    Abstract [en]

    Private-public partnership is a key concept for understanding the transformation of regional governance in Sweden. The introduction of Regional Growth Agreements (RGAs) as a new element of industrial policy is the latest illustration of this development. This article analyses the emergence of regional partnerships in the processing of RGAs in Swedish regions. Questions dealt with concern consequences for the public-private balance, democratic accountability, and the pressure for regional reforms. The results reveal that regional partnerships seem ready to take greater responsibility in the field of industrial policy, but also raise questions about who should be included and who is accountable. It is also questionable whether coherent regions will emerge before substantial reforms of regional government are implemented to match more spontaneous processes of regionalization.

    The Lisbon Treaty: EU In Transition - Towards a Federal Order?2010Independent thesis Basic level (degree of Bachelor), 10 credits / 15 HE creditsStudent thesis
    Abstract [en]

    The EU is changing. Why do we care? Because it is us, the citizens, that make up the Union. This essay attempts to answer questions on how the Lisbon treaty will affect important institutions when it comes to decision-making, namely the European Parliament (EP), the Council of Ministers and National Parliaments, in terms of democracy and legitimacy. The authors use a case study in order to describe and explain what changes the Lisbon treaty brings. The essay is based on democratic theories originating from Robert A. Dahl as well as the federalist and constitutional theories described by Karvonen. The latter theories are used to give an explanation as to where the EU is heading – will it eventually become a federation?The results show that the Lisbon treaty will have positive effects on democratically elected institutions such as the EP and national parliaments, as the treaty enhances their power of decision. Results also prove that the EU show more and more traits of a federal state, as attempts to finalize a constitutional document which would make the Union more “glued” together have been made. These attempts are visible in the Lisbon treaty and their implications facilitate the Union becoming a federation. The authors draw some important conclusions from these results. They find that a strengthened European Parliament as well as strengthened National Parliaments will increase democracy within, as well as the legitimacy of, the Union. They also find important aspects in the new treaty pointing towards a development into a federal state. There seem to be a will amongst politicians to strengthen the unification and as the Lisbon treaty started out being a constitutional document, the authors conclude that the EU leans toward a federal order, however, not in the near future.

    Att ge pengar till bättre behövande är en handling som nästan alla uppfattar som något positivt men bör det för den sakens skull uppmuntras av staten? Svaret är inte självklart. En avdragsrätt för gåvor skulle sannolikt öka givandet men samtidigt minska de statliga resurser som kan användas till allmännyttiga ändamål. Frågan om avdragsrätt måste också belysas från andra håll: Vilka konsekvenser får avdragsrätt för den ideella sektorn, vad betyder den för den generella välfärdsstaten och ger en avdragsrätt mer i gåvor än vad den kostar i förlorade skatteintäkter? Givandet till allmännyttiga ändamål är oerhört komplext, motsägelsefullt och inte minst ideologiskt laddat. I boken ges samlade erfarenheter från sex länder med olika system för finansiering av allmännyttig verksamhet.

    This paper was presented at the EGPA 2004 conference in Ljubljana, Slovenia. The paper takes a theoretical approach to the question of non-public provision of welfare services. The argument is that the Swedish welfare state is dominated by a strong norm for public provision, where non-public providers are reduced to "alternatives" in a two-sided categorization of "public" and "private" providers of childcare. It is suggested that the "private" providers are in fact not a homogenous category but one with very different levels of co-production.

    Abstract [en]

    The overall issue addressed in this thesis is the challanges to the Swedish welfare state. This topic has been the subject of several different interpretations in the academic as well as political debate in Sweden over the last decade. The first of two questions raised in this thesis is therefore what the main challenges to the Swedish welfare state are. It is concluded that the main challenges are the challanges to the representative democracy that originate in measures to meet the economic challenges to the Swedish welfare state by making it more efficient and rational. The main challenges to the Swedish welfare state are, therefore, a mix of interrelated economic and democratic challenges. A specific factor is tested for its possible impact on these challenges and that factor is third sector provision of welfare services. The second of the two research questions is therefore in what way and to what extent the third sector can influence how the identified challenges affect the welfare state. Childcare is selected as an example of a welfare service where there are a considerable proportion of third sector providers, primarily parent and worker cooperatives. The diversity, level of participation and service quality of different types of childcare is analysed with regard to how they affect the here presented challenges to the welfare state. It is concluded from this analysis that there are democratic benefits in the third sector provision of childcare that can act complementary to the challenged representative democracy. It is also concluded, however, that not all Swedish childcare can be provided by the third sector and that its democratic benefits therefore also should be produced by other types of childcare by imitating the third sectors active participation, small scale and independence. This study shows that Sweden is rapidly moving towards a greater diversity in its delivery of welfare service and that there are no policies or institutions for facilitating a more diverse service provision. An additional conclusion is for this reason that the outcome of the economic and democratic challenges varies with the direction of this diversification, which tells us that such policies and institutions are desirable. The Swedish welfare state will be getting a more diverse provision of welfare services regardless if there is any readiness for it or not and the results from this thesis show that the third sector is the non-public type of welfare provider that best facilitate the values and morals of the welfare state.

    This paper was presented at the ninth annual summer school of local government at the University of Twente in Enschede, the Netherlands. The paper provide an extensive analyse of the role of non-public providers of childcare in the Swedish welfare state, which is well known for its large public sector and universal welfare programs. The conclusions are that the non-public providers of childcare are largely alienated with regard to local governance as well as national policy.

    Hauptziele der Svegfors-Kommission in Schweden ist die entscheidende Regionalreform wobei auch Schweden einen entscheidenden Schritt in Richtung Regionalisierung, und sogar Föderalismus genommen hat. Bis 2016 soll etwa 6-10 neue Regionen entstehen, und zwar von den jetzigen 20 län, und mit erweiterten Befügnissen. Es sind die Erforderungen des Wohlfahrtstaates die dies ermöglichen und erfordern. Die zwei Experimentregionen, Region Skåne und Region Västra Götaland werden als permanente Regionen fortsetzen und im Sinne dieser Experimente, werden weitere 4-8, oder gar noch mehrere neue Regionen entstehen, auf Grund der Entscheidungen von sämtlichen Kommunen

    Abstract [en]

    This project is focused on comparative welfare production in a global setting as against modes of production and managing the social service output within the public, private and third sector. There is a clear limitation to international comparison because of the various welfare systems, i.e. the three main welfare production systems within Europe; the British-Nordic, the Middle European and the Mediterranean models. Thus the ambition of the project is to highlight common features in national case studies, whereby especially the respective roles of the welfare producing sectors are analysed over time. The decreasing role of the public sector and the corresponding increasing role of the third sector seems to be a global trend in most Western countries, as well as an aging population with growing needs.

    Abstract [en]

    The Eurobarometer on Biotechnology (46.1) was conducted during October and November 1996. The survey conducted in each EU (European Union) country used a multi-stage random sampling procedure and provided a statistically representative sample of national residents aged 15 and over. The total sample within the EU was 16,246 respondents (about 1,000 per EU country). The survey questionnaire was designed by the authors as part of a larger study involving the comparative analysis of public perceptions, media coverage and public policy in relation to biotechnology from 1973 to the present.

    Civil Society and Political Participation: What Type of Political Participation is Influenced by Community Level Involvement in Civil Society?2015In: Swiss Political Science Review, ISSN 1420-3529, Vol. 21, no 1, p. 140-157Article in journal (Refereed)

    The aim of this paper is thus to further explore the relationship between involvement in voluntary associations at the community level and specific forms of political participation. We pose the following questions. Do voluntary associations contribute to specific forms of individual political participation in a consociational context? Do voluntary associations encourage forms of political participation aimed at directly interacting with the policy process, or do they promote extraparliamentary forms of protest? The study contributes with testing three different measurements of community level involvement in voluntary associations and their correlations with individual level political participation. The empirical data is based upon a mulitilevel sample of 4232 individuals located in 33 different Swedish municipalities. Results show that only direct contacts with local elites are significantly correlated with community level participation in civil society organizations. This result may be interpreted as indicating that local voluntary associations contribute to the local political culture.

    Abstract [en]

    In this study I investigate whether and to what extent local voluntary associations in Sweden maintain values of democratic governance. The study is based upon a survey of about 400 local voluntary associations within four local communities. The results show that a vast majority of these associations are supportive of member influence and governance through internal democracy. These values can also explain civic engagement of these local voluntary associations. The results indicate that if these values would change radically it would probably have an impact on civic engagement of these organizations, but at present the support remains solid.

    Studien undersöker i vilken mån det förekommer kontakter mellan grupper som är olika varandra eller inte inom civilsamhällets organisationer och nätverk och om kontakterna samvarierar med lägre fördomar och högre tillit till grupper som är annorlunda en själv. Studien är baserad på en surveyundersökning som är genomförd till ett urval av invånare mellan 18-84 år i 36 svenska kommuner. Totalt deltog drygt 10200 personer i undersökningen. I takt med att mångfalden i samhället ökar framställs arenor som möjliggör kontakter mellan grupper alltmer centrala för den sociala sammanhållningen. Flera tidigare studier pekar på samband mellan exempelvis tillit och ökad livskvalitet, bättre självskattad hälsa. Kontakter mellan grupper inom ramen för civilsamhället förekommer i varierande utsträckning mellan typ av organisationer och kommuner. Resultaten pekar på betydelsen av att kontakterna uppfattas som positiva för tillit och tolerans mellan grupper. Resultaten är i linje med tidigare studier på att yngre är mer benägna att uppfatta kontakter som positiva än äldre.
