The study has a comparative perspective between all Swedish regions integration policy. Performance of the analysis is based on a content analysis of policy documents that form the basis for the integration policy efforts at the regional level. Similarities and differences studied from an integration theory and the study is based on a model of how the state controls the management. The results showed that Länsstyrelsen have a large amount of freedom to make theire own priorities, and that in many regions there is an active effort to create a good base for the foreign-born to be integrated but that its work vary widely. This do not mean that some regions act more efficiently than others when there is a number of factors at play, such as conditions and needs of the individual regions. The study shows that the politics the regions focus on is related to the labour market, which contributes to integration but is not enough.
