    Abstract [en]

    The Information Systems research group at Mid Sweden University is the result of four separate groups, spread across three disciplines, artificially thrown together because we didn’t seem to fit into other developed research groups. What we were seen to have in common was ‘information’. The disciplines are: Archives and Information Science, Business Management and Organization, and Informatics.

    Shortly after this uncertain start, the University launched a demanding internal process for Assessment of Research and Coproduction (ARC13) over the previous five years. We didn’t have that much past together, so we set out to build ourselves a future, exploring our common interests as we gathered data for the evaluation. We pooled our research, hired a facilitator to help with a SWOT analysis, built trust within the group and achieved a remarkably good report from the external assessors. Participation in the multidisciplinary InterPARES Trust in Digital Records in an Increasingly Networked World Project has been an inspiring factor in the Archives and Information Science contribution to our new collaboration. Our Information Systems research group now focuses on five research challenges: Information value, quality, accessibility, sustainability and trustworthiness.  Now we are having fun exploring the possibilities, confident that our InfoSys research group has its own sustainable future.

    Abstract [en]

    Educators and trainers in the field of archives and records management face the challenge of providing for practitioners with a widely varying educational background while preparing them for a professional environment that has changed rapidly in recent years.  Development of research programs is also crucial to the advancement of the profession and the survival of university-based professional education in the discipline.  Competency standards for records management are discussed, including their appropriate role in training and education for practioners. Examples of education and training programs from around the world are mentioned, although the coverage in this article is not intended to be exhaustive.  The role of professional associations as providers of training and in supporting and evaluating professional education programs is also addressed. The International Council on Archives Section for Archival Educators and Trainers provides a community of practice for educators and trainers. Its objectives and recent activities are described.

     

    A wide and growing range of career choices is available to archivists and records managers. Traditional employers are national and regional archives, but there are many opportunities for specialising in aspects of the profession and the types of organisations served by the archives. Professionals with the necessary expertise required to manage digital services are in demand. Initiatives to support people of indigenous origin joining the profession and encouragement for the development of community archives are an area of growing interest.

    Abstract [en]

    Purpose – This paper aims to explore the definitions of and the differences between education and training and the role of each in nurturing and supporting lifelong learning for records professionals: records managers and archivists.

     

    Design/methodology/approach – General definitions of “education”, “training”, “competence” and “competencies” have been deliberately selected as an accessible starting-point for reflection. Different models for competencies and the lack of consensus on what constitutes an appropriate competency model for the profession are considered.

     

    Findings – Education provides new professionals with knowledge of theory of the discipline and helps them to explore current practice. It provides the information-seeking skills and encourages a reflective habit that underpins independent lifelong learning. Training focuses on acquisition of specific skills and competencies necessary in the workplace. More is needed for a viable professional future; education for research is essential to the development of professional knowledge and for the survival of education programmes in universities.

     

    Practical implications – Professional associations as leaders of opinion and practice have an important role in finding the way forward. Although competency standards are more appropriate for evaluating training programmes, professional associations which have embraced competency standards have attempted to use them to evaluate education programmes, but prefer not to consider evaluating training programmes and training providers.

     

    Originality/value – This paper aims to raise awareness of the need to give appropriate weight to education, training and research to ensure that records professionals are known for high levels of competence as well as productive reflection and creative forward thinking.

    The International Council on Archives Section for Archival Educators and Trainers (ICA/SAE) has had a research agenda as one of its projects for eight years, but to date there has been little contribution and no real outcomes. A research database has also been developed by ICA/SAE, with the purpose of documenting research projects of any size from dissertations to collaborative projects. It remains to encourage researchers and research students to record their projects and keep them up to date. One of the main barriers to developing strong research programmes in universities is the difficulty of developing a research culture in small programmes where academics carry heavy teaching and administrative loads. A learning community of potential researchers must be developed, as well as ways to encourage connections for future partnerships between experienced and novice researchers as well as between university-based researchers and practitioners. A few very successful collaborative research programmes have been developed and we can learn from them. These include InterPARES, the Records Continuum Research Group and the Cedars Project. They are exemplified by

    •a clear focus for their research;

    •collaboration between universities and industry partners;

    •a clear management structure and sound documentation;

    •a well-managed website for dissemination of research products.

    An implementation program for organisation-wide recordkeeping systems in two Swedish local governments is being informed by a research-based approach in cooperation with Mid Sweden University. The Sundsvall and Härnösand municipalities will provide the platform for the Research Centre’s major project for 2009-2011, which brings together experience in researching recordkeeping issues in small and medium enterprises as well as expertise in enterprise information architecture and content management. The last two provide an umbrella for document, records and archives management, web content management and business process management. The aim of this enterprise information management strategy is to promote support by decision-makers for a whole of organisation approach to sound records and information management. The overall aim of the research program is to develop models and implementation methods that will support standards-compliant, efficient and long-term digital information management in both public and private organisations.

    Legislation is important to recordkeeping strategies and requirements, since it determines which records are needed for legally legitimate actions. Yet the concepts of a document, a record, a case, a transaction, etc., are frequently defined differently in various laws even within national boundaries and are urgently in need of harmonization to minimize complications and barriers to e-business transactions.

    Every country has its own legislation system which has been adjusted over time in correlation to national context and its surrounding society (Duranti, 1989-1990, p. 5). Duranti and Goh (2012) provided sound arguments as to why it is important to ensure national archival legislation keeps pace with our digitally networked society with its increasingly blurred borders. In addition to their own national law, members of the European Union (EU) are obliged to follow EU-legislation requirements. There are three types of EU legislation: regulations, directives and decisions. A regulation is applicable in all EU countries. Directives are general rules. A decision is a stipulation of issues of concern for specifically mentioned persons or organizations (European Commission, 2013).  Recommendations and statements are not binding, but may, for example, be used by the EU as support in interpretation of EU-legislation (Sveriges Riksdag, 2013). Hence, within public organizations, there is a close relation between records, recordkeeping processes, legislation and accountability.  Yet research in Sweden has shown that 24/7 e-service web-interfaces serving e-government strategies and ambitions are sometimes developed without consulting recordkeeping professionals, in ignorance of legal requirements for capture of records and that preservation issues are rarely considered when acquiring new digital systems (Kallberg, Svärd and Sundberg, 2010). Several other European studies also identify a lack of recordkeeping awareness within public organizations (Barata, 2004; Valtonen, 2007; Shepherd, Stevenson, & Flinn, 2009; Riksarkivet, 2010). However, there is currently a strong European political ambition to implement eGovernment services, which aims to promote cross-border business development. On the other hand, this challenges archival thinking to meet business, technological and legal requirements stipulated for each country. Varying legal definitions used can cause major problems for transactions both within a country and across national borders, even in something as seemingly simple as exchanging e-invoices. This paper will discuss an approach to identifying a way forward for harmonizing legislation that contains recordkeeping requirements across the EU.

    • Identifying the range of / types of laws within countries and EU that define a record
    • Using the ICA multilingual terminology database, to check and add to definitions already found there
    • Checking against definitions found in international standards.

    Research towards harmonizing these crucial definitions will be very challenging, given linguistic and cultural differences but the ICA multilingual terminology database is a potential vehicle for checking existing usage, adding to the definitions and quotations from legalislation and the literature already found there and adding new terms. The foundation version of the ICA-funded Terminology Database, developed as an ICA Section for Archival Educators’ project led and hosted by the University of British Columbia, contains definitions with examples of usage for an initial 300 archival terms across 16 languages. It is planned for public release in the first half of 2013.

    The author, a senior lecturer at Edith Cowan University in Australia, discusses the literature used to teach macroappraisal of electronic records through distance education techniques within an environment rooted in the Australian records continuum. In this context, students are given a sound grounding in systems analysis and design, as well as functional appraisal and the importance of metadata. A key teaching element is the International Standards Organization’s Information and Documentation – Records Management (ISO 15489), which she demonstrates has strong parallels to the principles of systems analysis and design.

    Australian archival authorities take a very active role in setting records management standards, providing guidelines for records managers in their work and approving records retention and disposal schedules for state and national government agencies. Thus ‘archivists’ in Australia have a very strong role in records management processes. There are two principal drivers for this approach: one is the practical matter of capturing and managing digital records, and the other is the acceptance of the Records continuum theoretical model. This paper  outlines some specific approaches taken to identifying and managing archival records in Australian government systems and how this affects the structure of the recordkeeping professions and professional education.

    Abstract [en]

    This paper explores the possibilities for international common core curricula across archival education programmes in three ways. Three universities’ existing but independently developed curricula are analysed to identify common core content. The development of the programmes over time is also described noting some of the influences that have contributed to the current content of the three programmes.            A survey of the views of archival educators on the possibilities and the barriers to developing and sharing courses internationally was also conducted. Some attempts to cooperatively develop shared courses across international borders are also described, demonstrating that collaboration between archival educators is in progress.

    Sustainable archives and preservation education in a global digital society demand collaborative frameworks and multiple, geographically diverse partnerships.  This poses considerable challenges for educators. A consortium between archival education programs at University College London, Mid Sweden University and Simmons College, Boston, is addressing these challenges within an innovative virtual learning environment developed, built and shared among the three schools. Participants from each of the three programs describe, analyze and demonstrate ongoing collaboration, research and curriculum development unified through the Digital Curriculum Laboratory (DCL). They also explore the implications of these types of learning resources and collaborative approaches for supporting archives education internationally.

    The Swedish Government has established the eGovernment Delegation agency to identify and support excellence in e-government implementation strategies. This agency has commenced working with the National Archives, to ensure that archival requirements are addressed when developing new e-services. However, the prevailing view of archives is a traditional curatorial approach, which focuses on capturing the end product once actions have been completed. In the digital environment, the prevailing archival practice frameworks are not adequate to the task of capturing the full digital context and process that is essential for a complete record. Previously, when paper records were aggregated on a physical file, the full record of processes was more likely to be captured and managed for the long term.

    Results from two empirical case studies will be used to present and illustrate the risks and problems generated by an approach where the records are not identified and captured until late in the business process. In this paper the term post hoc approach to records capture is used to describe the method whereby an attempt is made to capture records, including the necessary metadata, after they are created, without prior planning or system design. One of the Swedish eGovernment Delegation’s aims is to motivate public agencies to reach level four on Layne and Lee’s e-government maturity model, that is, full integration of interaction between agencies and citizens. However, the model does not incorporate any recordkeeping requirements in its maturity benchmarks. It is clear these kinds of e-services are so complex that late intervention by archivists will not be adequate for needed recordkeeping support and long-term preservation. So it is essential that guidance on archival preservation of integrated e-services is made available as soon as possible, particularly as current trends in government indicate that e-services will be outsourced to private providers.

    Strategies are proposed for including recordkeeping re- quirements in e-service models. Advantageously, this can be done using existing benchmarking tools such as GARP, ISO 15489, ISO 30301 and the ICA Principles and Functional Requirements for Records In Electronic Office Environments.

    Open data through the archive: A new role for archivists2014Conference paper (Other academic)
    Abstract [en]

    The role of the archivist in exploiting and accessing open data as public records in an open government environment is explored.  The possible role, responsibilities and mandate of an archivist in this new public sector context are examined. Necessary knowledge, skills and competence are identified. 

    Content:

    Expectations of a more proactive release of public records and technical developments that support new ways of publishing and reusing digital information, for example as open data on the internet, create new challenges and change the way public records are managed and made accessible to citizens, which will also involve new professions in the management of records. Fundamentally this raises questions of how, in this new management environment, the trustworthiness of the records could be maintained and how the archives and records management profession could contribute to this, related to other professionals involved in these processes.

    In Sweden there is a long tradition of openness and citizens´ right to access public records. But with the implementation of e-government follows a new perception of what openness means and “open government” is a concept that seems to go further and be more proactive. A part of this study will be to analyze and define what is meant by ‘open government’ and ‘open data’ as they are used in Sweden, i.e. how ‘open data’ differs from ‘public records’ for example. In Sweden there is no formal records manager profession, but the archivist often does the corresponding work. That is why this project also includes the archivists´ role in the open government environment.

    This study will reflect upon the archivists´ role in this process and what is needed to ensure a trusted proactive release of public records. To identify what skills, guidelines, knowledge and mandate are needed. The study will focus on StockholmCity’s work on open data, which is an important part of the open government agenda, through the perspective of Stockholm City Archives.

    Scientific contribution:

    Case study methods are used to examine the role of the archivist in the domain of access to public records in an open government and open data environment. The study examines what role an archivist in the public sector currently has, and what knowledge, skills and competence are needed for these new challenges.

    Interpretation of existing work and the perception of the situation by practicing archivists in this changing environment provide valuable data. The case study is based on the City of Stockholm because it is quite progressive in its work on open data. It is now running an open data project, in which the Stockholm City Archive plays an active role. The role of the archivist in practice, experiences and possible needs and missing factors will be explored. Data will be collected by interviews and text analysis. Needed strategies and guidelines will be identified.

    Abstract [sv]

    Detta är den första publikationen i skriftserien Arkiv- och informationsvetenskap vid Mittuniversitetet producerad av Centrum för digital informationsförvaltning (CEDIF) vid Avdelningen för Arkiv- och Datavetenskap (ADV), Mittuniversitetet. Rapporten redovisar delar av det projektarbete som genomförts under namnet GoInfo (God Informationsförvaltning), under åren 2012-2015 med medel från Länsstyrelsen Västernorrland, Mittuniversitetet, Härnösands kommun och Riksarkivet Härnösand. Skriftserien är inspirerad av den tidigare rapportserien Arkiv-och informationsvetenskap vid Mitthögskolan, som utkom med sex nummer åren 1999-2000. I förordet till det första numret skrev redaktör Torbjörn Kjölstad “Det är vår förhoppning att rapportserien skall kunna förmedla en del av arkiv- och informationsvetenskapliga verksamheten vid Mitthögskolan. Vi har naturligtvis en strävan att presentera nya resultat inom detta mycket breda forskningsområde men också – och väl så viktigt – nya problemställningar och metodiska experiment”1. Vårt mål med den aktuella serien är densamma som i den tidigare: att dela med oss och sprida resultaten av vår forskning och kunskap.Ämnet arkivkunskap och dokumenthantering startade läsåret 1988/89 som en grundkurs vid Högskolan i Sundsvall/Härnösand, som senare blev Mitthögskolan. 1997 bedömde Högskoleverket att det uppfyllde kraven för magisterutbildning och magisterexamen och samma år ändrades benämningen till arkiv- och informationsvetenskap och år 2005 blev Mitthögskolan fullvärdigt universitet - Mittuniversitetet. Sedan universitet har fått ett allt större fokus på forskning så har också vårt ämne försökt att etablera en mer uttalad forskningsplattform. Det första större projekt ”Framtidens Arkiv” kom också att utgöra startskott för en rekrytering av en professur som tillsattes 2008. I Framtidens Arkiv rekryterades också ett par doktorander Erik Borglund och Lena-Maria Öberg som i anslutning till det projektet och via projekt som Bygga Villa och SMEdoc också disputerade.2 I slutet av 2009 beviljades medel till projekt CEDIF, som fick stöd av EU Europeiska regionala utvecklingsfond, Länsstyrelsen Västernorrland, Mittuniversitetet, Härnösands kommun och Sundsvalls kommun 2009-2012. Projektet syftade till att utveckla modeller för effektiv och långsiktig förvaltning av information inom framför allt offentlig sektor men även privat näringsliv. Inom detta projekt rekryterades doktorander Maria Kallberg och Proscovia Svärd. Maria Kallberg avslutade i december 2013 sin forskarutbildning inom GoInfo med avhandlingen ’The Emperor’s New Clothes’ - Recordkeeping in a New Context3, och samtidigt vinnare av Bureanska priset vid Mittuniversitetet. 2009 doktorerade Anneli Sundqvist med avhandlingen Search Processes, User Behaviour and Archival Representational Systems4.När detta skrivs är totalt tre doktorander aktiva vid avdelningen. Inom GoInfo har Ann-Sofie Klareld varit aktiv som doktorand. Ämnet arkiv- och informationsvetenskap har växt och mognat sedan starten 1988-1989. Utbildningen på grund- och masternivå har utökats med utbildning på forskarnivå och ett forskningsprogram.Sidorna som följer innehåller summeringar och reflektioner från GoInfo. Först ut är projektledaren Göran Samuelsson, som inleder med en övergripande beskrivning. Kapitlen som följer speglar GoInfos delprojekt och forskningsresultat. Ann-Sofie Klareld har skrivit om Arkivets roll inom e-förvaltningen. Sedan får vi insikter från Ann-Sofie Klareld och Annalena Olsson, (Riksarkivet i Härnösand) om Arkivmyndighetens roll i samarbets- och utvecklingsprojekt, utifrån Riksarkivets deltagande i flera projekt, inte minst e-ARD5, sponsrat av e-Delegationen. Karen Anderson och Göran Samuelsson presenterar i kapitlet Omvärldsanalys och teoretiska utgångspunkter de influenser som påverkat vår forskning, som bland annat haft en bas i den modell för informationsförsörjning som utvecklats av Göran Samuelsson. Kapitlet innehåller även några preliminära tankar om hur vi kan använda modellen i anslutning till de mer teoretiska modeller som används inom arkivvetenskap och praktik som; livscykelmodellen, Records Continuum modellen och OAIS-modellen. I kapitlet Myndighetsnätverket och GoInfo, rapporterar Ann-Sofie Klareld om hennes aktionsforskning och utmaningen att balansera rollen som forskare med förväntningar på verksamhetsutveckling. De följande tre kapitlen presentera mer konkreta forskning- och utvecklings ansatser i den kommunala miljön med ett stort fokus på GoInfos samverkans partner Härnösands kommun. Göran Samuelsson och Stefan Berggren ger ett Förslag till modell för strategiarbete för god informationsförvaltning, med användning av några av standarderna kring verksamhetsinformation bland annat ISO/SS 30300 och Riksarkivets RA FS 2009:16.Maria Kallberg skriver om Centraliserad diariefunktion, ett projekt som hon initierade i sin roll som kommunarkivarie i Härnösands kommun och sedan fortsatte att utforska som en del av sitt doktorandprojekt. Stefan Berggren, nuvarande kommunarkivarie i Härnösands kommun, och Göran Samuelsson beskriver sedan arbetet med hantera kommunens lönedata och hur man integrerar den nuvarande digitala hanteringen med äldre pappersbaserade informationen i kapitlet Lönedatafångst. I detta arbete har man försökt att praktiskt tillämpa de framtagna de förvaltningsgemensamma specifikationer för personalsystem (FGS Personal), som togs fram under e-ARD projektet. I ett avslutande avsnitt skriver Göran Samuelsson om Bevarande av geodata, ett alltmer viktigt område eftersom ’everything happens somewhere’ och att dessa data integreras med alltfler verksamhetssystem.Vår förhoppning är att du som läsarna ska kunna dra nytta av och även hämta kunskap från vår forskning, samt inspireras och utmanas att delta och bidra till den framtida arkiv- och informationsvetenskapliga forskningen.

    As organizations transform towards e-service provision and operations sophisticated, organization-wide approaches to information management are required. However, there is reason to believe that few organizations have developed a fully holistic approach to thinking about developing and managing their information assets to ensure their current and future accessibility and usability. There is an increasing awareness of the need to design systems that ensure information is accessible and re-usable, yet vital information often becomes increasingly inaccessible over time, to the disadvantage of business intelligence, business needs, customer service and regulatory requirements. An extensive survey of the state of the art of information management within Swedish organizations was undertaken to gain an understanding of current approaches, what competence is currently available within organizations and what competencies are perceived to be lacking or need development to ensure sustainable management of information as a business asset. This paper presents insights into how well or poorly records managers’ and archivists’ expertise is incorporated into whole- of-organization strategic planning for information management. It was rare to find collaboration between enterprise information architects and IT professionals with the recordkeeping professionals, who have expertise in structuring information and metadata as well as system requirements that contribute to ensuring long-term preservation, which would potentially minimize the proliferation of legacy systems from which records and information are very costly or impossible to migrate or extract. Many archivists considered that it is not their role to participate in wider information management strategies, preferring to focus on the capture of records into an ’e-archive’ without recognizing that information in the archive is a potentially re-usable business asset. This initial research contributes to an understanding of information cultures within organizations. It is intended to be used as a benchmark: follow-up studies are planned at regular intervals in the future to measure change in practice, attitudes and professional alliances to improve information management.

    Recordkeeping is about “making and maintaining complete, accurate and reliable evidence of business transactions in the form of recorded information.” Yet the research on electronic record management has focused on either electronic records management systems or long-term preservation. Little has been done that takes an holistic view of the entire continuum and the connection between current records management and preservation for future accessibility. In this paper we aim to further elaborate the challenges and effects that are the results when an holistic view of the entire continuum and the connection between current records management and preservation for future accessibility is not taken. The research has been carried out as a qualitative case study in a large railway infrastructure construction project, Å dalsbanan, where many records are operational for more than 100 years. We present results from this case study where the long-term recordkeeping strategy only succeeded to preserve records in form of documents, after that the project phase has ended. The records born in databases and in other business information systems were lost, for future use, when the Ådalsbanan moved from being a project to being a operational railway, that needs to be managed for at least 100 years.

    Records are evidence of business transactions and actions. They provide the basis for accountability and traceability. Therefore they are essential to evaluation and audit processes. Records and documents are sources of knowledge that support a learning organization and can be defined as “institutional memory”. However there are few examples in the literature of how records have been used to evaluate and critically assess the outcomes of business activities.

    The purpose of this paper is to identify potential criteria for creating a checklist that provides enough information about the records and the business that created them to ensure that records could be used as tools in evaluation programs. In this research paper we have used the ISO standards ISO 15489 and ISO 23081 as tools to achieve our purpose. This was a qualitative research project, situated in a large railway infrastructure project where the budget is 6.6 billion Swedish kronor (approx 650 million €). The project is ten years long, and to date more than 250 000 records have been produced. Many sub-contractors and 16 other public agencies are involved in the project.

    The internal regulation of records management regulated within the project is very detailed, and at first glimpse the directives seem to be well grounded. Requirements for records creation, capture and metadata-tagging are presented in the regulations.  Yet even after minor analysis it is obvious that the railway project focuses only on managing records that are documents, i.e. in formats that can be treated as a single unit. Common examples of document types are spreadsheets, Word documents, PDF files and blueprints. Thus the project is failing to capture crucial records created in non-document and more complex formats, such as databases and technical drawings produced in applications like CAD. More importantly, the research found that the project’s metadata design and capture is inadequate for capturing the context of the records that are kept and preserved. This makes it difficult to use the records for evaluating the project for accountability purposes both during and after the project. The experience and knowledge gained from the project is also difficult to transfer to similar future projects.

    Records without the contextual binding and applicable contextual metadata cannot provide a quality basis for evaluation of the business. If records are to be used as tools for evaluation, we need to preserve records following the quality criteria that are presented in the ISO 15489 and ISO 23081 standards.

    If records are to be used as evaluation tools they need to be usable for that purpose and be of sufficient quality. In this paper we propose that the assessment of the quality of a record should be based upon the metadata elements found in the ISO 23081.

The aim of this paper has been to further elaborate the challenges long-term preservation impose on recordkeeping strategies and when the record quality criteria of evidentiality, integrity, authenticity of records is to be fulfilled. The research has been carried out as a qualitative case study in a large railway infrastructure construction project, where many records are operational for more than 100 years. In this research we can conclude that the long-term preservation issue is difficult to take into consideration if proactive strategies are not adopted. It is also important not to separate the current recordkeeping strategy from long-term recordkeeping strategy.

    Abstract [en]

    Swedish strategies and legislation that govern the management of records and archives in organizations have their roots in an analogue and paper-based environment. Today, very few records are created on paper: the majority of records are born digital, but they may be transformed to analogue form to fit organizational business needs and workflow. In a records management system of the highest quality electronic records should be maintained in their digital format to preserve context, digital links and dynamic relationships among information held in databases and multimedia documents. These relationships are frequently lost in any attempt to transfer to analogue form, thus compromising best practice records management standards.

    To meet the new need for managing born-digital records, many organizations have implemented electronic record management systems, and the effect of those implementations has gained interest from researchers, but it is not solely a software system that is needed to give a capacity of electronic record management. The ISO 15489 Standard for Records Management argues that the organizational structure and work processes affect how well the organization is able to manage their electronic records.

    This paper is based upon a research in a Swedish municipality, which carried out a comprehensive change management process to increase their capacity to manage electronic records, both for supporting business needs and long-term preservation needs. There is very little archival literature that focuses on how the roles of both archivists and record managers change, for example as a consequence of implementing electronic document management systems, and the organization becomes a process-oriented organization. The purpose of this paper aims to increase knowledge of the way the records managers need to change their work in order to meet the requirements generated by increased capacity in electronic records management.

    The research is based upon a qualitative approach where questionnaires, individual interviews, and group interviews have been used as data collection techniques. The research is in progress and has not yet fully been analyzed. However, the preliminary results indicate that the records managers need to act more proactively to meet the new system’s requirements of them. The importance of the records managers’ role in the municipality has become clearer and their competence is acknowledged as being more important as a result of this change management process in the municipality. The records managers are important in the sense that they know what information and what records are created, received and needed in different parts of the municipality. Records managers’ “record keeping” responsibilities have been better defined after this change process and their role in relation to areas that were traditionally the responsibility of archivists has also been more clearly delineated.

    Electronic records management in Small and Medium Enterprises is a relatively new research area. It is difficult to find much on the SME and electronic record management in academic databases. In public organizations and in large enterprises the management of electronic records is now acknowledged as important for business support. Efficient records management is e.g. necessary for fulfilling requirements found in various legislation such as e.g. the Sarbanes-Oxley Act (SOX). The requirements for documentation in the ISO 9000, and the ISO 14000 series can be fulfilled if standards for records management are used.

    This paper aims to contribute further knowledge on the quality of records management in SMEs. The following research question has guided this research: How well do SMEs meet minimum ISO 15489 requirements for records management?

    The research has been carried out within a EU funded research program, where 4 SMEs from both Sweden and Finland have been studied using a qualitative research approach. The data have been collected from four SMEs through interviews. The analytical lens used in this research has been the international standard for Information and Documentation - Record Management: ISO 15489.

    The results show that electronic records are managed in a rather ad-hoc manner and that management is very dependent upon individuals, many of whom have little, if any, expertise or training in this area and no access to expert advice. One of the identified business values of well-managed electronic records is that the SME gains the opportunity to manage and benefit from their explicit knowledge and experience.

    This research shows that there are major obstacles to overcome before SMEs are able to fully adopt best practice in electronic records management. Many of these hindrances have their roots in a lack of appropriate strategies for records appraisal and that the SMEs have not followed the steps recommended in the ISO 15489 standard.

    The background to the Records Continuum Model, developed by Frank Upward in Australia, is presented, briefly outlining the work of Peter Scott and Ian Maclean whose work on the 'Commonwealth Records Series (CRS) System laid the groundwork for the new theoretical model of the Records Continuum. The paper explores professional and archival issues raised by the digital environment and notes that Upward's work supports Nordic archivists argument that archival description and management must begin earlier in the business workflow.

    This article considers whether the way RM professionals manage records in accordance with the ISO 15489 standard is consistent with the information seeking behaviour (ISB) of Electronic Records Management Systems (ERMS) users. The empirical research includes an investigation of the ISB of ERMS users and how various factors, such as training, individual information seeking styles, tasks, and time, affect the ISB. Forty ERMS users in four Australian government organisations – in the utility, town council, banking and finance industries – participated in the study. Qualitative research methods (interviews and protocol analysis) were used to develop a model of the ISB of ERMS users. An understanding of how ISO 15489 was implemented in the ERMSs of the organisations was obtained from interviews with the organisations’ records managers. The findings reveal that there is a partial match between the ISB of ERMS users and how the organisations implemented the ISO 15489 standard to manage records in the ERMSs. Users rely heavily on using the metadata elements included in the ERMSs. They are mostly happy with their ability to find records in the ERMSs, but they encounter difficulties and frustration when performing some searches. These searches could be completed more efficiently and effectively if users had a better understanding of the classification scheme or thesaurus, but records managers do not generally make these tools available to the users.

    Information systems may be used for several purposes in an organization. They are often the basis of operations and activities. For example, information systems and technologies can be an integrated part of the production process. Information systems have also an important role in management and development of the organization. Here information, its management and sharing throughout the company have a decisive role. It may still be argued that in many cases information systems are not used in the best possible way. For example, a lot of information remains personal property even though it might be valuable when shared with colleagues. In this paper we look at the role and use of information systems in information sharing. The paper explores the challenges in sharing of information and knowledge. Technology can be used here, especially if the information can be expressed in written format. When information is more tacit, complex and based on expertise also personal interaction is important in information sharing.

    Abstract [en]

    The purpose is to describe how a medium sized enterprise with an international scope, positive economic development, and relatively high ICT maturity applies the CRM approach in its marketing. Medium sized enterprises with these features are assumed to be role models for smaller enterprises, and in particular for smaller enterprises with growth ambitions. This case study is based on structured interviews conducted with the CEO and the manager responsible for IT and IS development in the enterprise. The findings show that the enterprise endorses a customer-oriented business strategy, supported by fairly simple information gathering and analysing methods; that the dependency on agents and dealers is a problem in an CRM perspective; and that the development of the Web offers new possibilities for CRM practices and policies.
