väljer att förflytta perspektiv på två sätt. Det första perspektivet handlar om adoption. Adoption av teknik handlar om valet att börja använda en ny teknik. I den här avhandlingen har fokus varit inställt på post-adoption. Det vill säga vad är det som påverkar ett val mellan olika tekniker som användaren redan har börjat att använda. Den andra förflyttningen av perspektiv är att inte fokusera på teknikens, individens eller organisationens egenskaper. Istället har den här avhandlingen fokuserat på verksamheten som aktivitet. Avhandlingens studieobjekt har varit den lokala nivån i den svenska krisberedskapen. Syfte har varit att förstå hur verksamheten påverkar medarbetarnas val mellan befintliga tekniker. Följande fråga har drivit arbetet:

Hur påverkar krisberedskapspraktiken de institutionella aktörernas post-adoptiva teknikval? 

Arbetet har haft en kvalitativ ansats där data har genererats genom observationer, intervjuer och dokumentstudier. Avhandlingen omfattar sju artiklar som var och en presenterar resultat som framkommit under de studier som genomförts. Den genererade datamängden har i avhandlingen aggregerats för att möjliggöra en övergripande analys ur ett aktivitetsteoretiskt perspektiv. Resultatet visar att ett verksamhetsperspektiv ger goda insikter i de val av teknik som görs av medarbetarna. Verksamhetsbaserade faktorer som normskillnader, regelverk och arbetsfördelning kan ses påverka medarbetaren i dennes val av teknik. Även platsen där verksamheten bedrivs påverkar teknikvalet genom sina möjligheter och begränsningar.

Abstract [en]

Emergencies sometimes cross the borders of nations making information sharing over national borders essential in emergency management. This type of information sharing is often mediated by some kind of technology. However, appropriate and efficient cross‐border communication is more than providing technology to mediate information exchange. This study note focuses on emergency services experience of terrestrial trunked radio (TETRA)‐mediated cross‐border communication across the Norwegian–Swedish border. We applied the theory of dialect continua to analyse how people from different dialect areas understood each other. The study was based upon data gathered from semi‐structured interviews. The findings show that indeed the technological solutions had opened up new opportunities for crossborder communication but that during stressful conditions, the language differences between Norwegian and Swedish could lead to misunderstandings.

Abstract [en]

What happens when an organization requires its employees to work from home during a pandemic that needs to be managed? This research in progress article focuses on TELCO_ALPHA and the transition of their emergency operation centre  (EOC)  to  digital and distributed.  A qualitative research method approach was applied and liminality has been used as lens to investigate the shift from analog to digital. Focus has been on understanding the  transition  and how they  handled  ambiguity within the organization when  their crisis management  moved online. The transition was successful, and two areas were identified as important to this success: 1. TELCO_ALPHA used IT that the staff in the crisis organization already had experience of working with prior to the Covid-19 pandemic;  2. TELCO_ALPHA  ran  crisis management team meetings  as  they  would  run  regular business meetings. There was no new “crisis management structure” at the meetings.

Abstract [en]

Post-crisis analysis of transboundary crises in Sweden is problematic due to limited documentation. We believe that there is a need to find tools to better understand the command and control, and to understand how the information sharing that takes place during larger crises works. This paper presents the results of an ongoing research, as well as findings about how the TETRA system is used for information sharing in transboundary crises. The data used was collected from two large emergency exercises, where Swedish, Finnish and Norwegian TETRA systems were merged. Communication in 10 shared talk groups was recorded, transcribed and analyzed. The communication in shared TETRA-talk-groups mostly focused on information about the accident, the recourses and first respond units, as well as the actions of each unit. The research also exemplifies and shows that communication within TETRA-talk-groups in transboundary crisis can give new insight into how command and control works.

Abstract [sv]

Arbetet med denna licentiatavhandling har skett inom ramarna för det Interregionalt finansierade projektet Gränslös samverkan för ökad säkerhet 2. Syftet med avhandlingen har varit att fördjupa kunskapen om kommunal krisledning genom att också inkludera materialitetens medverkan i krisledningen och vilka förutsättningarna är för att de ska brukas. Med perspektivet av hur analoga och digitala resurser används under krisledning och vilka förutsättningar som finns för att detta ska göras skapas insikter att ta i beaktande när övningar och IT-stöd för övningar. 

Studier har genomförts med en kvalitativ ansats med litteraturstudier, intervjuer och observationer som datainsamlingsmetoder. Det empiriska materialet har därefter betraktats med meningsgivande (sensemaking) och affordans (affordance) som teoretiska perspektiv för att förstå materialitetens roll och förutsättning i kommunal krisledning.

Avhandlingen visar att de förmågor som är återkommande under övningar är samverkan, kommunikation, informationsdelning och skapande av lägesbild. Ofta övas inte aktiviteterna i sin helhet då tekniska och analoga resurser inte innefattas i övningarna. Aktörerna övar därmed delar av görandet, att tänka kring exempelvis att skapa en lägesbild, och inte görandet som helhet som involverar materialitet.  Aktörernas egna reflektioner från utvärderingarna är att de själva önskar mer övning med de tekniska resurser som de har till sitt förfogande. Artikel II visar att materialiteten tar en stor plats i det arbete som sker i krisledningsrummet. Materialiteten kan ses anta roller som strukturgivande, meningsgivande, tidsöverbryggande och distansöverbryggande. Den tredje ingående artikeln visar att förutsättningar för att kunna bedriva krisledning är att kunna hantera materialitetens roller och att det krävs flexibilitet då krisledningsgruppens sammansättning är beroende av krisens art och omfattning. Ytterligare en förutsättning är trygghet i den egna organisationen, att känna sin egen roll i krisledningsgruppen och att kunna hantera de analoga och digitala resurser som finns tillgängliga är även det en förutsättning för arbetet. Avslutningsvis visar arbetet också att tid är viktig. Tid att kunna öva de personer som ska ingå i krisledningsgruppen för att därmed kunna skapa den trygghet som behövs.

Abstract [en]

This paper presents findings from ethnographic studies on situation rooms in municipalities. The purpose has been to visualize affordance for the practice pf crisis management. The study argues that organizational and material dimensions are affecting the perceived affordance. The organizational dimension needs to be have a good leadership in the situation room, be scalable, and well trained in order to infuse trust in the staff. From the dimension of materiality, it is also important with trust in the infrastructure and that they are able to handle the tools required in work. Furthermore, materiality needs to be editable, visible and scalable.

Abstract [en]

Sensemaking is the process to make sense of an unknown event. Research on the contribution of materiality in sensemaking is currently an area in need of further study. The Swedish system of crisis management puts the municipality in a key position when managing a crisis. Making the municipal situation room an interesting area for research. This study focuses on sensemaking in the municipal situation room during crisis management. The area of interest is when and why digital and/or non-digital resources are being used during sensemaking. The study contributes to an understanding of how sensemaking are performed in entanglement with the materiality provided. This is important for understanding needs of exercises and needs of resources in the situation room. The study was conducted as a qualitative study where interviews and observations were used to gather empirical evidence.

Abstract [en]

Cooperation and interaction demands digital skills. In an agile context, there is no time for learning while doing, implicating that many of the skills need to be practiced beforehand. Since exercises are one way of enhancing skills needed in crisis situations, it is important to know what skills are practiced during the exercises. This review aims to understand what skills have been practiced during exercises conducted in Sweden between 2010 and 2014. Data was obtained from 15 evaluations of exercises including multiple actors. Most exercises practiced collaboration, communication, information and shared situation awareness skills. Results showed that 4 out of 15 had a specific goal in terms of technology use. Exercises with explicit technology goals are effective as a way to change opinions about the tool in question. The participants requests additional exercises specifically targeting routines and the use of technological tools.
