    Abstract [en]

    To work together in virtual teams has increasingly become a natural change

    in how organizations work. Due to demands from the environment,

    organizations have had to transform from traditional ways of working to

    becoming more flexible and adaptive. The aim of this article is to identify

    obstacles, problems, and presumptions in order to enable the virtual team to

    be successful. A project — The TIC-project — is described, and results from

    a study concerning collaboration and networking among companies within

    Technical Communication are presented. Results show that, to a great

    extent, experiences from networking are lacking. Furthermore, trust must be

    embedded in the teams, meaning that personal meetings must precede

    virtual meetings. Most interviewees declared a wish to collaborate despite

    being competitors. Finally, questions and topics for further research are

    presented.

    Abstract [en]

    The aim of the article is to evaluate how Distributed Concurrent Design works during collaboration in a distributed system development project. We studied collaboration between emergency authorities in Sweden and Norway developing a demonstrator for emergency training. Evaluation criteria were people, processes, and tools. We have used a multi-method approach with the evaluation criterion as a lens. Findings has so far shown that distributed concurrent design works as a method in system development projects but much effort must be put on planning, management and training in available tools.

    Abstract [en]

    Information technology in combination with changes in organizational structures and forms for work has led to an increasing amount of information and also to totally new forms of information and records creation. Furthermore the e-government services, where the whole idea is to exchange information electronically, will speed up this development. A 10-year period is a long time when it comes to preserving electronic records. This is of course due to the rapid technological development, for example the problems with obsolete software and file formats. However, since archives are records of permanent and enduring value, it is essential that methods must be developed to ensure that digital records can be preserved for much longer time. Archival practice has for a long time been intertwined with information technology, dealing with the production, organization, storage, dissemination, and retrieval of records, using the technology at hand. This implies that the responsibility for research and development should lie upon researchers from both domains in collaboration. In this paper some problem domains of long-term preservation and how ongoing research matches these domains is presented. It seems clear that although much of the challenges associated with digital preservation is strategic, organizational, and structural and not only technical, the research concentrates at solving the technical issues.

    Information technology has led to that much of the information that earlier was produced on pa-per is now being produced in electronic form. The e-government services, where the whole idea is to exchange information electronically, will radically redirect paperbound information towards electronically generated and managed information and documents. Earlier on long-term preserva-tion was all about paper-bound documents containing content, context and format as well as the legal issues concerning the document, such as signatures and stamps. Although paper-bound documents still are of frequent use, the degree of digital information rapidly increases. Digital information is often compiled from different databases, where content, context, format and signa-tures can be separated and put together differently. The challenges associated with digital preser-vation are strategic, organizational and structural as well as technological. The aim of this paper is to present some challenges associated with digital preservation.

    To work against threats and to obtain new possibilities, new forms of inter-organizational collaborations are formed. Established models of organizational control are insufficient to cope with the management of such complex situations. In inter-organizations there is also a need to foresee and act upon future events. The management literature deals mainly with one single organization although aspects of collaborative processes are discussed. The human challenges of virtual team membership are: Creating effective team leadership; Managing conflict and global virtual teams dynamics; Developing trust and relationships; Understanding cross-cultural differences; Developing intercultural communication competence. Organizational learning is recommended as a tool to in the first place develop an intercultural communication competence, but also as a complement to learn more about each other. To develop organizational learning within an organization has shown to be successful. The question is how to transfer the concept to inter-organizations. The viability of an inter-organization is depending on the ability to work as a team, learn from each other and adapt to new situations. In this paper problems and possibilities with inter-organizational management and organizational learning are discussed.

The management literature deals mainly with one single organization although aspects of collaborative processes are discussed. In this paper problems with inter-organizational management and decision-making are discussed. The conclusion is that some approaches that are successful in single organizations and seem to be promising for inter-organizations need to be further explored, like Warfield�s laws of complexity, systemic models for management and organizational learning.

Much of the information that earlier was produced on paper is now being produced in electronic form, for example as e-mail and in databases. A 10-year period is a long time when it comes to preserving electronic records. This is of course due to the rapid technological development, for example the problems with obsolete software and file formats. Vitale functions in society such as the social insurance and national registration have to be accessible for long periods of time. Without authentic, accessible, searchable, and reliable records these functions in society are in fact impossible to maintain. There still remain a lot of problems to solve before secure and efficient long-term preservation will be brought about. Digital preservation requires, in addition to the technological development, elaborated strategies, new workflows and organizational structures, standards and common metadata, new specific competences, and close co-operation across different professional fields.     Abstract [en]

    When developing complex system and systems that will work in a complex situation, or a complex environment, there is an enhanced problem to capture the information needed. It is critical that the system provides the users with as relevant information as possible. The traditional ways to capture information and to involve the users may sometimes be insufficient. All aspects of the intended system may be hard to capture and there might also be a problem to bring different opinions of what is important into line with each other.

    Team Syntegrity is a new process methodology developed by the management cybernetics Stafford Beer to stimulate collaboration and incite cross fertilization and creativity. The driving force behind the development of syntegration was to provide a structure for holding purposeful conversations which would be non-hierarchical and democratic but would be contained and not dissipate their energy or insights.

    As a way to catch what should be included in a complex system and to join possible split pictures that are present, Team Syntegrity could be a helpful complementary tool. In this paper the possibilities with using Team Syntegrity in preparation for the development of a complex system is presented. As an example a system for training for crisis situations is used.

    Abstract [en]

    To work against threats and to obtain new possibilities, new forms of inter-organizational collaborations are formed. The management literature deals mainly with one single organization although aspects of collaborative processes are discussed. In this paper problems with inter-organizational management and decision-making are discussed. In this paper the possibilities and the limits of using the Viable System Model (VSM) for diagnosing and design of inter-organizations are discussed. The conclusion is that VSM seems to be promising but further evaluation must be performed. Organizational learning and negotiation support systems are approaches that should be used in inter-organizational management.

    In large scale crisis in the region close to the border between two countries,

    there is a need for collaboration between the countries. Awareness

    and preparedness are identified as being of paramount importance

    for the security level in geographical regions. Hence, there is a great

    need for new and innovative training and preparation tools. The GSS

    project aims to increase the efficiency in emergency response, and crisis

    management in the Mid-Scandinavia region. The paper presents

    tentative results on communication patterns change with help of simulation

    and training.

    Abstract [en]

    Tourist systems, including marketing of, transportation to and events in a well integrated tourist region, are facing new challenges due to, among other things, changes in peoples life styles, that makes people wanting more information and adventure. Improvements of information technology makes it possible to provide new kinds of information systems as well as new adventures based on technology. For example, in addition to or in stead of advertising leaflets, 3D Internetbased services that mediates what you are going to experience, a feeling of presence at the tourist resort already when entering the transportation system, clothes and equipment with some intelligence. However, in order to implement this new type of tech adventure services, a set of problems and hindrances are to be overcome. We must, for example, find solutions for people with disabilities and we must find simple and usable solutions for the integrity and security problems. Further, this is not only a technical problem. Seen in a systemic way, technological changes must be balanced with changes in human competence, organisational structures and procedures and, at last, changes in organisational culture and doctrines.

    When designing a decision-support system, much effort is made to find the best fitting models and to examine which data to include and which algorithms to use. However, the error propagation involved in poor data quality can deteriorate dramatically the accuracy of the output results. The user of the system is often unaware of the weaknesses and deficiencies in data quality. In this paper, analysis and evaluation of data quality is discussed. Further, the paper introduces visualisation aids into the system to help augment our awareness of the underlying data quality in decision-support systems and guide our focus of attention.

    Rapport från GSS: Gränsöverskridande samarbete för säkerhet2014Rapport (Övrig (populärvetenskap, debatt, mm))

    Projektet Gränsöverbryggande Samverkan för Säkerhet (GSS) har syftat till att bidra till ökad säkerhet, och därmed också ökad livskvalitet, såväl för den befolkning som stadigvarande bor i gränslandet som de besökare som tillfälligt vistas i området. I detta syfte ligger också ökade möjligheter att rädda liv och hälsa samt att begränsa skador på miljö och materiella (ekonomiska) tillgångar. GSS fokuserar på den information och kunskap, som krävs i en räddnings-och krissituation. GSS sätter förberedelsearbetet i främsta rummet.Projektets gränsöverskridande mervärde har flera dimensioner:•Det ökar förståelse, tillit och samarbete mellan säkerhetsansvariga på ömse sidor nationsgränsen.•Myndigheter med säkerhetsansvar etablerar långsiktiga institutionella samarbeten runt säkerhet och krishantering.•Gränsregionens attraktionskraft ökar tack vare ökad säkerhet och förbättrad krishanteringsförmåga.•Den ömsesidiga kunskapen och förståelsen om förhållanden på andra sidan nationsgränsen ökar hos projektdeltagarna.Projektet har genomförts i form av tre årliga cykler bestående av scenarioskapande, ledningsövning och utvärdering. Resultatet från utvärderingarna har sedan legat till grund för nästa års cykel. Parallellt med detta har ettövningssystem utvecklats. Systemet innehåller scenariobank, övningar och stöd för dessa, play-backfunktion samt utvärderingsmodul inklusive statistikfunktioner. Utvärderingarna från övningarna finns i separat bilaga. Den första övningen genomfördes som en tabletop-övning vid Gränsräddningsrådets möte 2011. De två andra övningarna genomfördes så att deltagarna satt på sina respektive arbetsplatser och kunde kommunicera med varandra, dels via traditionella kommunikationsmedel, dels med hjälp av övningssystemet. Dessa övningar diskuterades sedan vid Gränsräddningsrådets möten.I framtagande av scenarios och övningar har personer från de verksamheter som skulle öva deltagit. Erfarenheterna från projektet är att behovet av övningar av det här slaget är stort. De deltagande organisationerna uttrycket att det varit mycket lärorikt att delta och man har skaffat sig nya kontakter och/eller utvecklat de kontakter man redan haft. Det har också visat sig att man haft direkt nytta av projektet vid verkliga händelser.Projektets kostnader har upplöpt till ca 3,2 mill. SEK och knappt 2,5 mill. NOK. Kostnader har huvudsakligen bestått i arbetstid och i någon mån av resor. Resekostnaden har minskat genom att projektet frekvent använt sig av distansteknik i stället för fysiska möten.

    Abstract [en]

    In this article the focus is how to train collaboration and communication between emergency authorities in two countries (Norway and Sweden) by using a web-based tool supporting tabletop like exercises. The exercises are accomplished in three steps: Scenario design; exercise design and realization; and evaluation to examine the results of the exercises and for feedback to new scenario designs. The software ties all three steps together. The process is iterative, and involves users from each emergency authority. The preliminary results after two years show that the approach is promising. To be able to better foresee what will happen during an exercise the need for a simulator has appeared as one desirable and possible direction for further research.

    Abstract [en]

    This paper presents data from an emergency management exercise conducted in May 2011 with participants from emergency teams in Norway and Sweden. Software was developed specifically for the tabletop exercise in which a web-based presentation of the events of the emergency scenario allowed detailed recording of the communication among the teams both within and between the two countries. The communication messages were used to analyze who communicated with whom, how often and with what kind of information about the emergency event. The R-statistics open source package allowed analysis of the data for the debriefing session following the training session. A social network analysis model is planned as input to a system dynamics model. Data from 13 discrete events in the tabletop simulation will provide input to the system dynamics model in order to visualize communication patterns between emergency teams both within each country and across the border.

    Cooperation across national borders is of paramount importance for the security in border close regions. Timely and adequate training, reflection, and preparation are core tools for facilitating and stimulating such interregional cooperation. Hence, NetAgora, a service oriented web portal for security cooperation, was designed. In NetAgora there is first a service package with accident- and emergency scenarios. Here multi-actors can train their cooperation and decision making skills. The R-statistics open source package is applied for recording and analyzing data from those training occasions. In subsequent debriefing sessions this is used for post-learning. Further, from anticipatory modeling and simulation it is found that rescue operations are delayed and misguided due to shortcomings in the communication between security command and communication centers. Hence, the NetAgora Learning System is designed and prototyped in order to overcome that problem. It will facilitate and stimulate reflection in action and double loop learning and aims at improving communication patterns by anticipatory pre-learning.

    A traditional System Dynamics Model is compared with an Anticipatory Soft Computing Approach. A system for control and management of water resources and hydro electrical power stations is used as a real world test case. The System Dynamics Model is easily developed and run with help of commercial, special purpose modelling and simulation software. The resulting model increases understanding and generates new insights. Its lack of anticipatory power, however, makes the control task difficult. With the anticipatory approach, on the other hand, the control becomes more effective even if the modelling and model complexity increases rapidly than applied on a reasonable big and realistic real world case. Strong Anticipation, as compared to the more traditional Weak Anticipation, has proved itself to have many interesting and powerful properties.

    We are all stakeholders in the geographical space, which makes up our common living and activity space. This means that a careful, creative, and anticipatory planning, design, and management of that space will be of paramount importance for our sustained life on earth. Here it is shown that the quality of such planning could be significantly increased with help of a computer based modelling and simulation support tool. Further, the design and implementation of such a tool ought to be guided by the conceptual integration of some core concepts like anticipation and retardation, multi modal system modelling, fuzzy space modelling and simulation, and multi actor interaction.

    Spatial planning, i.e. planning and design of our common geographical space, is normally supported by different types of computerised planning tools. Today those tools, however, are porely fitted to meet the complexity challenges of spatial planning. Here it is found that the spatial complexity is a multidimensional super complexity. Main dimen-sions are Actor and Negotiation Complexity, Process and Structure Complexity, Space Com-plexity, Using Complexity, and Tools Complexity. However, complexity research has already produced a range of conceptual tools. With help of the Spatial Complexity Model it is demonstrated in what way those tools may be used to cope with the complexity challenges, i.e. the complexity dimensions, of spatial planning. Hence, by using the Spatial Complexity Model as a launching platform for the design of future support tools the expectations for a better complexity handling ability in spatial planning will increase.

    The value of any GIS will be greatly improved if embedded with a proper decision support. In this way it will be possible to have the GIS supporting in complex and tricky, multi criteria decisions regarding for example the best localization of new constructions and activities. The common way of doing this is by help of overlays, one overlay for each criteria or variable of importance for the decision. This procedure, however, has already proven itself to have severe drawbacks as it is restricted to the binary rule of a logical AND operation. In this way an infinitesimal failure in one criterion may rule out an otherwise perfect alternative. With an approach based on Fuzzy Logic and Soft Computing, on the other hand, both trade offs between variables and flexible AND-OR rules may be put to use. The so called OWA-procedure is demonstrated to meet those criteria common in real life situations. However, OWA does not solve all problems and further requirements on a spatial decision support are identified.

    This paper addresses the issue of competence management in companies in the branch of Technical Communication. The problems these companies deal with concerns lack of specific education, more complex products, and a rapid change in how technical information is produced. Due to the rapid change the companies also need to be proactive and steer towards a desired future state. A design of a tool, SYNCOM, for competence management in modern high technology companies is presented. The tool is developed during a process based in idealized design.  SYNCOM constitutes of a group of systemic models and techniques for competence management and competence development that has been used in earlier projects. The SYNCOM Tool presented is a general tool aiming to be a model for organizations. Implementation of the tool will require adjustments and adaptation to the specific organizations. The SYNCOM Tool has not yet been tested as a tool in any organization. The systemic models and techniques for competence management and competence development have been tested with good results in earlier projects where they in form of prototypes have been tested and verified.

    In this paper we will discuss security in functional regions that are divided between twoor more nations. Awareness and preparation requires some sort of warning mechanismmaking it possible for the people in the region to become aware and to preparethemselves for upcoming emergency situations. As both the disaster indicators and thecrisis to come are both fuzzy and unknown, we will speak about Soft Early WarningSystems (SEWS). In SEWS each individual living in a region will act as a networkedhuman anticipatory emergency sensor and actor. Our conception of such a regionalsecurity SEWS is given in the form of an idealised design called the netAgora portal.After discussing the broad lines of the netAgora design this paper will be focusing onthe key role anticipatory modelling and simulation may play in a tool for developing aSEWS capacity for handling transnational complex emergencies and disasters.

    Abstract [en]

    The purpose of this paper is to enhance the possibility of making a good decision in complex decision situations concerning localisation of the most suitable physical position for an activity or a building. This will be accomplished by integration of the three procedures, CFD-Tool (Continuous Fuzzy Decision Management Tool), the MAD-Tool (Multi-Actor Decision Management Tool) and the CSL-Tool (Cross System Level Decision Tool), Where all three methods using a fuzzy approach. The result is the FAS procedure, a procedure that handles the problems mentioned above with a fuzzy approach. The FAS-procedure is also the starting point of a computer based decision support for physical planning

    In case of flooding many authorities and organizations become involved and there is a problem to take in the whole situation and have a common picture when many incidents happen at the same time. There is also a lack of efficient tools showing critical buildings and constructions in combination with actual and forecasted water-levels. When handling critical situations we are facing challenges of complexity, uncertainty, and unpredictability. Such management- and decision activities are normally supported by some kind of models and support tools. However, complexity is normally not explicitly addressed in such models and tools. In this paper we analyse and discuss different kinds of complexity, which are a challenge in critical situations caused by flooding.
