Abstract

The purpose of this study is to examine the relationship between state welfare and female labour market participation in Germany, the United Kingdom and Sweden. The study also aims to examine the underlying values in state welfare policies to understand what influences state and individual action, and to get a better understanding of the challenges that many countries face in terms of achieving equality between men and women at home and in the labour market. The theoretical base consists of Esping-Andersen's welfare regime theory, and also feminist theories of gender and traditional gender roles, and the relationship between state welfare and female employment. The study was conducted as a comparative case study with a hypothetical-deductive method and an analytical perspective inspired by Carol Bacchi's approach

What's the problem represented to be?. The family aspect of the welfare state design in the three states has been analysed, as well as how state welfare policy is justified and argued for. The results indicate that the issue of equality in the labour market is a complex one. Generous rules on parental leave and childcare is an important enabler that gives women a choice between working and staying at home. But the implicit messages conveyed in policy formulations and in society at large also have important implications for how women and men share work and responsibilities within and outside the household. The study shows that the values implied in policies are a crucial aspect when trying to achieve gender equality in today’s society.
