    Abstract [en]

    NIN, förfogar över ca 300 hyllmeter arkivhandlingar från Graningeverkens AB med föregångare (bl.a. bruken) och dotterbolag.

    Sammanlagt består arkiven av över 100 olika arkivbildare. Arkiven är helt eller delvis förtecknade, men går nu alla att söka i via Erik Nydahls forskarhandledning.

     

    Ägare till arkivalierna som finns hos NIN är idag Statkraft Sverige AB.

     

    Under våren 2008 utarbetades inom ramen för ”Graninge-projektet” en forskarhandledning rörande de samlade Graningearkiven. Arbetet utfördes av Erik Nydahl, doktorand i historia vid Mittuniversitetet, och syftade till att öka arkivets tillgänglighet för forskning.

     

    Graningeverkens betydelse i ett historiskt perspektiv gör bolagets arkiv till en angelägenhet för var och en med ett intresse för norrländsk historia; för släktforskaren, lokalhistorikern och historiestudenten. Kanske har du en konkret fråga som du tror kan besvaras av material i arkivet? Kanske är du intresserad av de gamla brukssamhällena på ett övergripande plan? Oavsett vilket, så erbjuder Graningearkiven unika möjligheter att komma det förflutna in på livet.

     

    Forskarhandledningen består av två delar, dels en inledande introduktion till arkivet och de forskningsmöjligheter som det erbjuder, dels en heltäckande beståndsförteckning som gör det enkelt att beställa fram specifika volymer till forskarsalen. Kanske är du intresserad, men har svårt att veta i vilken ände du ska börja nysta? I så fall kan de inledande forskartipsen med exempel på ”godbitar” ur arkivet vara ett bra sätt att komma igång. Eller vad sägs om brukspatronens korrespondens från 1800-talet, fotografier, mejerijournaler eller varför inte gamla handlingar från 1600-talet…

    This dissertation analyses the development of political culture in two Swedish municipalities between the 1860s and the 1930s – a period during which Swedish society underwent major changes. The purpose is to examine the direct and indirect consequences of an evolving industrial society's economic, social and political structures on political culture at local levels.

    The following factors are the base of the study. At the start of the 1860s, a long-standing Swedish tradition of local self-government was reinforced through a major reform, the Local Government Ordinance of 1862 (1862 års kommunalförfattningar). From this point, each parish formed its own municipality. The new municipalities were given the right to levy taxes and made responsible for welfare and schools, thereby becoming a prominent arena for the exercise of power at local levels. The municipal reform of 1862 was carried out at a time when Swedish society was transitioning as the industrialisation process accelerated during the latter part of the 1800s. Gradually, the old structure of an agricultural society was cast aside in favour of a new, modern industrial society. Naturally, also the municipalities changed – directly and indirectly. For some municipalities, adjustments were significant; for others, less so. Part of this process was the reformation of voting rights from plutocratic to public and equal. Another part was the reorganisation of municipal government from direct government via municipal meetings to representative government via municipal councils.

    Two main issues are formulated and answered in the dissertation. The one addresses who or which had the power over local politics and how the situation changed over time. The second addresses in what way municipal representation changed form with the modernisation of the municipalities.

    The empirical survey comprises a comparative case study between two municipalities in the northern part of Sweden. The one municipality, Ytterlännäs, was early the site for large-scale sawmill industry. The second municipality, Stigsjö, retained its agricultural structure throughout the entire period in question. The comparison makes it possible to analyse the impending industrial society from two different poles.

    In the 1800s, local politics was considered to be a completely different sort than politics at a national level. The difference was that local politics, referred to as “the municipal”, was seen as non-political and unaffiliated with those conflicts addressed at national levels, referred to as “the political”. The dissertation demonstrates two different models of how modern municipal politics evolved from the municipal meetings of the 1800s. While the starting point was the same in both municipalities, the paths diverged in the early 1870s. In the agricultural municipality of Stigsjö, it was “business as usual”. In the industrial municipality of Ytterlännäs, however, confrontation arose between enterprises and farmers and eventually, a labour movement emerged demanding the right of participation. The dissertation shows that the distinction between “municipal” and “political” was obliterated in the beginning of the 1900s, paving the way for a new concept – municipal politics. This process occurred in a very palpable way in Ytterlännäs but eventually, Stigsjö was forced to conform. The new municipal politics was, so to speak, the final station in both municipalities. In conjunction with party politicisation of local politics, the criteria and seats for the municipal representatives changed. When party affiliation became an important criterion, professional affiliation became less relevant. Party bloc seats replaced the independent seats, and representatives were eventually paid remuneration.

    Artikeln beskriver översiktligt den kommunala utvecklingen i Jämtlands län från införandet av 1862 års kommunalförfattningar och fram till tidigt 2000-tal. Särskilt fokus läggs vid hur den kommunala indelningen har förändrats genom åren: från de äldsta sockenkommunerna via storkommunreformen 1952 och kommunblocksreformen 1971 fram till dagens centralkommuner. I den bilden ingår också hur landsbygdens framväxande tätorter infogades i den kommunala strukturen som municipalsamhällen och köpingar, vilket långtifrån alltid gick smärtfritt. Den drivande tesen i analysen är att en ny syn på demokratiskt innehåll etablerades vid 1900-talets mitt. Från att man tidigare hade fokuserat på medborgarnas deltagande och närhet till beslutsfattandet infördes nu en komplementär aspekt, nämligen demokratins förmåga att kunna ge medborgarna likvärdig samhällsservice. Det i sin tur ledde fram till den jakt på stordrift som formulerat det sena 1900-talets kommunindelningar, delvis på bekostnad av deltagande och närhet mellan väljare och valda.

    I artikeln undersöks kontaktytor och affärsrelationer mellan skogsbolag i Härnösandsdistriktet och bönder i västra Ångermanland under 1800-talets andra hälft. Särskilt fokuseras på den grupp av infödda bönder som tog anställning som skogstjänstemän hos bolagen. Artikeln visar på deras betydelse i utvecklingen av råvarumarknaden för skog och skogsmark, och i en vidare mening på deras roll i moderniseringen av det norrländska inlandet. Denna form av relation bolag-bönder analyseras framför allt genom en fallstudie av ångermanlänningen Israel Mattssons livsresa från bonde till skogsinspektor.

    Forests for Sale? A Study of Exploitation of Forest Estates in a Parish in Northern Swe-den, ca 1870–1906

    The modernization of Swedish society during the late 1800s and early 1900s was closely connected to the exploitation of the country´s natural resources. An im-portant factor was the sawmill industry in the northern part of the country where increased production led to a great demand for the acquisition of agricultural and forest land. The majority of these estates were owned by freeholders. Towards the end of the 1800s many of them sold their land to various sawmill companies. This process laid the basis for an ideological social debate timed around 1900, in which the freeholders were seen to be threatened and abused by exploitative forces. This culminated in 1906 in a law that forbade companies from buying agricultural properties.

    This article examines the development of the forestry market in a parish in northern Sweden during the period 1870 to 1906. The proportion of commercially-owned land during this period increased from 3 to 58 percent, especially after 1880. The study also shows that the competition for land acquisition was great. Many companies were potential buyers and this situation gradually inflated prices and made it difficult for sellers to assess the actual market value. In some cases the value of an estate rose by thousands of percent in a few decades.

    In this article the image of the freeholders as passive victims of modernization is compared to examples of individual farmers who themselves acted strategically to make a profit in the forestry market. In particular a certain form of estate that the government intended for settlers, became a commodity through which speculating farmers and companies made substantial profits - while the government´s inten-tions about lasting cultivation were lost. All in all, it appears that this whole pro-cess was much more complex than the social debate indicated.
