Abstract [sv]

En myndighetsgemensam observatörsresa genomfördes våren 2012 för att lära av erfarenheterna av den omfattande naturkatastrofen 2011 i Queensland, Australien. Observatörsresan organiserades av avdelningen för utvärdering och lärande vid Myndigheten för samhällsskydd och beredskap, MSB. Planerade möten hos myndigheter och organisationer ägde rum dels på federal nivå i Canberra, dels i delstaten Queensland med studiebesök i Brisbane och andra orter.

Syftet med denna observatörsinsats var sålunda att:

–– lära från de erfarenheter Australien gjort med anledning av

de stora översvämningar, orsakade av extrema regn och cyklonen

Yasi, som drabbade delstaten Queensland under perioden

december 2010 - januari 2011.

–– studera det australiensiska civila samhällets samlade förmåga

att hantera och återhämta sig efter dessa extrema händelser

och påfrestningar.

Observatörsinsatsen initierades via MSB:s samverkansområden. En begäran och önskan riktades till MSB att organisera en observatörsinsats, i enlighet med MSB:s uppdrag att samordna och samverka inom området observatörsverksamhet

Abstract [en]

The Swedish Civil Contingencies Agency, MSB has as one of its tasks to learn lessons and gather and compile experiences and knowledge from accidents and crises that have occurred, also in other countries than Sweden. MSB was requested by a number of Swedish authorities and organisations to organize and lead an observation mission to Queensland, Australia, in order to learn from the natural disaster with the heavy rains and cyclone and flooding, which struck the province in December 2010 – January 2011.

A working group consisting of representatives from some relevant authorities was established by MSB, and the planning of the mission was initiated. The aim of the observation mission was therefore to bring back experiences and knowledge gained in Queensland from the emergency and crisis management in connection with the natural disaster that resulted in significant accidents and infrastructure disturbances.

The lessons learned during the observation mission are presented in this mission report which will be disseminated to the relevant Swedish authorities and organisations involved in the emergency and crisis management. This will allow the authorities and organisations to improve their own capabilities and also be used in MSB:s education and training. The mission also provided an opportunity for more general exchanges of information and experiences between Australian and Swedish authorities.

The following issues were of particular interest during the mission:

• the course of events during the heavy rains and cyclone and flooding, the natural and geographic conditions in the affected area(s)

• the extent and size of the flooding and its different phases and consequences for habitation and societal structures

• the effects in respect to people and damage to infrastructure and property in general

• the general experiences of this flooding disaster and major recommendations for the future development and improvement of capacities to manage major disasters

Lessons were learned regarding:

• the roles and responsibilities of the Federal Government, States/Territories, Cities/Municipalities and the individual citizens

• Australian legislation concerning risk and vulnerability assessment and management, prevention and/or protection, including coordination in addressing these matters, and emergency/crisis management and rescue operations in disasters such as flooding

• organisation of the emergency, rescue and crisis/security management

• actual response services involved during the flooding emergency, rescue and crisis/security management, as well as voluntary organisations
