    Collaboration and Decision-making in Response Planning for Power Shortages: The Swedish Policy2017Conference paper (Other academic)
    Abstract [en]

    Electricity is a key resource for the majority of societal functions and constitutes an important sector in the critical infrastructure of modern societies. Disturbances in power supply can have cascading effects on interdependent public sectors and ordinary citizens. However, it seems nearly impossible to completely prevent the occurrence of power shortages. Strategies to address temporary power losses are therefore essential. This paper aims to increase the understanding of national policies to manage the early consequences of power outages. Therefore, we critically review the Swedish national policy called Styrel as part of Swedish Crisis Management System. In the scientific literature, there are few examples similar to Styrel for handling emergencies in the electricity system. Particularly, we seek to discover related risks and benefits, conditions and constraints, as well as effects for specific stakeholders. We argue that the approach cannot yet be considered as fully developed. Three areas requiring improvement are identified. First, the scope and terms of the process must be specified. Second, (better) quality management seems necessary. Third, people responsible for identifying and prioritizing power consumers critical to local society need better decision aid. Improvements could facilitate risk-communication and collaboration among actors as well as decision-making and organisational learning.

    Abstract [en]

    This paper highlights difficulties in studying the Swedish crisis management system with a specific focus on the planning process STYREL. This process seeks to identify and prioritize vital objects in the category of critical infrastructure (CI) in order to elaborate an emergency response plan for the case of a power shortage. The concerns in this paper originate from a research project on how actors assess CI and cooperate during the process as well as which consequences the prioritization of CI pose for society and its citizens. The project employed material from document studies in addition to interviews with security officers at municipalities, coordinators at CountyAdministrative Boards (CABs), and representatives from power grid operators (PGOs). Furthermore, a survey was conducted among all CABs and the ten PGOs that are responsible for effectuating the plan within the initial phaseof a power shortage. The results reveal problems regarding the availability of relevant planning material, gaps in knowledge due to deficient continuity, difficulties in tracing particular objects during the process, and a lack of feedback that hampers evaluation and development. Thus, Swedish critical infrastructure protection (CIP) suffers from not only a shift in responsibility to regional and local actors but also a severe lack of systemic governance.

    Abstract [en]

    This paper highlights the difficulties in the studies of the crisis management system. Our focus is on the Swedish planning process in the case of power shortage, called Styrel. Our paper depart from a research project entitled From Authorities to Citizens and Back. The aim of the project is to increase the knowledge on the decision-making processes within Styrel with a focus on how the actors co-operate within the planning process, and what consequences the priorities of socially important objects have for society and its citizens. Methodologically, the project is based on document studies, interview with security officers in forty-seven municipalities, three coordinators at the County administrative board (CAB), and representatives for local power grid companies. Furthermore, a survey has been conducted with all coordinators at the CAB. The intended objective has also been to take part of the planning documents in order to investigate if there are any differences between how the objects were prioritized by the municipalities and how they were finally prioritized. Our experience from the study reviles problems with availability of relevant planning material, lack of knowledge due to deficient continuity at the local level regarding those responsible for Styrel, and finally difficulties in following individual objects during the planning process.

    Frågan om det civila samhällets betydelse för demokratin och för medborgarnas skolning i vad demokrati innebär aktualiseras återkommande. Är deltagande i exempelvis föreningar bra för medborgarnas demokratiska fostran? Under 1990-talet fick forskning som hävdade det civila samhällets positiva inverkan ett stort genomslag. Dessa resultat har sedan dess prövats och kritiserats av forskare runtom i världen. Även svenska statsvetare och sociologer har prövat antaganden om föreningslivets roll i demokratin och för medborgarna. Denna bok sammanfattar forskning som har bedrivits på området under perioden 2000-2010. Den svenska forskningen om folkrörelser, föreningsliv eller det civila samhället är bred och har en lång tradition. Under senare tid har det civila samhällets roll för medborgarnas demokratiska fostran eller dess roll i demokratin ifrågasatts. Samtidigt har forskningen som är inriktad på folkhälsovetenskap kommit att lyfta fram fördelarna med medborgarnas engagemang i det civila samhället för deras välbefinnande. Har det civila samhällets roll övergått i att mer handla om att skapa välbefinnande hos deltagarna än att fostra dem i medborgerliga färdigheter?

    Voluntary Associations and Local Level Politics: Voluntary Associations as Sources of Political Capital?2010Conference paper (Refereed)
    Abstract [en]

    The paper investigates whether the local political context has an impact on the frequency of contacts between voluntary associations and local politicians. The study contains data from two different surveys, one directed towards the citizens of the four selected municipalities and the other directed towards local voluntary associations and it also contains qualitative interviews with local level politicians. One of the conclusions is that one aspect of political opportunities structures, the stability of the political majority, seems to matter for the perceived outcome of the contacts between voluntary associations and local politicians. With one dominating political party in the local government the local voluntary associations seem to find it more difficult to influence local level politicians.

    Abstract [en]

    STYREL is a planning process aiming at ensuring electricity supply to sociallyimportant objects during a situation of power shortage. The fact that STYREL is animportant planning process with great importance for securing the electricitysupply to important users of electricity is an opinion all the interviewees express.At the same time, there is also a consensus that the process is in need ofdevelopment and change in order to achieve the aims behind the process.The empirical study included documents, investigations, 65 interviews,participatory observation and participation in meetings and network meetingswithin the framework of the planning process. The critical review shows that thereare several areas of improvement to consider that could increase the quality andreduce the risk of important social functions becoming without electricity during aperiod of power shortage. The areas that are particularly highlighted in the studyconcern the necessity of integrating recurring feedback into the planning system,creating networks at both local and regional level to ensure that private-sector orimportant civil society actors is excluded and finally, further clarify the varioussteps and the different roles in the planning system. This can be achievedcomparing with international planning systems on critical infrastructure and withnational planning systems within the crisis management systems.

    Abstract [en]

    The aim of this paper is thus to further explore the relationship between involvement in voluntary associations at the community level and specific forms of political participation. We pose the following questions. Do voluntary associations contribute to specific forms of individual political participation in a consociational context? Do voluntary associations encourage forms of political participation aimed at directly interacting with the policy process, or do they promote extraparliamentary forms of protest? The study contributes with testing three different measurements of community level involvement in voluntary associations and their correlations with individual level political participation. The empirical data is based upon a mulitilevel sample of 4232 individuals located in 33 different Swedish municipalities. Results show that only direct contacts with local elites are significantly correlated with community level participation in civil society organizations. This result may be interpreted as indicating that local voluntary associations contribute to the local political culture.

    Abstract [en]

    The article discusses how the introduction of common European Union tax (VAT) regulations may affect the voluntary sector in Sweden. Historically nonprofit organizations in Sweden have enjoyed tax exemption given that their activities are considered to be of a common good purpose. The Commission of the European Union considers the tax exemption to be too generous in the case of Sweden and that it may distort competition in the free market. The protests are analyzed through a historical institutionalism framework where the Swedish paradigm for the voluntary sector is seen as deeply embedded in a specific institutional setting. The EU policy is interpreted by many nonprofit actors as threatening the existing institutional setting.

    Abstract [en]

    In this study I investigate whether and to what extent local voluntary associations in Sweden maintain values of democratic governance. The study is based upon a survey of about 400 local voluntary associations within four local communities. The results show that a vast majority of these associations are supportive of member influence and governance through internal democracy. These values can also explain civic engagement of these local voluntary associations. The results indicate that if these values would change radically it would probably have an impact on civic engagement of these organizations, but at present the support remains solid.

Studien är baserad på en surveyundersökning som är genomförd till ett urval av invånare mellan 18-84 år i 36 svenska kommuner. Totalt deltog drygt 10200 personer i undersökningen. I takt med att mångfalden i samhället ökar framställs arenor som möjliggör kontakter mellan grupper alltmer centrala för den sociala sammanhållningen. Flera tidigare studier pekar på samband mellan exempelvis tillit och ökad livskvalitet, bättre självskattad hälsa. Kontakter mellan grupper inom ramen för civilsamhället förekommer i varierande utsträckning mellan typ av organisationer och kommuner. Resultaten pekar på betydelsen av att kontakterna uppfattas som positiva för tillit och tolerans mellan grupper. Resultaten är i linje med tidigare studier på att yngre är mer benägna att uppfatta kontakter som positiva än äldre.

    A cornerstone of democracy is the capacity of citizens to influence political decisions either through elections or by making their will known in the periods between elections. The aim of the present study is twofold: (1) to explore what factors inherent of the voluntary associations that determine the perceived success in their attempts to influence policy and (2) to investigate what role the composition of the local government have on the perceived success. This study is based on a survey conducted among 404 local voluntary associations in four different municipalities in Sweden. The results show that the frequency contacts influence perceived success positively, while the level of civic engagement of the voluntary associations affected the perceived success negatively. Having a heterogeneous local government also contributed positively to the perceived success to influence policy.

    he question of whether religion and religiosity is positively or negatively related to social trust has been widely debated. In this chapter we will, using data from a local level survey on trust in Sweden, test whether religiosity as belief and religion as social organization correlate in any way with social trust in the specific case of a highly secular society. We are applying a multilevel approach in which we introduce both individual and contextual level data (church attendance and church membership) and where our focus will be on the local or community level. We conclude that while general surveys on trust suggest, if anything, a negative relationship between religiosity and social trust, one can, even in a highly secular country like Sweden, identify a modest positive correlation between trust and religion, which, however, is limited to religion as social organization.

    This article analyses the effect of immigration-related diversity on different forms of trust through the hierarchical analysis of three levels of approximately 5,000 respondents nested in over 800 neighbourhoods and 33 municipalities. The data set is based on a unique survey that was specially designed to measure different forms of trust and to test the effects of context. Building on previous findings about the effect of diversity on various forms of trust in Sweden, we discuss three mechanisms through which diversity may drive down community trust in diverse settings – dissimilarity, perceptions of unfairness and asymmetry of information and norms – and explore these empirically. In particular, we examine under which conditions asymmetry of information and norms and perceptions of unfairness affect community trust, and how it interacts with diversity. Our analysis reveals that norm asymmetry and perceptions of unfairness affect community trust negatively but the negative effects are more pronounced in the most diverse local communities.

    Social trust is usually treated as a dichotomy between particularized and generalized trust. In this article it is argued that a third distinct form, community trust, is neither particularized nor generalized and bounded in space rather than persons. Factor analysis of survey data from 33 Swedish municipalities (N=6,453) distinguishes between particularized, generalized and community trust. Furthermore, regression analyses show that the three trust forms have partly distinct antecedents and linked to different types of behaviours. While generalized trust best predicts leaps of faith in relation to strangers, community trust is the only trust form significantly predicting taking part in local problem solving. Finally, multilevel analysis shows that community trust is the trust form most vulnerable to changes with respect to ethnic diversity and socioeconomic equality. © 2012 The Author(s).
