    Abstract [en]

    In Sweden there are approximately 45 000 people that show signs of being dependant on narcotics, and there are approximately 26 000 people who can be defined as heavy users. Heavy users is defined by Centralförbundet för alkohol- och narkotikaupplysning as persons who have injected narcotics of any kind in the last 12 months or persons who have had a daily or practically daily use of narcotics the last four weeks. The aim of this study was to understand why people with a current heavy drug use are not in treatment. Through interviews their perceptions and attitudes towards drug treatment were raised to create understanding as to why they are not in treatment. The information was collected through semi-structured interviews with ten people with a current heavy drug use. The interviews were transcribed and a content analysis was applied. The results indicated that there are mixed thoughts about treatment but also that most participants did want treatment. Even though all participants had experience of treatment not working for them, many were motivated to try something new or try the same treatment again. The conclusion was that the participants are searching for a more individual based treatment since they felt like the treatment that they had been offered did not work for them.

    Abstract [en]

    Purpose – Today, there is an increase in the use of Internet and a decline in political participation. A discussion on wheatear or not the concept of political participation should be broadened to also include political activates online has begun. The purpose of this study is to investigate the view of political participation among youth.Methodology – This study is quantitative in nature, since it builds on two previous quantitative studies. One is a national study about Swedes and the Internet, and the other on a regional level concerning youth in Skåne. Data from the two studies are used to confirm or disregard four hypotheses which are deducted from the presented theoretical framework concerning political participation.Key Findings – This study finds support that youth are more political participant on the Internet than the older generation, but also show that a traditional political participation is valued higher. Youth have more faith in their opportunity to affect political decisions on different decision-levels. A difference in preferred sources for information has also been detected, and youth value Internet higher as a source for information whereas the older generation prefer traditional media.

    Abstract [en]

    The Visegrad Group, consisting of Poland, Czech Republic, Hungary and Slovakia, is a subregional cooperation that is in the Central Europe. Its goal is to create a region where these countries can easily work together in the fields of common interests, above all the main objective of EU membership. Since 2004, all the four Visegrad countries have gained a full membership status of European Union and the question remains what political function, role and influence the Visegrad Group has in the larger context of European Integration after achieving this goal.The purpose of this study is to examine what political function, role and influence the Visegrad Group has in the larger context of European Integration. As a subregional cooperation, the V4 will be analyzed by studying its political function in two sectors, defence and environment, from a regionalist perspective.

    Different approaches to flood risk management in Sweden: The river groups in Indalsälven/Ljungan and Ljusnan2017Conference paper (Other academic)
    Abstract [en]

    Network management has become important in flood risk management in Sweden. Previous studies on flood risk management groups has shown variations in focus among the groups (see Olausson & Nyhlén, 2017; Petridou & Olausson, 2017; Hedelin, & Hjerpe, 2015). Some of the groups has a societal focus while others has a more technical approach which means that different actors are participating depending on focus of the group. More knowledge is needed to understand the implications this has on network cooperation and the networks capacity to meet expected increase in flooding and high flows because of climate change. The study aims at explaining the consequences of the different approaches on cooperation within the network and the multilevel coordination of flood risk management. The theoretical approach of the study depart from theories of policy networks with an emphasis on the interaction between public and private actors. (see Rhodes 1996, 1997; Sörensen & Torfing 2005, 2007; Enander et.al. 2015; Wimmelius & Engberg, 2015) Two case studies are conducted of two river groups, Indalsälven/Ljungan and Ljusnan. While Indalsälven/Ljungan has a societal approach, Ljusnan has a more technical approach.

    Denna studie ämnar undersöka samverkan i Sundsvalls kommun för att motverka eller förebygga hemlöshet. Det centrala intresset med studien är att få större förståelse om vad det finns för samverkan mellan socialtjänsten och de berörda aktörerna som socialtjänsten har samverkan med, samt hur en sådan samverkan fungerar. I socialtjänstlagen framgår det om att varje kommun svarar för socialtjänsten inom sitt område och har det yttersta ansvaret för att enskilda får det stöd och den hjälp som de behöver. Vidare har Sundsvalls kommun högst antal hemlösa i hela Norrland i situation 1 akuthemlöshet.Det är en kvalitativ studie i form av semistrukturerade intervjuer med fem informanter som är ansvariga kring samverkan. Resultaten tyder på att det finns oklarheter kring samverkan, då vissa informanter säger sig att det inte finns någon samverkan med socialtjänsten i Sundsvalls kommun. Vidare alla aktörer inte enhetliga kring samverkan utan samverkan var splittrad mellan aktörerna.

    Abstract [en]

    Objective: In the United States there is about 30-40 active serial killers, at all times. To help the police with the investigation of the crimes of a serial killer there is a method called profiling. The purpose of this study was to find out what kind of information that could be retrieved from profiling. The second aim of this study was to apply the rational choice theory to that information in order to determine whether serial killers make rational choices. Method: A systematic search with inclusion- and exclusion criteria was conducted in PsychInfo and SAGE Premier and resulted in eight articles; all of them based on retrospective data. The articles were examined, e.g. based on their ethics, definition of serial killers, together with information sources, and were found to be of moderate to high quality. Results: Serial killers have some element of organisation to their killings, the victims are often female and the bodies of the victims are often found within 10 km of the offenders' residence. Some of the articles lacked an appropriate definition of the term serial killer that might include other types of murderers, therefore generalization of this study demands precaution. Conclusion: The information's retrieved in this study support that serial killers make rational choices regarding choice of victim, location and modus operandi. However, profiling as a method today lacks validity, hence further research to establish the validity is suggested.

    Bakgrund: Begreppet brottsoffer har funnits sedan 1970-talet, men har påvisats problematiskt att definiera. Enligt Christie (1986) teori om det ideala offret tillsammans med Strobls (2004) tilläggskriterier ska en person som utsätts för brott uppfylla kriterier för att uppnå legitim offerstatus i samhället. Dessa är svagt offer, respektabel aktivitet, respektabel plats, gärningsperson i överläge, gärningsperson okänd, hävda offerstatus, provokation och samverkan med rättsväsendet. Syftet var att beskriva och redogöra för hur anställda inom Polismyndigheten uppfattade begreppet brottsoffer och om personer som utsatts för brott skulle accepteras som brottsoffer inom rättsväsendet, med utgångspunkt i Christies (1986) teori om det ideala offret. Metod: Anställda inom Polismyndigheten (N=111) besvarade en webbenkät med scenarier. Data analyserades med Mann-Whitney U, deduktiv- och induktiv innehållsanalys. Resultat: Signifikanta skillnader angående respektabel aktivitet och provokation, där kvinnor i lägre utsträckning än männen ansåg att personerna som utsattes för brott accepterades som brottsoffer inom rättsväsendet. En person borde utföra en respektabel aktivitet, befinna sig på en respektabel plats och inte provocera gärningspersonen för att lättare accepteras som brottsoffer. Fem kategorier identifierades utöver teorin där två påverkade i vilken utsträckning en person accepteras som brottsoffer inom rättsväsendet, men de flesta personerna som utsatts för brott i scenarierna skulle accepteras i hög utsträckning. Diskussion: Christies teori om det ideala offret ansågs delvis vara applicerbar inom rättsväsendet men skulle behöva kompletteras med de nya kategorierna om teorin ska appliceras inom rättsväsendet. Begreppet brottsoffer bör ses över för att personer som utsatts för brott lättare ska kunna få sina rättigheter och behov uppfyllda.

    Bakgrund: Media är i dagsläget en stor del av att forma individernas uppfattning av verkligheten. Media förmedlar skildringar att samhällets politiska aktörer som därmed kan vara direkt påverkande på den politiska makten inom ett representativt styrelseskick som i Sverige. Syfte: Denna studie ämnar undersöka om media framställer kvinnliga och manliga politiker olika utifrån kön. Studiens syfte är att undersöka om svensk media skildrar kvinnliga och manliga politiska aktörer som tillhörande av en stereotypisk roll eller att aktörerna besitter specifika egenskaper. Metod: Studiens metodologiska utgångspunkt är en kvalitativ, jämförande fallstudie. Den kvalitativa och jämförande fallstudien innebär att forskaren undersöker enskilda fall, där man utgår från en kvalitativ ansats som syftar till att uppnå en helhetsförståelse om media skildrar politiker olika utifrån kön. Studien kommer jämföra utvalda manliga och kvinnliga politiska aktörer i Sverige för att se om kön kan vara den avgörande faktorn bakom medias olika skildringar. Resultat: Anna Kinberg Batra skildrades av media med kopplingar till två av studiens teorier båda är Kanters teori kring stereotypiska roller, Kinberg Batra framstod som Sällskapsdjuret och som rollen Modern. Medias skildring av Mona Sahlin visade att Sahlins egenskaper passar till Kanters stereotypiska roll Järnjungfrun, dessa egenskaper var tuff, stark och tävlingsinriktad. Göran Persson skildras av media som en utav Mills karaktärsideal, det tredje karaktärsidealet. Reinfeldt skildras av media som en del av Mills andra karaktärsideal, som sympatisk, moralisk och rättvis inom den politiska organisationen. Slutsatser: Kvinnliga politiska aktörer framstår i medias skildring, i större utsträckning än männen utifrån känslomässigt samband medans männen skildras mer utifrån deras sätt att agera. De kvinnliga politiska aktörernas privata sfär blandades med den offentliga för att skapa en helhetsbild över aktören medans media endast fokuserar på att skildra studiens manliga aktörer utifrån deras agerande inom den offentliga sfären, den privata hålls för männen privat.

    Abstract [en]

    The Independent Practice

    During the last hundred years, the music industry has evolved with the record labels playing a central role. However, many argue that this situation is about to change as record sales have decreased during the last ten years. This imminent change in the music industry will not only affect the multinational record labels, but also the independent record labels.  As record sales have decreased during the last ten years, the number of members in the Swedish Independent Music Producers Association (SOM) has increased and the association now includes 300 independent record labels which are responsible for around 30 percent of the music being produced in Sweden. However, they can be considered a dominated group within the music industry, since they only have around 10 percent of the total market shares when it comes to selling figures. Considering the changes in record sales, the domination of the major record labels and the somewhat fascinating growth of independent actors during turbulent times, this thesis will study how the Swedish independent actors relate to the practices and ideals relevant in the daily work of running an independent record label. The practices studied in this thesis are the practice of work, the practice of recognition and the practice of content production.

    The purpose of this thesis is to analyse how independence is constructed among the members of SOM. The thesis is based on material collected in a web survey as well as seven interviews with representatives of indie labels. The web survey was distributed to all members of SOM, and the interviewed informants were selected by snowball sampling, using a locator to find informants. The survey material was analysed with cluster and variance analysis, while the interview material was analysed using content analysis – searching for themes connected to the practices. All material is understood through the theoretical frame of the field theory.

    The main results of the study are that there are different ways of relating to practices among the Swedish independent actors, and that these ways of relating are closely connected to their position within the field. There are common ways of relating to practices such as always promoting DIY, the importance of music and the need to resist the dominance of the major labels. However, the independent actors are not consistent in how these commonalities work in practice. For example, DIY is not applied if it is not economically necessary, and the need to resist the major labels is only apparent when the independent actor has a weaker position within the field. The more established an independent actor is within the field, the lesser resistant he is against the dominating structures of the music industry.  As a result of a weakening resistance against the major labels, the independent actors turn to struggle each other.

    Partnervåld är ett omfattande samhällsproblem som utövas i större delen av världen och kan bestå av fysiskt, psykiskt och sexuellt våld. Problemet är vida diskuterat gällande kvinnors utsatthet för partnervåld, dock är inte mäns utsatthet lika uppmärksammat. Tidigare forskning visar även att det råder ett stort mörkertal kring detta. I Sverige finns det relativt få kvalitativa studier gällande mäns utsatthet för partnervåld, därmed ansågs en kvalitativ design vara en lämplig metod att använda i denna uppsats. Syftet med uppsatsen var att redogöra för hur ett urval volontärer inom olika mansjourer upplevde att mäns utsatthet för partnervåld har påverkat männens psykiska hälsa och sociala livssituation. Deltagarna bestod av åtta volontärer som var verksamma inom olika mansjourer i mellersta Sverige. Volontärernas upplevelser insamlades genom telefonintervjuer som låg till grund för analysen. I uppsatsen genomfördes en induktiv innehållsanalys som utmynnade i följande tre huvudteman: våldsutsatthet och psykisk påverkan, konsekvenser i den sociala livssituationen, och ambivalens gentemot myndigheter. Dessa huvudteman bestod av ett antal underteman som deltagarna på olika sätt ansåg påverka utsatta mäns psykiska hälsa. Hobfolls COR-teori stöder resultatet i föreliggande uppsats då likartade orsaker till psykologisk stress benämns i teorin. Att ha kännedom om den problematik som finns i dagens samhälle gällande mäns utsatthet för partnervåld, möjliggör ytterligare utveckling av stödinsatser för att erbjuda männen den hjälp de är i behov av. Slutligen kan en strävan om att förbättra attityder kring denna problematik leda till att fler våldsutsatta män söker hjälp.

    Introduktion: Ungdomar är den mest brottsaktiva gruppen i samhället och forskning har redogjort för att män generellt är mer brottsaktiva i jämförelse med kvinnor. Mäns förhöjda brottsbenägenhet väckte en tanke huruvida det föreligger könsskillnader i ungdomars uppfattningar om kriminalitet, även om eventuella könsskillnader i sådana uppfattningar kan förklaras utifrån Situationell handlingsteori och Social rollteori. Syftet med denna studie var att studera könsskillnader gällande de uppfattningar vilka gymnasieelever i Sundsvalls kommun har angående kriminella beteenden. Mer specifikt avsågs att besvara följande frågeställning: Vilka könsskillnader finns angående gymnasieelevers uppfattningar om kriminella beteenden gällande brottsavsnitten skadegörelsebrott, trafikbrott, tillgreppsbrott, misshandelsbrott samt narkotikabrott? Metod: Studien utgjordes av en tvärsnittstudie vilken innefattade en enkätundersökning som 200 gymnasieelever (107 kvinnor och 93 män) mellan 18-20 år besvarade under mars och april månad år 2014. Data analyserades genom t-test och Mann-Whitney U test med signifikansnivån p ≤ 0.05. Resultat: Vad som påträffades var att kvinnor, med undantag för frågan angående dödshot, i signifikant högre utsträckning uppfattade att det var mindre okej för deras kamrater att begå trafikbrott, tillgreppsbrott, misshandelsbrott och narkotikabrott. Det förelåg ingen signifikant skillnad i kvinnors och mäns uppfattningar angående skadegörelsebrott. Diskussion:Studiens resultat diskuterades utifrån huruvida moral, normer, könsroller och kamrater haft en påverkan på elevernas uppfattningar om kriminella beteenden. Vidare lyftes metodologiska aspekter och studiens styrkor och begränsningar. Slutsats: Studier likt denna kan urskilja ungdomar vilka utgör en förhöjd risk att begå kriminella handlingar vilket skapar goda förutsättningar för lämpliga brottsförebyggande åtgärder.

    Synen på brottsoffer förändrades under 1980-talet och har med tiden fått en annan roll då fokus förut mestadels låg på brottslingen (Andersson & Nilsson, 2009; Tham, 2001). Begreppet brottsoffer och vilka som ses som brottsoffer skiljer sig utifrån attribut hos offret som bedömaren värderar i sin bedömning om vem som anses vara ett offer eller inte (Christie, 1986). Utifrån Christies teori om det idealiska offret var syftet i följande studie att beskriva och redogöra för studenters föreställningar om brottsoffer. För genomförande användes en kvalitativ metod med tio stycken semistrukturerade telefonintervjuer där deltagarna var mellan 20-36 år, nio kvinnor och en man. Samtliga deltagare var studenter vid högskola eller universitet i Sverige och studerade någon av inriktningarna: juridik-, ekonomi-, socionom- eller polisutbildning. För dataanalys gjordes en manifest, deduktiv innehållsanalys. Christies teori om det idealiska offret låg till grund för intervjuguiden och för skapande av kategorier i innehållsanalysen. Resultatet visade att deltagarna till viss del hade liknande föreställningar om det idealiska offret och de som beskrivs av Christie. Det visade att män inte ses som offer lika ofta som kvinnor och att vissa andra attribut var avgörande för hur man anser ett offer vara legitimt eller inte, vilket kan bidra till att vissa brottsoffer blir fortsatt osynliga.

    Abstract [en]

    Purpose – The purpose of this paper is to map significant features of the physical design of nine recently planned facilities for forensic psychiatric care in Sweden. The present paper is focused on differences in the physical design, static security adaptations, visions and goals for the projects, economy and steering processes.

    Design/methodology/approach – In June 2008, records concerning major forensic psychiatric construction projects, planned or carried out between 1970 and 2008, were requested from all 21 regions in Sweden. The documents were collected, organized, critically examined, and analyzed in their contexts. Extensive data have also been retrieved from the internet.

    Findings – In spite of the common national legislation governing forensic psychiatric care, the projects show great diversity in the physical design and, after 2006, increasing emphasis on static security. The collected material indicates different visions and goals and little coordination between them. It also suggests that the decisions rarely have been preceded by scientific studies or, as it appears, systematic needs assessments. There were also considerable variations in the interpretation of the legislation stipulating public access to official documentation and the time-frame allowed for such requests.

    Research limitations/implications – Limitations of the project especially relate to the incompleteness of the documents received. Originality/value – This mainly descriptive paper provides an overview of contemporary Swedish forensic psychiatric construction projects, planned for or realized after 2000. This paper points out structural and physical differences between these projects. The systematised documents are made available for research purposes within different disciplines.

    Syftet med denna studie var att undersöka betydelsen av sociala medier i relation till individers uppfattning om sig själva, med inriktning på hur individens självidentitet påverkades. Det sociala nätverket Facebook och bilddelningstjänsten Instagram stod i fokus för undersökningen. Studien genomfördes med hjälp av sex stycken halvstrukturerade intervjuer med tre kvinnor och tre män i åldrarna 20-32 år. Urvalet bestod av ett bekvämlighetsurval av personliga kontakter. Samtliga individer som ingick i studien var medlemmar på Facebook och Instagram sedan minst 1 år tillbaka och var dagligen aktiva på båda nätverken. Studiens resultat visade att Facebook och Instagram till största del gav individerna möjligheter att lyckas upprätthålla en stabil självidentitet. Samtliga individer ville framstå så bra som möjligt på de sociala nätverken och detta gick i linje med Anthony Giddens teori om det ideala självet. Resultatet visade tydligt att det ligger ett reflexivt moment bakom individernas presentationer av sig själva, med målet att visa upp en så bra sida som möjligt av sig själv. Respons från andra medlemmar och en önskan om att ha många vänner och följare på nätverken visade sig ha funktionen som ett främjande för individens stolthet. Resultatet visade även att negativa inverkningar på individernas självidentitet kunde uppkomma då de jämförde sig med andra medlemmars framställningar av sig själva.Vid sådana jämförelser uppstod känslor av att vara otillräcklig i någon bemärkelse och individernas stolthet visade sig i dessa fall vara hotad. I särskilda fall var stoltheten till och med ersatt av skamkänslor hos individen.

    Introduktion: Partnervåld är ett världsomfattande problem som drabbar både män och kvinnor. Manliga brottsoffer uppfattas som mer ansvariga för våldet de utsätts för än kvinnliga brottsoffer och uppfattningarna får konsekvenser för bemötande inom rättsväsendet och vilken hjälp brottsoffret får. Syfte: Att undersöka skillnader och likheter i studenters uppfattningar om brottsoffers delaktighet till sin utsatthet för partnervåld i heterosexuella parrelationer. Vidare var syftet med studien att undersöka hur studenternas rekommenderade åtgärder efter en inträffad partnervåldsincident skiljer sig mellan manligt respektive kvinnligt brottsoffer. Metod: En enkätstudie genomfördes på Mittuniversitetet i Sundsvall, där 90 studenter fick läsa om ett manligt brottsoffer och 88 studenter fick läsa om ett kvinnligt brottsoffer. Enkäten bestod av åtta fallbeskrivningar med tre frågor till respektive fallbeskrivning. Grupperna som jämfördes var manliga och kvinnliga respondenter samt respondenter som läst om ett manligt respektive kvinnligt brottsoffer. Dataanalysen utfördes i statistikprogrammet SPSS. Resultat: Manliga brottsoffer uppfattades som mer delaktiga till sin utsatthet än kvinnliga brottsoffer. Både manliga och kvinnliga brottsoffer uppfattades som mer delaktiga till sin utsatthet av manliga respondenter jämfört med kvinnliga respondenter. Respondenterna tenderade att uppfatta brottsoffer som mer delaktiga till sin utsatthet vid aktiv precipitation än vid passiv precipitation. Kvinnliga brottsoffer blev i högre utsträckning än manliga brottsoffer R rekommenderade att kontakta polisen efter inträffad partnervåldsincident. Diskussion: Manliga och kvinnliga brottsoffer uppfattas olika trots identiska partnervåldsincidenter. Detta går i linje med tidigare forskning som förklarar skillnaderna med könsstereotyper inom partnervåld. Resultatet är av vikt för arbetet med brottsoffer för partnervåld då uppfattningar om brottsoffers delaktighet till sin utsatthet kan påverka hur individer bemöter brottsoffer för partnervåld.

HåSa-projektet har via Tillväxtverketbeviljats stöd ur den Europeiska regionalautvecklingsfonden och i denna antologi harmånga aktörer som ingår i projektet medverkat.Arbetet med publikationen inleddes vid enworkshop i Sollefteå i slutet av september 2016.Vi drevs då av en strävan efter att hållbarhetsarbetetpå flera sätt behöver gå snabbare och blimer omfattande och att vi behöver samarbetaöver ämnesgränser inom akademin, men äventillsammans med aktörer utanför akademin.Ett drygt år senare finns nu denna antologi,efter både kreativt och intensivt samarbete, ochden utgör ett konkret resultat av de tankar somföddes i Sollefteå.

    Världen står inför stora globala miljöhot, allt från stigande medeltemperaturer till en hotad biologisk mångfald. Det är i skenet av dessa hot som denna undersökning tar sin start.

    I denna uppsats presenteras vad jag valt att kalla de två världssynerna, kosmopolitik och kommunitarism. Det är utifrån dessa värdssyner denna undersökning ämnar öka förståelsen om EU:s miljöpolicy, det vill säga om EU:s miljöpolicy bygger på tydligt kosmopolitiska eller kommunitaristiska värden? Finns det en kombination av dessa eller finns det överhuvudtaget några inslag från dessa teorier? Tillgrunden för det som hädanefter kallas EU:s miljöpolicy eller fördraget, ligger Lissabonfördraget vilken är ett regelpaket för EU:s medlemsstater som undertecknades 2007 av företrädare för EU:s samtliga 27 medlemsstater (Lissabonfördraget 2008, s 3).

    Denna undersökning är värdefull då de värden EU:s miljöpolicy bygger på påverkar en eventuell lösning av de globala miljöhoten, speciellt då EU idag är en viktig och stark aktör på den internationella arenan. Detta tydliggörs bland annat av den litteratur som finns på ämnet, exempelvis Bretherton och Voglers bok

    The European Union as a Global Actor (1999), och Söderbaum och van Langenhoves bok The EU as a global player – the politics of interregionalism (2006). Jonas Ebbesson förtydligar EU:s roll på den internationella arenan:

    "Det internationella miljösamarbetet skulle vara bräckligare och de flesta befintliga internationella miljöavtalen mer urvattnade utan den Europeiska unionen. Ingen annan politisk kraft bland industriländerna driver i dag det globala miljöarbetet och utvecklingen av internationella miljöskyddsregler lika starkt som EU; och flera av det senaste decenniets miljöavtal skulle knappast ha kommit till stånd utan det europeiska inflytandet." (Ebbesson 2007, s 169)

    De två världssynerna påvisar stora skillnader, vissa forskare förespråkar en av dessa som den mer normativa vägen mot en lösning av de globala miljöhoten (Pelletier 2010) (Bernstein 2002). Medan andra menar att de är varandras motsatser och omöjliga att kombinera (Brown 1992, s. 12). Därav blir det värdefullt att visa på om det finns en tydlig inriktning mot kommunitaristiska alternativt kosmopolitiska värden i EU:s miljöpolicy.

    Olikheterna hos de två världssynerna bidrar till en tydlig distinktion av vad som värderas av de två. Med dessa distinkt skilda värderingar ämnar jag visa hur EU:s miljöpolicy kan förstås utifrån den kosmopolitiska och kommunitaristiska teorin.

    EU är redan idag väl känt som en instans med tydliga överstatliga inslag (Tallberg 2010, s 32, 88 & 122). Men hur väl utrycker sig detta i deras fördrag? Beskrivs överstatligheten som något önskvärt och som till och med bör öka i omfång, eller beskrivs överstatligheten som ett lågt eller rent av oönskat inslag i EU:s miljöpolicy? Hur väl överensstämmer dessa värden med hur europaparlamentarikerna beskriver bilden av EU och dess framtida utveckling? Men främst, kan kosmopolitiska och kommunitaristiska teorier öka förståelsen för vad EU:s miljöpolicy värderar?

    Abstract [en]

    The GSS project (Gaining SecuritySymbiosis) aimed at contributing towards increased security and quality of life for inhabitants and visitors of the border region of the middle part of Sweden and Norway. Within this goal the project also aimed at increasing the likelihood of saving livesand reducing threats to the environment and material assets. GSS focuses on providing the information and knowledge required in emergency and crisis situations. GSS emphasizes preparatory activities. The cross-border value added by the project has several dimensions: •It increases understanding, trust and cooperation between emergency personnel on both sides of the border.•Authorities with responsibility for security establish long-term institutional partnership with respect to security and crisis management.•The attractiveness of the border region increases due to enhanced securityand improved crisis management.•The mutual knowledge and understanding regarding the situation across the national border increases among project participantsThe project has implemented three yearly cycles of training consisting of building a scenario, training in handling a crisis situation and evaluation. The results from the evaluation have provided the foundation for the next year cycle. The project also developed a training system across these three cycles. The training system includes a scenario bank, training exercises and support, play-back function and an evaluation module including statistical functions. The evaluations from these training sessions are included in a separate appendix. The first training session was conducted as a table-top exercise at the Border Rescue Council meeting in 2011. The other two training sessions were designed in order to allow the participants to sit at their respective workplaces and communicating with the other participants partly through traditional communications channels and through the training system. The training sessions were then discussed in the subsequent Border Rescue Council meetings. By accessing the scenarios and exercises in the training system the participants from the various rescue teams took part in the training sessions.The project results show that there is a great need for this kind of training. The participating organizations express that the training sessions havebeen very instructive and that participants have gained new contacts or developed the contacts that were already established. The results also show that participants have directly benefited from the project during real emergency events. The project costshave amounted to approximately 3,2 SEK and just under 2,5 NOK. Expenses have primarily consisted of the working hours of partners and to some extent travel expenses. The travel expenses have been reduced by the frequent use of distance communication technologies instead of physical meetings.

    A peculiar practice: Intra-party democracy and leader selection in Sweden2015Conference paper (Refereed)
    Abstract [en]

    There are various reasons to expect Swedish parties to demonstrate a high degree of intra-party democracy. However, data collected by the Political Party Database Working Group suggests that Swedish parties do not actually outperform most other Western democracies in this respect. What is more, we know that Swedish party leaders are chosen in a way that observers in many other countries would regard as profoundly undemocratic. In this paper, we look more closely at this particular aspect of intra-party democracy in Sweden. We describe how the leader-selection process works, focusing on three recent instances. An important objective is to develop a set of fine-grained, qualitative indicators that can be used in cross-national, comparative studies of how parties delegate to their leaders and hold them accountable.

    The question of how party leaders are selected has recently, and belatedly, come under systematic comparative scrutiny. If it is the location of intra-party power that interests us, however, it might be that some of the more observable indicators in such processes, such as the identity of the selectorate, are not actually the most revealing ones. Using a delegation perspective, we thus present a framework for analysing prior steps in leader selection and relate it to various ideal-typical constellations of intra-party power. The framework encompasses, first, what we call precursory delegation, with focus especially on an agent that, formally or informally, manages the selection process before it reaches the selectorate. Second, the framework takes account of the degree to which the process is managed rather than left open to free competition between leader candidates. We illustrate the framework primarily with instances of leader selection in two Swedish parties.

    The parliamentary election of 14 September 2014 induced decidedly mixed feelings in the Swedish Green Party (Miljöpartiet de gröna). It led to the ejection of the centre-right government and the installation, for the first time, of Green cabinet ministers. However, the party also experienced a small but unexpected loss of votes compared to its score in the previous election. Moreover, partly because a far-right party built impressively on its breakthrough into the national parliament in 2010 the new government rests on a precariously narrow parliamentary base.

    Abstract [en]

    For both legal and clinical purposes, it is of importance to study children's memories and reports of stressful events. The present study investigated the reporting patterns of 83 children who had witnessed homicidal violence, which is considered to be a highly stressful experience. More specifically, we explored the possible effects of prior violence exposure and of repeated questioning on the amount of details reported. Results showed that the majority of children provided detailed reports about the homicidal violence they had witnessed, including details concerning what happened before, during, and after the violent act. The children provided detailed and vivid testimonies from their experiences, whether they witnessed the event for the first time or had prior experience of witnessing severe violence against the victim by the perpetrator. Children with no prior experience of repeated violence who underwent repeated interviews provided more details than those interviewed once. The present data indicate that children are competent witnesses when questioned in legal contexts after having been exposed to extremely stressful events. These findings have implications for research related to children's memories and reporting of traumatic experiences, as well as practical implications for future treatment and evaluation of children's testimonies.

    Abstract

    Turkey has emerged as a major actor in the Middle East over the last decade, since the ruling party AKP came to power in 2002. Turkey is now playing a mediation role in regional conflicts and has been speaking out loudly on sensitive issues such as the Iranian nuclear program and the Palestinian- Israeli conflict. Furthermore, Turkey has established close ties with the Arab world which has suffered the relationship with its long-time ally Israel. This new presence in Middle East has been criticized by Turkey's allies in west. Critics argue that the country is about to abandon its former western relationship and strengthen their ties with the Arab world instead.

    This thesis has two main purposes. First, an empirical purpose which is to describe and explain changes in Turkish foreign policy towards Middle East. Second, this thesis has a theoretical purpose, aiming to make a contribution to the study field also on a theoretical level. The ambition is therefore to provide with ideas and/or modify the model of Gustavsson in order to make it more applicable of other cases of foreign policy change. The theoretical framework applied on this thesis is Jakob Gustavsson's model for explaining foreign policy change. Turkey's foreign policy change will be analyzed through a qualitative case study that focuses on the country's relations with the Middle East. Based on Gustavsson's model, possible explanations to Turkey's foreign policy change towards Middle East are structural changes in the international and national system. The end of the bipolarity system during the cold war resulted in a major structural change, thus Turkey had to adapt to the new system by hammering out a new foreign policy doctrine. In addition to this, the growing opposition to a Turkish membership within the EU is considered to be another explanation to Turkey's improved relations with the Middle East. The results shows furthermore possible explanations on a national level such as growing economy, a strong Turkish public opinion, new actors and also AKP:s ideological affinity with Muslim aspirations. The Iraq crisis, which arose in 2003 when Turkey rejected a resolution authorizing the deployment of American forces in Turkey in a war against Iraq, functions as a catalysts for the changes in Turkish foreign policy. One of the main components in the model emphasizes that the individual key actor needs to go through a change within its belief system, however the author have not found such evidence in this case and thus suggests that this part of the model becomes slightly modified or even removed.

    Homeowners attitudes and behaviour related to climate change adaptation and insurance2016Conference paper (Refereed)
    Abstract [en]

    This quantitative study is a part of the research project The insurance industry and climate change: Short- and long-term consequences of home owner's understandings of risk, ability to pay and risk behaviour. The purpose of this paper is to analyse home owners’ perceptions and behaviours related to climate risks. The research question that the study seeks to answer is ‘What impact does social and spatial structures as gender, class, family status and housing region have for home owners’ perceptions of climate risks and precautionary behaviour related to climate change adaptation?’. To investigate this, a national survey was sent out to 3000 people, which resulted in a response rate of 30 percent.54 percent of the respondents are residential homeowners, and compose the core respondents of this study. Some preliminary results show that the respondents perceive climate change as a relatively sever risk compared to other kinds of risks, but at the same time are not very active in taking responsibility or otherwise acting to adopt society or their own homes to climate change. These results are further analysed and discussed using social and spatial factors.
