    Abstract [en]

    The purpose of this study is to attempt to answer if, and if so, which phase of the democratization process Iran is in, and what the country’s prerequisites for democracy look like. The study is a qualitative case study and is mainly based on Dankwart Rustow’s transition theory, Ron Eyerman and Andrew Jamison’s social movement theory and Sharon E. Nepstad’s theory about revolutions and non-violent movements. I also present Robert A. Dahl’s polyarchy theory to explain the overarching definition of democracy the study is based on and to find out the level of democracy in the Iranian society. The primary purpose is thus to present if, and if so, which phase has been fulfilled, according to Rustow’s transition theory. I will also present the social movements in the context of the ongoing protests and if and how social media has had an impact.

    Iran does almost fulfil the two first phases in Rustow’s transition theory, and the social movements can be interpreted as mostly nonviolent, which is a normal way to go to reach a democratic transition. But with the empirical basis it seems that the state is not interested in talks and use violent methods against the protesters. Certain democratic principles are followed, but these at limited through a complex system which almost completely limits the possibility to fulfil Dahl’s institutions. Being located among authoritarian states doesn’t neither improve the possibilities for a democratic transition, and despite a more united population than before it can be stated, due to a excluding opposition, that an Iranian democracy is out of reach and the underlying reasons are mainly due ethnic, religious and political differences.

    Abstract [en]

    The purpose of this study is to acquire a profound understanding of the current criminal policy through an analysis of the political parties in the Swedish Parliament, namely the Social Democrats, the Moderate Party, the Sweden Democrats, the Christian Democrats, the Liberals, the Center Party, the Left Party, and the Green Party. The focus lies on the parties' perspectives on crime and how these perspectives can be explained within the theoretical framework comprising strain theory and rational choice theory. Additionally, the aim is to identify the differences in their views. This will be accomplished through a qualitative text analysis, specifically employing a self-developed analytical framework based on these two theories. The development of this analytical framework stemmed from the need to efficiently work with the countless amount of text presented in each party's election manifesto. By utilizing the analytical framework, the emphasis was placed on causes and measures. In other words, how do the parties explain the causes of crime, what measures are proposed, and how can these causes and measures be linked to the respective strain theory or rational choice theory? The results of this study reveal intriguing differences concerning causes and measures. While the majority of the parties' explanations of crime align more closely with strain theory, the majority of their proposed measures bear closer resemblance to rational choice theory. This finding is supported by previous research in the field, which has observed a political shift regarding attitudes towards crime. There has been a transition from a social liberal perspective to a more restrictive perspective on criminality, characterized by a shift in focus from the victim to the offender.

    Abstract [en]

    The inquiry is focusing on why island autonomy occurs. Our point of departure considers four possible conditions such as geographical distance, ethnicity, GDP/capita and size according to population leading towards island autonomy. We use two sample groups in our study: one encompassing autonomous islands deriving from different parts of the world, with three main islands illustrating what we mean by island autonomy. These consist of the Azores, the Faroe Islands and Isle of Man. The second group consists of so called non-autonomous islands scattered around the world. The analysis is carried out with a specific technique within the Qualitative Comparative Analysis (QCA) family and that is Multi-Value QCA (MVQCA). MVQCA is an extension of the Crisp-Set QCA (CSQCA) and withholds a dichotomous dependent variable, while the possible explanatory variables (independent variables) can have multi-values. As a second technique Fuzzy-Set QCA (FSQCA) is employed as a control technique only. While assessing these techniques we receive combinations of conditions leading to the outcome in question. Results show that with MVQCA we receive four different paths towards island autonomy. Ethnicity as the only explanation is one route towards the outcome. A second path is small or large size. Long geographical distance combined with no ethnic diversity is a third way towards island autonomy. The fourth path is long geographical distance combined with the lower or upper middle income group. All the paths are equally valid.

    Abstract [en]

    An examination of Samuel Huntington's study, _Third Wave Democratization_ (1991), indicates as to why countries such as Tunisia have succeeded in their goal to democratize, while countries such as Egypt, Yemen, and Libya have not. An economic crisis which left an unbearable amount of unemployment and corruption had sparked protests; starting with a 26-year-old fruit salesman who lit himself on fire, leading to a resistance movement known as the _Arab Spring_. The protests were initially successful, removing corrupt authoritarian regimes in all four countries, though that was only the first step. The civilians knew they had to fight for a long-term solution, democratization. While Tunisia had seen success in its transition to democratize, Egypt was not as fortunate. Military resistance loosened civilian grip in Egypt's push to democratize. Both Yemen and Libya have failed in democratization as well, both with military intervention resulting in a civil war. Huntington's criteria for the study included regime legitimacy, economic modernization, and religious change. Tunisia did not face religious, economic, and military resistance in the same way Egypt did, leading to its modern-day success as a democratic state.

    Abstract [en]

    Purpose – Today, there is an increase in the use of Internet and a decline in political participation. A discussion on wheatear or not the concept of political participation should be broadened to also include political activates online has begun. The purpose of this study is to investigate the view of political participation among youth.Methodology – This study is quantitative in nature, since it builds on two previous quantitative studies. One is a national study about Swedes and the Internet, and the other on a regional level concerning youth in Skåne. Data from the two studies are used to confirm or disregard four hypotheses which are deducted from the presented theoretical framework concerning political participation.Key Findings – This study finds support that youth are more political participant on the Internet than the older generation, but also show that a traditional political participation is valued higher. Youth have more faith in their opportunity to affect political decisions on different decision-levels. A difference in preferred sources for information has also been detected, and youth value Internet higher as a source for information whereas the older generation prefer traditional media.

    Abstract [en]

    The series of recent crises (EURO, refugees, backsliding, Brexit) challenge the self-portrayal of the European Union (EU) as a community of shared values. Against this backdrop, we analyse European Values Study data from 1990 till 2020 to assess the level and change in publics’ acceptance of the EU’s officially propagated values: personal freedom, individual autonomy, social solidarity, ethnic tolerance, civic honesty, gender equality and liberal democracy. We find that EU publics support these values strongly and increasingly over time. The EU-member publics are also remarkably distinct culturally from Eastern European non-EU-nations, especially concerning individual freedoms and gender equality. Simultaneously, however, member nations internalize EU-values at different speeds–alongside traditional religious fault lines that continue to differentiate Europe–in the following order from fastest to slowest: (1) Protestant, (2) Catholic, (3) Ex-communist and (4) Orthodox countries. In conclusion, the EU writ large evolves into a distinct value-sharing community at different speeds.

    The Visegrad Group, consisting of Poland, Czech Republic, Hungary and Slovakia, is a subregional cooperation that is in the Central Europe. Its goal is to create a region where these countries can easily work together in the fields of common interests, above all the main objective of EU membership. Since 2004, all the four Visegrad countries have gained a full membership status of European Union and the question remains what political function, role and influence the Visegrad Group has in the larger context of European Integration after achieving this goal.The purpose of this study is to examine what political function, role and influence the Visegrad Group has in the larger context of European Integration. As a subregional cooperation, the V4 will be analyzed by studying its political function in two sectors, defence and environment, from a regionalist perspective.

    This essay examines how Sweden's security policy relationship with the People's Republic of China has changed over the past two decades during the 21st century. This is due to China's increasing role on the international stage, both economically and militarily. The study is based on realist theory, and through a textual analysis of defense preparedness reports. It is concluded that China's stronger position on the international stage has influenced Sweden's security policy relationship with the country, and that China is increasingly seen as a threat to Swedish security.

    I dagens samhälle ser vi många individer som är i behov av assistans. Dessa individer med funktionsnedsättning ställs varje dag inför svårigheter. Människorna är olika och därför behöver olika former av hjälp för att kunna överleva på samma sätt som andra individer. Lagen om stöd och service till vissa funktionshindrade är en lag som bidrar till goda levnadsvillkor för dessa individer. Men det finns individer som har det ansvaret att uppfylla dessa människors behov. LSS-handläggarna har huvudansvaret för dessa genom att bevilja eller avslå deras ärenden. Att arbeta som LSS-handläggare är inte enkelt och oftast finns det svårigheter i arbetet. Syftet med denna studie är att med hjälp av semistrukturerade intervjuer undersöka LSS-handläggarnas handlingsutrymme och om det uppstår inre konflikter i deras arbete i Sundsvalls kommun. I studien har Lipskys teori om gräsrotsbyråkrater använts som utgångspunkt för att får mer större förståelse för och bättre inblick i handläggarnas handlingsutrymme. Med hjälp av tematisk analys byggde studien olika teman för att få bättre överblick över problemet. Resultat av studien har visat att LSS-handläggarna har olika faktorer som påverkar deras arbete i form av resursbristen och stressen som de upplever i arbetet, vilket resulterar i felaktiga beslut som handläggarna fattas.

    I dagens samhälle har mottagningen av nyanlända gjorde att bostadsbristen och de flesta kommuner har hamnat i bostadsbrist vilket anses vara ett relativt stort samhällsproblem idag, därför valde jag att studera på vilket sätt Malmö kommun/stad har hanterat bostadsfrågan för nyanlända i Malmö utifrån den universella och selektiva systemen. Den valde teorin är i form av både litteratur och vetenskapliga artiklar, teorin handlar om att bostad är en rättighet där alla medborgare har rätt till och att det ska vara jämn fördelningen av bostäder. För att kunna besvara frågeställningen har jag valt kvalitativa intervjuer där jag intervjuade sex personer som består av fyra politiker av socialdemokratierna och moderaterna. De andra två är tjänstemän som är ansvariga för integrationen i Malmö kommun/stad. Resultat av studien har visat att Malmö kommun har flera orsaker som har påverkat deras mål. Målet är att kunna lösa bostadsfrågan genom att bygga flera bostäder. Kommunen tar emot flera nyanlända sedan leder detta till att kommunen växer och sedan placera nyanlända i flera områden.

    Syftet med denna uppsats har varit att ta reda på om skillnader finns i hur stora miljöhänsyn som tas vid offentliga upphandlingar i kommuner där en aktiv miljöstrategi finns integrerad i förvaltningarna än i kommuner där de inte integrerats.

    Jag har utfört en fallstudie på tre kommuner i Sverige där jag kvantitativt samt kvalitativt jämfört förfrågningsunderlag från tre typer av offentliga upphandlingar. Den kvantitativa undersökningen har utgått från Miljöstyrningsrådets och Vägverkets kriteriedokument som ger rekommendationer för hur miljökrav kan ställas vid offentliga upphandlingar.

    Utifrån tidigare teorier om hur institutioner över tid formar normer och värderingar samt påverkar individers handlingar har jag utformat tre hypoteser där slutsatsen kunde dras att en av hypoteserna stämde. Jag kom fram till att oavsett om kommunen hade integrerat en aktiv miljöstrategi eller inte syns inga större skillnader i hur stora miljöhänsyn som tas vid offentliga upphandlingar.

    Miljöintegrering i praktisk tillämpning: En policystudie av två lokala stadsutvecklingsprocesser2020Doctoral thesis, monograph (Other academic)
    Abstract [en]

    Dealing with environmental problems has become one of the most challenging political issues of our time. Since the Brundtland report in 1987, environmental policy integration (EPI) that is, the mainstreaming of environmental issues in all policy sectors has emerged as a viable policy solution. This has meant that responsibility for implementing environmental policy rests to a large extent on local authorities where environmental problems with both local and global consequences are expected to be handled. However, there is still a disagreement on what EPI means in day-to-day decision making. With a theoretical framework drawing from theory on policy change, policy entrepreneurship and the neoinstitutional “logic of appropriateness” the aim of this dissertation is to analyze how the integration of environmental considerations manifests itself in local policy processes, highlighting what factors foster or hinder EPI. To reach this aim, I have followed two urban development processes in Kristianstad. This research offers insights on how EPI varies through the policy process and how focus is placed mainly on certain environmental issues and chiefly defined as of local importance. My study suggest that arenas for coordination are critical to overcoming the perceived “gap” between EPI on a strategic level and its implementation. This can help to clarify responsibility allocation among bureaucrats and their leeway for interpretation when new issues comes up continuously during the processes and affect the conditions for EPI. Furthermore, the dissertation gives insights on how acting “entrepreneurially” can enable an environmental issue to be included and given priority. This can also be a barrier if the ones acting entrepreneurially are not part of the entire process because the issue might receive less attention. In addition, if too much attention is given to one issue it might overshadow other environmental issues. Conversely, acting according to “the logic of appropriateness” can enable EPI by enhancing a more all-encompassing perspective on environmental considerations and also function as a cautious approach to radical change by preventing measures taken in absence of democratic legitimacy. By using the two theoretical perspectives, “entrepreneurial” and “appropriate” agency, this dissertation offers important insights into how different ways of acting interact and affect EPI and its outcome.

    Different approaches to flood risk management in Sweden: The river groups in Indalsälven/Ljungan and Ljusnan2017Conference paper (Other academic)
    Abstract [en]

    Network management has become important in flood risk management in Sweden. Previous studies on flood risk management groups has shown variations in focus among the groups (see Olausson & Nyhlén, 2017; Petridou & Olausson, 2017; Hedelin, & Hjerpe, 2015). Some of the groups has a societal focus while others has a more technical approach which means that different actors are participating depending on focus of the group. More knowledge is needed to understand the implications this has on network cooperation and the networks capacity to meet expected increase in flooding and high flows because of climate change. The study aims at explaining the consequences of the different approaches on cooperation within the network and the multilevel coordination of flood risk management. The theoretical approach of the study depart from theories of policy networks with an emphasis on the interaction between public and private actors. (see Rhodes 1996, 1997; Sörensen & Torfing 2005, 2007; Enander et.al. 2015; Wimmelius & Engberg, 2015) Two case studies are conducted of two river groups, Indalsälven/Ljungan and Ljusnan. While Indalsälven/Ljungan has a societal approach, Ljusnan has a more technical approach.

    This essay is about trust and mistrust in different medias and analyzes the Swedish people attitudes towards media. The study uses different theories about political trust and tries to explain if political trust has an impact on Swedish people's trust towards media. This is an interesting subject to study regarding the upcoming election in Sweden in autumn of 2022. The amount of fake news about and towards politics has had an uprising in the previous decades and this phenomenon might have an impact on the upcoming election. This study brings out political trust as a strong factor for the trust in media and contributes to the established theories about how political trust and the trust in media works. The result from this study shows that it exists a correlation between political trust and the trust in media in Sweden.

    Abstract [en]

    Sweden is one of the most equal countries in the world. Despite this studie show that every fifth woman is subjected to serious sexual violence and 14 percent of women have been subjected to threats of physical violence. Men’s violence against women is a global, societal problem and occurs in all cultures throughout the world. To stop men’s violence against women the Swedish government have made an equality policy goal named “men's violence against women must end”. This essay will examine how Länsstyrelsen Västernorrland och Länsstyrelsen Västra Götaland use the national policy about men’s violence against women. With Carol Bacchi's What's the problem represented to be method and poststructuralist theory, the problem representations of the county administration policies, their underlying assumptions and their effects are analyzed. The results show that the problem represented in the county administrations' documents is: lack of routines as a problem, insufficient competence and knowledge as a problem and women as a problem. The analysis also shows that the problem representations originally come from the national strategy and that they create different effects that affect society.

    Abstract [en]

    One of the most important issues that often appears on the political agenda is the difference between natives and the foreign born in labor market integration. A big difference between these groups would imply worse chances for foreigners of getting work, which can then create problems with implementing labor market policies. However, there is no simple answer to what explains the low labor market integration. Previous research is partly agreed that residential segregation is relevant. On the other hand, there is a disagreement about the way in which it affects the labor market. Moreover, there is an uncertainty about the relevance of socio-economic factors. This study therefore attempts to supplement previous knowledge by studying the impact of residential segregation, but also the effect of the welfare dependency that may have a greater impact on the labor market, as this may mean a habit of not working. This is studied by examining the 100 largest municipalities in Sweden through multiple regressions. The result showed that both residential segregation and welfare dependency has a connection with low labor market integration. Welfare dependency also showed the connection between residential segregation and labor market integration became less strong. Further studies therefore need to examine this variable more thoroughly to determine if this variable causes higher unemployment rates in the labor market. In conclusion, the results of this study can be referred to policies that focus on improving the structural conditions in the municipality by distributing and disposing of social / economic resources in society more fairly among the citizens.

    Denna studie ämnar undersöka samverkan i Sundsvalls kommun för att motverka eller förebygga hemlöshet. Det centrala intresset med studien är att få större förståelse om vad det finns för samverkan mellan socialtjänsten och de berörda aktörerna som socialtjänsten har samverkan med, samt hur en sådan samverkan fungerar. I socialtjänstlagen framgår det om att varje kommun svarar för socialtjänsten inom sitt område och har det yttersta ansvaret för att enskilda får det stöd och den hjälp som de behöver. Vidare har Sundsvalls kommun högst antal hemlösa i hela Norrland i situation 1 akuthemlöshet.Det är en kvalitativ studie i form av semistrukturerade intervjuer med fem informanter som är ansvariga kring samverkan. Resultaten tyder på att det finns oklarheter kring samverkan, då vissa informanter säger sig att det inte finns någon samverkan med socialtjänsten i Sundsvalls kommun. Vidare alla aktörer inte enhetliga kring samverkan utan samverkan var splittrad mellan aktörerna.

    Valsystemet har stora effekter De senaste årtiondena har präglats av stora politiska förändringar på många håll i världen. De nya demokratierna har aktualiserat debatten kring de politiska institutionernas roll i allmänhet och deras betydelse för demokratins konsolidering i synnerhet. I Effekter av valsystem. En studie av 80 stater (SNS Förlag) kartlägger författaren Carsten Anckar huvuddragen i valsystemen i den demokratiska världen genom att jämföra 80 olika stater. Den centrala frågan är vilken betydelse som olika valsystem har för tre centrala element i politiken: representationens proportionalitet, fragmentering av partisystemet samt regeringsstabilitet. Vid en första anblick verkar Sverige ha ett optimalt valsystem. Graden av representativitet är extremt hög. Partisystemet är tillräckligt fragmenterat för att garantera att de viktigaste åsiktsinriktningarna är representerade, men inte så fragmenterat att det frambringar täta regeringsskiften. Denna bild är emellertid en schimär. Undersökningen leder för Sveriges vidkommande till tre slutsatser: Sverige har en mycket låg grad av disproportionalitet beroende på utjämningsmandaten. Graden av fragmentering av partisystemet ligger nära medelvärdet för länder med proportionella valsystem. En ändring av rösttröskeln eller en radikal ändring av valkretsstorleken skulle troligtvis ändra partisystemets struktur. Graden av regeringsstabilitet är hög i Sverige.

    This chapter takes the form of a case study of constitutional and political life in Belau, a tiny Pacific island state, which gained independence as recently as 1994. The case of Belau is indicative of the fact that relations between environment, constitution, and institutions are multifaceted and operate in many directions. The presidential elections in Belau are, however, one of the very few Pacific instances of electoral boundaries that run through the country; if the organization of elections would count, more than most Pacific states, Belau would experience the blessings and shortcomings of nationwide party politics. The data are from the 1988 and 1992 elections to the National Congress of Belau, the Olbiil Era Kelulau, which is divided into the Senate and the House of Delegates. As for the elections to the House of Delegates, there is little variation between electoral districts in the values for the independent variable.

    Bakgrund: Media är i dagsläget en stor del av att forma individernas uppfattning av verkligheten. Media förmedlar skildringar att samhällets politiska aktörer som därmed kan vara direkt påverkande på den politiska makten inom ett representativt styrelseskick som i Sverige. Syfte: Denna studie ämnar undersöka om media framställer kvinnliga och manliga politiker olika utifrån kön. Studiens syfte är att undersöka om svensk media skildrar kvinnliga och manliga politiska aktörer som tillhörande av en stereotypisk roll eller att aktörerna besitter specifika egenskaper. Metod: Studiens metodologiska utgångspunkt är en kvalitativ, jämförande fallstudie. Den kvalitativa och jämförande fallstudien innebär att forskaren undersöker enskilda fall, där man utgår från en kvalitativ ansats som syftar till att uppnå en helhetsförståelse om media skildrar politiker olika utifrån kön. Studien kommer jämföra utvalda manliga och kvinnliga politiska aktörer i Sverige för att se om kön kan vara den avgörande faktorn bakom medias olika skildringar. Resultat: Anna Kinberg Batra skildrades av media med kopplingar till två av studiens teorier båda är Kanters teori kring stereotypiska roller, Kinberg Batra framstod som Sällskapsdjuret och som rollen Modern. Medias skildring av Mona Sahlin visade att Sahlins egenskaper passar till Kanters stereotypiska roll Järnjungfrun, dessa egenskaper var tuff, stark och tävlingsinriktad. Göran Persson skildras av media som en utav Mills karaktärsideal, det tredje karaktärsidealet. Reinfeldt skildras av media som en del av Mills andra karaktärsideal, som sympatisk, moralisk och rättvis inom den politiska organisationen. Slutsatser: Kvinnliga politiska aktörer framstår i medias skildring, i större utsträckning än männen utifrån känslomässigt samband medans männen skildras mer utifrån deras sätt att agera. De kvinnliga politiska aktörernas privata sfär blandades med den offentliga för att skapa en helhetsbild över aktören medans media endast fokuserar på att skildra studiens manliga aktörer utifrån deras agerande inom den offentliga sfären, den privata hålls för männen privat.

    This study aims to analyze whether the median income of a municipality correlates to its inhabitants having a higher level of education. The study has collected data about median income for each of Sweden’s municipality and the level of post-secondary education, minimum three years. The study uses six control variables to evaluate if such a effect exists.

    The material has been analyzed with the help of quantitative analysis using SPSS Statistics Tool, first through correlation analysis, followed by regressions analysis and lastly a multivariate analysis which includes the control variables.

    Based on the study´s analysis of the statistical results it can be concluded that the median income has an effect on the level of education. Municipalities with higher median incomes tends to also have a higher education grade of inhabitants with post-secondary education.

    This essay aims to examine if national crises changes people's attitude towards democracy and also examine if there is a connection between the trust for the institutions and changes in the attitudes towards democracy. The essay is a comparative study who extends from 1996 to 2017 and includes 10 national crises. To compare attitudes over the years, surveys from "SOM-institutet" is used. The result of the essay is that crises changes people´s attitude towards democracy, both in a positive way and negative way and there is a connection between the trust for the institutions. The crises where the trust goes up also tend to change the attitude for democracy in a positive way, and vice versa when the trust goes down. But this essay can not say with certainty that there are no other elements that effects people's attitude towards democracy, aside from the crises.

    Democracy implies necessarily conflict. The Colombian conflict is a case of a differend, [différend] a dispute, a conflict between positions in which any consensus betrays the original claims of, at least, one of the parties. The inequality and distortion that the rebellion exposes cannot be resolved by an agreement between the opposed parties. A secularized version of the sacrament of “forgiveness and reconciliation” is now presented as a political virtue. However, the projection of the differend in consensus and reconciliation will always be deceptive and deceitful. The political space of democracy must resist a narrative of reconciliation. The text discusses, in the contemporary Colombian context, the concepts of “ a “democracy”, reconciliation” and differend, criticizes the unity of notions such as “people” and “nation, and problematizes the supposed dichotomy between “war” and “peace”.

    Världen står inför stora globala miljöhot, allt från stigande medeltemperaturer till en hotad biologisk mångfald. Det är i skenet av dessa hot som denna undersökning tar sin start.

    I denna uppsats presenteras vad jag valt att kalla de två världssynerna, kosmopolitik och kommunitarism. Det är utifrån dessa värdssyner denna undersökning ämnar öka förståelsen om EU:s miljöpolicy, det vill säga om EU:s miljöpolicy bygger på tydligt kosmopolitiska eller kommunitaristiska värden? Finns det en kombination av dessa eller finns det överhuvudtaget några inslag från dessa teorier? Tillgrunden för det som hädanefter kallas EU:s miljöpolicy eller fördraget, ligger Lissabonfördraget vilken är ett regelpaket för EU:s medlemsstater som undertecknades 2007 av företrädare för EU:s samtliga 27 medlemsstater (Lissabonfördraget 2008, s 3).

    Denna undersökning är värdefull då de värden EU:s miljöpolicy bygger på påverkar en eventuell lösning av de globala miljöhoten, speciellt då EU idag är en viktig och stark aktör på den internationella arenan. Detta tydliggörs bland annat av den litteratur som finns på ämnet, exempelvis Bretherton och Voglers bok

    The European Union as a Global Actor (1999), och Söderbaum och van Langenhoves bok The EU as a global player – the politics of interregionalism (2006). Jonas Ebbesson förtydligar EU:s roll på den internationella arenan:

    "Det internationella miljösamarbetet skulle vara bräckligare och de flesta befintliga internationella miljöavtalen mer urvattnade utan den Europeiska unionen. Ingen annan politisk kraft bland industriländerna driver i dag det globala miljöarbetet och utvecklingen av internationella miljöskyddsregler lika starkt som EU; och flera av det senaste decenniets miljöavtal skulle knappast ha kommit till stånd utan det europeiska inflytandet." (Ebbesson 2007, s 169)

    De två världssynerna påvisar stora skillnader, vissa forskare förespråkar en av dessa som den mer normativa vägen mot en lösning av de globala miljöhoten (Pelletier 2010) (Bernstein 2002). Medan andra menar att de är varandras motsatser och omöjliga att kombinera (Brown 1992, s. 12). Därav blir det värdefullt att visa på om det finns en tydlig inriktning mot kommunitaristiska alternativt kosmopolitiska värden i EU:s miljöpolicy.

    Olikheterna hos de två världssynerna bidrar till en tydlig distinktion av vad som värderas av de två. Med dessa distinkt skilda värderingar ämnar jag visa hur EU:s miljöpolicy kan förstås utifrån den kosmopolitiska och kommunitaristiska teorin.

    EU är redan idag väl känt som en instans med tydliga överstatliga inslag (Tallberg 2010, s 32, 88 & 122). Men hur väl utrycker sig detta i deras fördrag? Beskrivs överstatligheten som något önskvärt och som till och med bör öka i omfång, eller beskrivs överstatligheten som ett lågt eller rent av oönskat inslag i EU:s miljöpolicy? Hur väl överensstämmer dessa värden med hur europaparlamentarikerna beskriver bilden av EU och dess framtida utveckling? Men främst, kan kosmopolitiska och kommunitaristiska teorier öka förståelsen för vad EU:s miljöpolicy värderar?

    Green public procurement has been criticized for its excessive reliance on detailed technology specifications, which can distort incentives in the short term and discourage innovation in the longer term. Economists therefore tend to prefer technology-neutral procurement, which rewards outcomes rather than technologies. However, technology-neutral procurement can also be problematic in practice. The present study investigated green public procurement of waste management, a rapidly growing field. In one of the most sophisticated models for technology-neutral procurement applied in Sweden in recent years, different environmental impacts were assigned weights, but no weight was given to the particular technology employed. Even here, however, potential inefficiencies were found where the scoring rule could have led to arbitrary, and presumably unwanted, outcomes. Explicitly assigning monetary surcharges to desirable and undesirable environmental effects may be a better way to reach environmental targets.

    Uppsatsens syfte är att söka förklara politiska våldet i Indien utrifrån tre perspektiv; territoriell odelbarhet, nationalism och fundamentalism. Avgränsningen är de etniska minoriteterna; assameser, bodo, kashmirer, muslimer, naga, sikher, tripura och ursprungsstammar. Åren som uppsatsen har fokus på är 1985-2000. Uppsatsen är en fallstudie av Indien där åtta olika etniska minoriteter är studieobjekt. Maryland Universitys MAR-databas, Uppsala universitets UCDP-databas samt South Asia Terrorism Portal (SATP-databasen) fungerar som huvudsakliga källor.

    Resultatet visar att den territoriella odelbarheten har stark förklaringskraft i de flesta av fallen (sju av åtta) i Indien. Nationalismen är en förklaring i vissa av studieobjekten medan fundamentalismen i endast i fåtal av fallen. För muslimernas del ger dessa perspektiv ingen förklaring för det politiska våldet.

    The Swedish parliamentary election of 11 September 2022 led to the removal of a Social Democratic government and the installation of a right-of-centre coalition. The change was made possible by the mainstream right’s abandonment of the previous cordon sanitaire around the radical-right Sweden Democrats (SD). The new government, consisting of the Moderates, the Christian Democrats and the Liberals, concluded a comprehensive agreement with SD. In this article, we sketch the background to the election; describe how the campaign unfolded; and interpret the results and outcome.

    In the Swedish parliamentary election of 7 September 2018, the biggest parties, the Social Democrats and the Moderates, both lost votes compared to their scores in the previous election, but not as many as they had feared. Commensurately, the radical-right challenger party, the Sweden Democrats (SD), which had seemed certain to profit from Sweden's dramatic experience of the European migration crisis, did well, but not as well as it had hoped. The result left the array of parliamentary forces fragmented and finely balanced. Only after months of negotiations could a government be formed. Eventually, the incumbent coalition received a renewed parliamentary mandate. At the same time, the party system was transformed.

    A peculiar practice: Intra-party democracy and leader selection in Sweden2015Conference paper (Refereed)
    Abstract [en]

    There are various reasons to expect Swedish parties to demonstrate a high degree of intra-party democracy. However, data collected by the Political Party Database Working Group suggests that Swedish parties do not actually outperform most other Western democracies in this respect. What is more, we know that Swedish party leaders are chosen in a way that observers in many other countries would regard as profoundly undemocratic. In this paper, we look more closely at this particular aspect of intra-party democracy in Sweden. We describe how the leader-selection process works, focusing on three recent instances. An important objective is to develop a set of fine-grained, qualitative indicators that can be used in cross-national, comparative studies of how parties delegate to their leaders and hold them accountable.

    Political parties shape politics, and the most important person in a party is usually the leader. Party leaders make the political weather. Take a recent example from Britain. In 2015 the Labour Party, somewhat unexpectedly, lost a national election. Its leader resigned and a new one was needed. “Jeremy Corbyn is not going to win the Labour leadership election”, insisted one of the country’s shrewdest political commentators (Rentoul 2015). But Corbyn did win, and by a comfortable margin. Labour thus took a big stride to the left.

    Abstract [en]

    In this article, the aim is to enhance our understanding of who has power over leaderselection in political parties. To this end, we apply an analytical framework in which theselection process is divided into three phases: gatekeeping, preparation and decision.The focus is on determining the extent to which each of these phases is influential for theoutcome and thereby locating the distribution of intra‐party power. Underpinning theanalysis is the conviction that the comparison of leader selection is too limited if it reliessolely on information about formal procedures, including the composition of theselectorate. We should also take the preselection phase of leader selection into account.Empirically,  we  examine  a  sample  of  recent  selection  processes  in  Europeanparliamentary democracies. In contrast to previous research on intra‐party politics,which has suggested an ascendancy of the party in public office, our results suggest anenduring strength of the party on the ground and the party in the central office.

    The question of how party leaders are selected has recently, and belatedly, come under systematic comparative scrutiny. If it is the location of intra-party power that interests us, however, it might be that some of the more observable indicators in such processes, such as the identity of the selectorate, are not actually the most revealing ones. Using a delegation perspective, we thus present a framework for analysing prior steps in leader selection and relate it to various ideal-typical constellations of intra-party power. The framework encompasses, first, what we call precursory delegation, with focus especially on an agent that, formally or informally, manages the selection process before it reaches the selectorate. Second, the framework takes account of the degree to which the process is managed rather than left open to free competition between leader candidates. We illustrate the framework primarily with instances of leader selection in two Swedish parties.
