Abstract [en]

To establish a new model that might contain new ways of working entails challenges for boththe organization as for the co-workers.This paper describes and analyse the process of implementing the model Bostad Först (BF) inone municipality. BF is a model that has been used both nationally and internationally(Housing First) to solve the social problems for homeless people. The foundation of BF is thethought that every human needs a home to function socially. Based on this idea housing willbe a basic human right and will in this way become main objective and not a mean for otherforms of treatment. InsteadBased on Ponnert and Svenssons (2011) ide of implementation, the purpose of this study wasto analyse how the model of BF was ”unpacked” and applied in practice in one municipality.In this study semi- structured interviews was conducted and the result display howrepresentatives and cooperation partners has formed their section based on directives from theorganization management. The results is described and analysed in the light of a theory oforganizing (nyinstititutionell teori) and intersectional theory.The results display that besides the original model other criteria for selection are formed toselect participants for BF, which increases the risk for exercise of power. On the other handthe original model (method) is used when the participants got their accommodation and theprofessional support has started.
