    Enligt 5a § SoL ska socialnämnden göra sig väl förtrogen med levnadsförhållanden i kommunen för människor med psykiska och fysiska funktionshinder samt i sin uppsökande verksamhet upplysa om socialtjänstens verksamhet. En inventering och kartläggningsprojektet infördes under 2005 i Härnösands kommun i samarbete med FoU Västernorrland och Landstingets sjukvårdsdistrikt. Syftet med kartläggningen har varit att öka möjligheten att kunna planera bra insatser till personer med psykiska funktionshinder. Avsikten är att beskriva de olika behov som finns hos de individer och grupper som psykiatrireformen riktade sig till, men även behov som andra med psykiska funktionshinder har idag. Projektet skulle därför också försöka kartlägga behoven bland individer som riskerar att bli allvarligt psykiskt funktionshindrade och bland dem som har börjat en återhämtningsprocess. Resultaten bekräftade många behov som är väl dokumenterad, att personer med psykiska funktionshinder leva i samhället men har få möjligheter att aktivt delta i samhällslivet runt omkring dem. Resultaten pekade också på nya behov som har kommit fram och som kanske kan vara en ledtråd till nya möjligheter som kommun måste ta hänsyn till.

    We conducted a pragmatic, mixed methods study comparing rural family caregivers receiving e-health caregiver support (n = 35) with a control group (n = 21) receiving conventional, non-e-health, caregiver support. After 18 months, the benefits of support were evaluated using the Care Effectiveness Scale (40-items exploring the domains of preparedness, enrichment and predictability). In all domains the e-health group scored significantly higher than the control group. The adjusted difference for overall benefits was 3.0 (P = 0.02) on the scale 0-10. In addition, semi structured interviews were conducted with a sub-sample of the caregivers. For the e-health group flexibility, availability and being able to individualise the support were essential factors. All caregivers in the control group found conventional support to be beneficial, but also stressed unmet needs related to the conventional support being standardised and non-flexible. The study suggests that providers of caregiver support should offer e-health support as an alternative to conventional caregiver support, as it can be more beneficial to family caregivers.

    Older People Using e-Health Services—Exploring Frequency of Use and Associations with Perceived Benefits for Spouse Caregivers2016In: Informatics, ISSN 2227-9709, Vol. 3, no 3, article id 15Article in journal (Refereed)
    Abstract [en]

    ICT, information- and communication technologies, and e-health services are essential for meeting future care demands. Greater knowledge regarding the implementation of e-health services in long-term care for older people is needed. The purpose of the study was to explore older people’s use of e-health services and associations between frequency of use and perceived benefits. In the longitudinal comparative intervention study (n = 65), intervention group participants (n = 42) used an e-health service for 1.5 years. A control group (n = 23) used similar services provided in a traditional manner. Data was collected through questionnaires and analyzed using linear and logistic regressions. Although general use of the Internet was similar in both groups, the e-health group perceived significantly higher benefits. The component information- and education programs, developed specifically for the e-health service, had the highest association with benefits. Conclusion: e-health services targeted at supporting older people who care for a spouse at home can provide benefits which most likely will not be obtained without participation in an organized e-service. Care professionals play an essential role in encouraging spouse caregivers to become e-service users.     En uppföljning av ungdomspolitiken

    Under 2009/2010 genomfördes Ungdomsstyrelsens enkät till skolungdomar i kom-munerna i Västernorrland. Tidigare har denna enkät använts vissa år av en del av kommunerna, och det här är första gången som en samordnad datainsamling och -analys görs av ungdomarnas enkätsvar. Det är i de flesta fall ungdomar i åk 8 och gymnasiets åk 2 som besvarat frågorna, men i Timrå och Sollefteå var det åk 7-9 och gymnasiets åk 1-3 som utgjorde målgruppen. Kramfors kommun bidrog med sina data från året innan.

    Områden för frågor var

    skola, fritid, arbete, framtid, trygghet, hälsa samt samhälle, politik och inflytande. Några exempel på resultat är att många ungdomar vill vara med och påverka i den kommun där de bor, men många vet inte om de har möjlighet att föra fram sina åsikter. Från skolans område har vi sett att det mest är killar som anser att de blir missgynnade pga. ojämställdhet. Många i åk 7-9 svarar att de vill gå i skola i en annan kommun än där de bor och många i gymnasiet svarar att de kommer att flytta från kommunen. Glädjande kan vi också konstatera att de allra flesta av ungdomarna (mer än 95 %) har en optimistisk syn på framtiden för sin egen del.

    Den omfattande datainsamlingen gör det möjligt att belysa ett stort antal frågeställ-ningar och formulera frågor till ytterligare analyser av ungdomarnas attityder.

    Abstract [en]

    This research examined teachers’ attitudes in a school development project, The best regional educational system in the world which focuses on regional development and school improvement. The project was performed in counties in Mid Sweden, which have a lower educational level and school achievements and a competence escape compare with other parts of Sweden. Project schools were compared to references schools concerning staffs perception of the pedagogical platform. This study is based on a web-based survey. The quantitative results show that two of the factors in the survey distinguished themselves with statistical significance; namely, the pedagogical platform was 0.44 (p=0.036) and leadership factor, which was 0.25 (p=0.052) was lower for the project schools. The directed content analysis showed differences regarding awareness of the pedagogical platform concerning understanding vs. ambiguity and specifically targeting vs. general descriptions. The reference schools described an understanding of the school’s overall educational platform and described more clearly the school’s focus. The study points to the importance of teachers are aware of their own school platform to develop leadership and teams, which in turn influences student learning and achievement. If schools in the two counties are to be successful, in terms of students’ school performance and the competitiveness of the region, the pedagogical platform should be made clear to staff and be anchored in the teachers’ team work, probably even more than in other schools.

    Abstract [en]

    This study focus on adolescents motivations about remaining in rural areas in the Mid Sweden Region, a part of Sweden with decreasing school performance scores and high out-migration. The study is based on 1,500 young people’s responses to a Web-based survey within the framework of a regional school development project. The research questions focused on: whether youths were going to stay there or move the future in urban or rural areas, influences, and the future choices and differences among genders, regions, and age groups. The empirical data are processed with statistical analysis. The study confirms previous research on young people’s relocations from rural areas; jobs and education are important motives, and the most prone to move are women. What is new knowledge is that lessons about the region’s importance have a positive, significant effect on individuals’ plans to remain in their home municipality. This can and should be highlighted in local, regional, and national politics, but more importantly in school discourses. Since school plays a role in students’ thinking and future choices, a larger formation effort could be of great value for norms and regional political standpoints. The study has relevance to the international terms of similar geographical areas.

    Teleseminarium är namnet vi satt på en distansöverbryggande seminarieform. Med det menar vi att grupper av seminariedeltagare är uppkopplade till ett �telemöte� där experter/forskare kan delta per telefon från sitt vardagliga arbetsrum. Genom att organisera seminarier på detta sätt kan man få en hög tillgänglighet på expertis vid seminarierna samtidigt som man spara stora resurser i termer av restid och övriga resekostnader. Organiserandet av teleseminarier kräver relativt lite resurser i termer av tekniska investeringar och är enkla för deltagare att ta till sig utan nämnvärda utbildningsinsatser.

    I Västernorrlands län har det vuxit fram ett behov av en samsyn kring hur arbetet mot arbetssökande ska bedrivas. Under 2007 har en samarbetsgrupp satts samman där arbete sker för att utveckla den modell som används i Kramfors så att den kan användas i hela länet. Som en del i detta arbete har en studie av de arbetssätt som har funnits i länet under tiden från Datortekens start fram till idag. Denna rapport är resultatet av den studien. Rapporten visar att arbetet i de flesta kommuner är liknande, även om variationer finns. Fokus har gått från att ligga på utlärning av formella kunskaper, inom till exempel data till att idag ligga på självstärkande övningar och attitydförändring hos den enskilde. I rapporten beskrivs de utmaningar som ligger i framtiden när handläggare på arbetsmarknadsenheterna måste hitta nya roller, arbeta med nya målgrupper och skapa samarbeten med nya partners.

    Abstract [en]

    Participation has emerged as a central concept in defining the goals of disability policy in Sweden as well as internationally. Yet it has rarely been operationalized as a foundation for planning services. As part of an attempt to survey the needs of individuals experiencing psychiatric disabilities, the authors have developed a scale for measuring participation in five areas of community life. The scale uses four distinct categories as levels, specific for each area of life, and a set of statistical descriptive techniques designed to illustrate and communicate information regarding levels, capacities, and wishes related to a participatory life in the community. Based on a pilot study, the article illustrates how the collective needs of a population of individuals experiencing psychiatric disability can be described and presented to practitioners as a support for system planning.

    In this paper we present a profile and analysis of children in the out-of-home care system in Sweden. We describe the conditions of three age groups of children and young people prior to their entry into care, the reasons for placement as given by social workers and documented in the children's case files, and analyze their movements in and out of care drawing attention to the issues of placement instability and breakdown. Our analyses reveal that there are important differences between age groups in rationales for placement, that a significant majority of children who returned home from care did so before social workers considered care no longer necessary, and that significant numbers of placements are notable in their instability. This study points to the need to develop participatory frameworks for practice beyond the rhetoric of solidarity and democracy that underlies Sweden's Social Services Act.

    Abstract [en]

    The aim was to investigate the knowledge and the attitude regarding recovery among practitioners working in the Swedish mental health system, Personligt Ombud (PO), Supported Housing Team (SHT) and Psychiatric Out Patient Service (POPS), to determine whether and how knowledge and attitude regarding recovery differ between the three services. A web-based questionnaire based on the Recovery Knowledge Inventory was sent to the participants. Participant selection ensured that different parts of Sweden were represented. A multiple linear regression was used to examine the result under control of Sex, Age, Educational Level, Further Education, Relevant Work Experience and Training in Recovery. The result of the regression showed that POs had higher scores than both SHT and POPS on the subscales, even under control of other variables. The SHT differed significantly from POs on two of the subscales and POPS differed significantly from POs on all subscales. Personnel with university education, more work experience or specific training in recovery also had a higher mean score. Swedish practitioners need to learn more about certain aspects of the recovery process. The differences between the services may possibly be due to the services’ organization, assignment and role. Other important aspects were the level of education and having specific training in recovery; the combination of these elements could facilitate the development of a recovery-oriented mental health system.

    ICT4ICT ICT - Knowledge for ICT Diffusion2005Book (Other scientific)
    Abstract [en]

    Much of the work that explores and studies the indicators for ICT readiness focuses on the economical factors joint by a sufficient level of education, as the driving force for the wide spread of these technologies. It has been argued that the diffusion rate is in most cases proportional to the growth of the income. Despite of the relatively high level of the human development index in most of the Central and Eastern European countries including the former Soviet republics, the degree of connectivity and Internet use demonstrates large discrepancies. Ten of them with the highest GDP have joined the EU and have much higher ICT diffusion compared to the others. Interestingly enough some have achieved the same rate of ICT diffusion despite significantly lower level of wealth. Sharing their positive experience with the CEE countries that are lagging behind with respect to ICT diffusion could possibly reduce and finally diminish the digital divide. The experience with ICT diffusion in the CEE countries is explored and a model for identifying the predominant factors was developed in order to identify those that have achieved high level of connectivity and ICT use, yet with limited resources and depending heavily upon the knowledge of its people. Estonia has expressed very high inclination and enthusiasm towards experimenting with and adopting the contemporary technologies. One of the decisive factors for establishment and development of the information society have been the IT-program for developing e-services, accompanied with creating access for all the citizens. The lessons learned from Estonia�s experience served as guidance in developing the three pilot projects implemented in Armenia and Macedonia. The primary goal was to provide means of how to possibly overcome the debilitating ignorance that spans from an ordinary citizen to a high level decision maker, in understanding the width, the depth, the profoundness, and the power of the ICT.

    Hur kan man tillämpa de olika teorier och modeller som tillhör den snabbväxande kunskapsområdet, psykiatrisk rehabilitering och återhämtning? Tio år efter psykiatrireformen har få arbetslivsinriktade rehabiliteringsverksamheter lyckats överleva och utvecklats i Sverige, trots en välförankrad arbetslinje i handikappolitiken. Efter en FoU-cirkel där deltagarna, som är också medförfattarna till rapporten, fick reflektera över deras egen verksamhet, har två studier genomförts där syftet var att belysa den praktiska verksamheten och undersöka brukarnas upplevelse av återhämtningsfaktorerna. En stor grad av överensstämmelse pekade på en lyckad verksamhet, där brukarna kände en stor delaktighet i rehabiliteringsprocessen och kunde bekräfta kunskapen, attityderna och metoderna som personalen omsatte i praktiken. Rapporten kan användas som ett underlag i verksamhetsplanering för att fokusera på de olika praktiska insatser som tillhör en bra återhämtning och rehabilitering för personer med psykiska funktionshinder.

    Enligt 5a § SoL ska kommunen göra sig väl förtrogen med levnadsförhållanden för människor med psykiska funktionshinder samt i sin uppsökande verksamhet upplysa om socialtjänstens verksamhet. Hösten 2005 fick Opsam (operativ samverkan) uppdrag att arbeta fram ett förslag till handlingsprogram för att kunna samordna insatserna mellan huvudmännen för denna målgrupp. För att kunna arbeta fram ett förslag så beslutade Opsam att först inventera hur många som ingår i målgruppen. En inventering och ett kartläggningsprojekt genomfördes i Örnsköldsviks kommun under hösten 2006 och våren 2007 i samarbete med FoU Västernorrland.

    The use of digital signs simplifies distribution. Importantly, it draws more attention than static signs. A way to increase attention is to add an experienced depth. The paper discusses possible alternatives for extending an existing digital signage system to display stereoscopic 3D contents, comparing a decentralized distribution solution and a centralized solution. A functional prototype system was implemented. A new 3D player was developed to render views from different formats. The implemented system was used to study customer behavior when exposed to digital stereoscopic 3D signage in a direct sales situation. The proportion of sales of selected products related to the total number of sold products varied approximately equally before and during tests. An interview study suggests that the sign did not interact with customer decisions: customers were lost at different stages in this series of steps, among others the sign placement.

    Abstract [en]

    This paper analyzes stability in out-of-home care for children in Sweden. The study hasfocused on placement breakdown but also used planned movements and re-placement tostudy placement stability. The sample consists of 213 children who started 317placements during 2005 and 2006. Social work case files were examined to follow everyplacement for, at most, two years from the day that the placement began. Those childrenwho finished their period of care during the study’s follow-up period were monitored forone year after completion of placement to see if "returns home" were stable or if the childwas re-placed in care.The analyses reveal that a significant majority of children who returned home fromcare did so before social workers considered care no longer necessary. The most commonreason for end of a placement for preschool aged children was placement movements andfor teenager’s placement breakdowns. This result indicates that type of instabilitydepends on children’s age.As in other research, our study revealed teenagers or children with aggressivebehavior had an increased risk of placement breakdown. The risk for re-placementincreased if the child’s last placement ended because parents withdrew their consent forplacement or if the child was placed in institutional care. This study points to the need todiscuss the importance of consent, particularly parents of younger children and withyouths themselves. It also indicates that if social service wants to increase placementstability they have to take the age of the child in consideration.

    Abstract [en]

    Purpose – The purpose of this paper is to explore and describe associations between the strategic (market/industry) context, the operational requirements, and the work design of in-house, inbound call centres in the financial sector.

    Design/methodology/approach – This cross-sectional study uses data from a survey conducted between February 2002 and September 2005 as part of the Global Call Centre Industry Project, which included call centres from 17 countries. The present analysis is based on a sub-sample of 375 call centres from that survey.

    Findings – Managers of in-house, inbound call centres in the financial-services sector claim that they adopt a relationship-oriented approach to the work of their call centres; however, the present study demonstrates that they fail to design their employees' work appropriately to meet this requirement. This is especially the case for call centres in the insurance sector.

    Research limitations/implications – The original data collection was undertaken in a much broader context than this delineated study. There is a need to develop the concepts of relationship building and work design in the context of call centres. There is also a need to explore the perspective of employees with regard to operational requirements and work design and the customer's perception of service quality.

    Practical implications – If managers of call centres in the financial-services sector really wish to encourage relationship building between employees and customers, they need to reconsider the current work design of their call centres.

    Originality/value – The paper enhances knowledge of how operational requirements are linked to work design in call centres.
