    Abstract [en]

    Digitalization of the working flow is a developing area. Digitalization of a public authority’s working flow can lead to a more effective flow. The purpose of this study is to identify factors when implementing electronic signatures of the protocols in Swedish public authorities. In order to fulfill this purpose, a case study has been conducted at one municipality, interviews have been held with people from another municipality as well as three commercial suppliers of electronical signatures, and a literature study has also been made. A qualitative content analysis was made on the material from the case study and the interviews with a resulting list of important factors to consider when implementing electronic signatures to the protocols. The factors are: Security, laws, usability, cost, functionality in the system and long-term preservation. These factors have been examined more closely and the results from the examination show that these factors could be relevant to all public authority’s in Sweden who are about to implement electronic signatures. However, all the factors are not equally meaningful. Since the laws are essential for the use of electronic signatures, they have to be seriously considered. Security is closely related with the demands of the laws. Therefore the requirements of the law can be used to fulfill the need for good security. Other factors that are important are long-term preservation, cost and functionality in the system.

    Abstract [en]

    Digitalization is not a new topic and was first used in the 17th century.  But with the development of information technology the opinions have changed. It is necessary for the organizations to digitize themselves to be competitive. One purpose with digitizing the business area has been to make the process more efficient. Many organizations are digitized, but many of their system development processes are still analog. The aim with this report is therefore to contribute with knowledge for digitalization of system development processes. The goal with this report is that the result will be able for IT-organizations who want to digitize system development processes. Previous research and theories like digitalization, processes, quality and change management are used as a base for this study. The report is using a qualitative approach; data was collected through Mid Sweden University´s library catalog and from Google Scholar. Thereafter was data also collected through interviews with the case company and with external governments. The case study consists of a process mapping on the case company´s system development process. The result describes the difference between system development processes and business what improvement opportunities a system development process has and important factors that governments need to work with in digitalization project are also described. The analyze of the result showed that is important that the laws supports information exchange and cooperation and automated test, continuous delivery and more flexibly work methods are important to being able to digitize system development process. The conclusion was that the preparation and efficiency of the process is the easiest, meanwhile the challenge is to lead the change to the right way. Two important aspects that can help many organizations forward are to work with change management and investigate the method DevOps. For further research it would be possible to perform this study on other governments to investigate which factors they think is important in a digitalization project.
