    Abstract [en]

    This paper analyses the control by organizations of the extent to which their temporary workers (temps) identify with their work and the client company. The results are based on 37 semi-structured qualitative interviews. The data consists of preconceptions about staff hiring among workers and leaders who are responsible for assembling and testing components in a large Swedish company within the telecom industry. The findings shows that temps and their duties are described as separated from each other, meaning that the individual temp may be used according to the client company's requests, regardless of the actual temp's personal preferences. Thereof the findings show a complex organizational control of temps' identifications where temps appear to be a human resource but not a person. Therefore the applied control of temporary employment is characterized by an exceptionally rationalistic approach to identification partially by the use of a team sports metaphor in the client company

    Abstract [en]

    The purpose of this paper is to increase our understanding of the governing of flood risk mitigation in advanced liberal society, through an in-depth Swedish case study. By combining social network analysis and genealogy, this paper investigates who is involved, how they organise, their modes of thinking, how they mitigate flood risk, as well as how such regime of practises have come into being. The findings suggest dominant rationalities that reduce the actual complexity of flood risk in spatial and temporal terms to fit the legal and institutional environment. The resulting fragmentation is associated with a commodification of flood risk mitigation, in which actors expect to be able to procure modules of safety and sustainability on the market. This commodification materialises in a vacuum of responsibilisation, when obligations are imposed without commensurate guidelines. These processes of fragmentation, commodification, and responsibilisation are core constituents of neoliberalisation, which is clearly shaping the governing of flood risk mitigation even in Sweden; a bastion of the strong welfare state. Regardless of the notable individual capacities of the involved actors, systemic constraints in the governmentality have generated these detrimental processes in the face of overwhelming complexity. These systemic constraints must be removed or overcome for the governing of flood risk mitigation to match the complexity of flood risk in the catchment area. This paper thus provides input that can inform policy changes for a more sustainable future in the face of unprecedented change.

    On the governmentalization of sustainability: the case of flood risk mitigation in Sweden2021Doctoral thesis, comprehensive summary (Other academic)
    Abstract [en]

    Contemporary society is confronted with numerous sustainability challenges. Some are new, others have been around since time immemorial, but none have been governed on the societal level since their emergence. Despite an abundant literature that addresses the governing of a range of such sustainability challenges, the processes through which they become something governable in the first place have not received much attention. This thesis, therefore, seeks to increase our understanding of how complex sustainability challenges become governmentalized in advanced liberal democracies. It presents an empirical investigation of the recent problematization of flood risk mitigation in a specific area. The goal is to answer two questions: (1) how flood risk mitigation is governed; and (2) how the process of governmentalization is conditioning this governing in Sweden. It combines theoretical perspectives of governmentality and new institutionalism. The case study focuses on the governing of flood risk mitigation in Lomma municipality and the Höje Å catchment area in Southern Sweden, and mixes structural and interpretative methods.

    Data were collected through 217 interviews with all actors who actively contribute to flood risk mitigation in the area, together with numerous documentary sources. The findings reveal remarkable spatial, temporal, and functional fragmentation in the regime of practices mitigating flood risk, a concentration of responsibility for flood risk mitigation in municipal administrations, and an escalating penetration and diffusion of the market in its governing. Four constituent processes of governmentalization were identified. Reductivization refers to the process of conceptualizing the complex problem in smaller, disconnected parts. Projectification captures how the problem is addressed through piecemeal projects. Responsibilization is the process by which responsibility is transferred to an actor with less power and who lacks appropriate resources, and commodification refers to seeing the solution to the problem as the aggregation of standardized modules that can be sourced on the market. While these processes are intrinsically linked, and combine to seriously undermine the purpose of flood risk mitigation, they are also fundamental for it to become governable in the first place. This nexus may be a general feature of the governmentalization of complex sustainability challenges in advanced liberal democracies, albeit to various degrees and in different ways depending on the penetration and diffusion of neoliberalism.

    Flood risk is a growing global concern that is not only affecting developing countries, but also the sustainable development of the most affluent liberal democracies. This has attracted attention to the systems governing flood risk across administrative levels, which vary between countries, but are relatively similar in the Nordic region, with both responsibilities and resources largely decentralized to the municipal level. However, floods tend not to be bounded by conventional borders but demand attention to the catchment area as a whole. Influential voices have long argued the importance of fit between the biophysical basis of an issue and the institutional arrangements of actors engaging in its governance. The article investigates such institutional fit in flood risk governance, based on a case study of flood risk mitigation in the Höje Å catchment area in Southern Sweden. Analyzing a unique dataset comprising 217 interviews with all individual formal actors actively engaged in flood risk mitigation in the catchment area illuminates a ’problem of fit’ between the hydrological system behind flood risk and the institutional arrangements of its governance. This ’problem of fit’ is not only visible along the borders of the municipalities composing the catchment area, but also of the spatial planning areas within them. The article deliberates on regulative, normative, and cultural-cognitive elements that align to lock flood risk governance into a regime of practices that, if not addressed, continues to undermine society’s ability to anticipate and adapt to the expected escalation of flood risk in a changing climate.

    Flood risk is a complex and transboundary issue that is expected to escalate with climate change and requires to be governed by collaborative networks of actors. Municipal administrations have been suggested to have a particularly important and challenging role in such governance. Although collaborative governance has attracted intense scientific attention, empirical studies generally focus either on the macro-level institutions per se, or on the meso-level interaction between organizations, without corresponding attention to the micro-level interactions between the individual actors constituting the organizations and reproducing the institutions. The purpose of this paper is to contribute to the understanding of how flood risk is governed within municipal administrations, by studying how actors interact within them when implementing tightly coupled policies. The paper draws on comparative case study research of three Swedish municipal administrations (Lomma, Lund, and Staffanstorp). Data were collected through interviews with all 143 actors actively contributing to mitigating flood risk within the municipal administrations, and analyzed structurally and interpretatively using social network analysis and qualitative analysis. While the Swedish legal framework consists of tightly coupled policies demanding coordination between the actors implementing them, there is a recurrent pattern of relative integration between actors implementing policies for planning and water & sewage and substantial separation between them and actors implementing policy for risk & vulnerability. This cinderellic fragmentation generates a “problem of fit” between the legal framework and the collaborative networks implementing it, which undermines the effectiveness of flood risk mitigation in municipal administrations. It is not accidental but a consequence of a directional separation of institutionalization, where the more bottom-up and problem-oriented institutionalization of practices in planning and water & sewage and the more top-down and compliance-oriented institutionalization of practices in risk & vulnerability pull the network of actors apart. The paper demonstrates how the mechanisms of increasing returns, commitments, and objectification may all operate simultaneously but to various degrees in different practices across any collaborative governance network. Hence, potentially undermining policy coherence, policy integration and collaborative governance.

    Arbetsplatsvåld är ett vanligt fenomen i Sverige idag, ändå finns det en stor kunskapslucka i hur förebyggande säkerhetsåtgärder och strategierhar avsedd verkan då det handlar om att utbilda anställda i att motverka och hantera situationer som innefattar hot och våld på arbetsplatsen. I denna studie har det genomförts en utvärdering av en utbildningsinsats vid ett av Sveriges universitet. Målet med utbildningen var att öka de medverkandes säkerhet och upplevda trygghet vid arbetsplatsen. Syftet med utvärderingen var att undersöka om utbildningsmålet uppnåddes,och förstå vad resultatet berodde på. För att samla in data till studien, har det genomförts kvalitativa intervjuer med fem respondenter. Varje respondent har medverkat vid två intervjutillfällen, en gång innan, och en gång efter utbildningsinsatsen. De olika intervjuomgångarna har sedan jämförts med varandra för att se hur utbildningen påverkade respondenternas svar. Resultatet visade att de medverkandes säkerhet ökade, dock minskade den upplevda tryggheten. Utifrån resultatet utvecklades sedan en utbildningsmodell som kan användas för att uppnå utbildningsmålet bättre i framtiden.

    Sammanfattning

    Syftet med studien är att genom ett sociologiskt perspektiv undersöka

    de otraditionella frivilligorganisationernas eventuella roll och

    medverkan i Jämtlands läns krisberedskapssystem. Studien är gjord

    utifrån frivilligorganisationernas perspektiv. Uppsatsen utgår från ett

    fenomenologiskt perspektiv och analyseras med stöd av Karl Weicks

    teorier om meningsskapande. Vi har valt ut vissa delar av

    meningsskapandets egenskaper: identitet, medskapande och

    retrospektivitet tillsammans med Weicks fyra steg för att nå resiliens:

    kreativ improvisation, virtuella rollsystem, attityd till visdom och

    respektfull interaktion. Empirin härrör från två fokusgruppintervjuer,

    en enskild intervju och en enkät. Vi har sökt att klassificera olika

    organisationer som är aktuella att ingå i Jämtlands läns krisberedskap

    inom ramen för projektet

    För medborgarnas bästa! genom tidigare

    framtagna modeller, men funnit att dessa saknar viktiga incitament för

    en rättvis bedömning. Vi har istället tagit fram vår egen modell döpt

    ”Modell för organisationsförhållanden i samhällets krisberedskap”

    som även appliceras. Resultatet från empiriinsamlingen tematiserades

    i olika områden och analyserades med stöd av Weicks teorier om

    medskapande. I diskussionsavsnittet lyfter vi fram viktiga perspektiv

    och uppgifter polismyndigheten bör ta i beaktande för att lyckas

    införliva de otraditionella frivilligorganisationerna i Jämtlands läns

    krisberedskap. Vi ser bl.a att engagemanget är relativt högt inom

    organisationerna men att endast engagemang inte räcker, utan måste

    kompletteras med angivna utbildnings- och informationsbehov. Vidare

    bör organisationerna endast användas inom områden som ligger inom

    deras specialistförmåga och inte ersätta ordinarie resurser.

    Syftet   med   studien   är   att   undersöka   hur   anställda   på   en   statlig   myndighet   upplever   säkerhetsarbetet,   säkerhetsnivån,   samt   om   de   anställda   upplever   ett   säkerhetsklimat.   Insamling   av   data   har   skett   genom   semi-­‐‑strukturerade   intervjuer   med   sex   stycken   anställda   på   en   statlig   myndighet.   För   analys   av   insamlad   data   har   teorier   om   organisationskultur  och  symbolisk  interaktionism  använts,  samt  ett   ramverk   som   integrerar   säkerhetskultur   och   säkerhetsklimat   med   Scheins   tre   kulturella   nivåer   En   diskussion   om   när   människor   i   olika  arbetsgrupper  skapar  olika  klimat,  tar  upp  problematiken,  när   en   arbetsgrupp   värderar   och   har   andra   attityder   gentemot   säkerhetsarbetet   och   säkerhetsnivån,   än   andra   arbetsgrupper.   Resultatet   tyder   på   att   arbetsgrupper   har   skiljande   upplevelser   av   säkerhetsarbetet   och   säkerhetsnivån   på   arbetsplatsen,   och   visar   på   möjligheten  av  flera  säkerhetsklimat  i  organisationen.

    Abstrakt

    Samverkan mellan polis, ambulans och räddningstjänst är många gånger en förutsättning för att få till ett lyckat arbete på olycksplatser eftersom de ofta arbetar tillsammans, eller åtminstone i närheten av varandra, i sådana situationer. Tilliten är föränderlig, situationsbunden och syns inte alltid mellan dem. Syftet med denna studie är att undersöka hur tilliten mellan blåljusmyndigheterna ser ut i relation till samarbete och samverkan. Totalt har sex stycken kvalitativa intervjuer genomförts med två respondenter från polisen, ambulansen och räddningstjänsten. Intervjuerna har analyserats utifrån narrativ analys med ett symboliskt perspektiv där symbolerna representerar hur respondenterna talar om, och förstår, tillit och samverkan. Resultatet i studien visar att samverkan kan ske på olika sätt och att tilliten kan påverkas av olika faktorer och egenskaper, så som kommunikation och erfarenhet. Uppfattningen om vad som skapar tillit till varandra samt god samverkan varierar mellan respondenterna, men gemensamt hos dem alla är uppfattningen om att tillit är väldigt stark mellan myndigheterna och att samverkan är en nödvändighet.

    En dominerande diskurs om åldrande innehåller föreställningar om individens avtagande funktionsförmåga. I detta kapitel diskuterar vi hur ålder görs i relation till funktionalitet, risk och ansvarstagande och visar hur äldre identifieras som sårbara och antas ha svårare att agera som ansvarstagande medborgare. Med utgångspunkt i samtal med vuxna barn synliggörs konstruktionen av en omarkerad vuxenhet (jfr kap. 1), men också dilemman som uppkommer då det vuxna barnet försöker ta ett vuxenansvar för sin egen förälder.

    Abstract [en]

    This paper focuses on art productions by children participating in an art-based wellbeing intervention project in Kashmir. Drawing on feminist security studies, we conducted narrative analysis to explore how children represent in/security. The locations of in/security were the environment, the body, and the socio-political realm. Children articulated nuanced and complex representations of the natural and social world, influenced by local and global forces, and created their own meanings and practices of in/security.

    Abstrakt

    Studien syftar till att undersöka hur chefer upplever att medarbetares generationstillhörighet har betydelse för deras ledarskap. Men också att studera på vilket sätt cheferna beskriver innebörden av begrepp så som generation och ledarskap. I samhällsdebatten pratas det flitigt om generationer och vad som skiljer dem åt. På arbetsmarknaden pågår det ett stort generationsskifte. Men hur spelar detta in i chefsroller och deras ledarskap? Tidigare forskning visar att generation Y, X och Baby boom skiljer sig åt och genom det behöver ett differentierat ledarskap. De främsta skillnaderna ligger i synen på arbete och ledare. Detta borde i teorin ställa olika krav på chefers ledarskap. Resultatet som framkommer efter kvalitativa intervjuer med 7 chefer i Jämtland, överensstämmer inte helt med den tidigare forskningen. Cheferna anser att de har svårt att dra direkta kopplingar mellan medarbetare och generationer. Synsättet från cheferna pekar istället på att varje individ har egna specifika krav som inte hör ihop med deras ålder eller generationstillhörigheten. Vissa intressanta kopplingar kan däremot göras mellan medarbetare och ålder och kan vara ett tecken på att det stundande generationsskiftet kommer att innebära en om möjligt liten men ändå betydande förändring för chefer.

    En Chile entre 1884 y 1927 los mapuches fueron confinados a unas 3000 reducciones. Cuarenta años más tarde, el número de reducciones indígenas llega a 2000. En la década del 80 no pasan de ser unas seiscientas. Dos causas originan la desaparición de las comunidades indígenas: la usurpación llevada a cabo por los latifundistas y la transformación en propiedad privada de las Comunidades Indígenas. Esto último es el resultado de un proceso legislativo fomentado por el Estado a través de una secuencia legislativa iniciada en 1927. La publicación trata sobre las consecuencias de la privatización de las reservas indígenas mapuche a 20 años de la aplicación de la ley y su impacto en el sistema de las reservas indígenas de la Comuna de Puerto Saavedra; en la comunidad de Ruca Traro
