Abstract [sv]

Barn och ungas psykiska ohälsa ökar i det svenska samhället och deras vårdbehov blir alltmer komplexa. För att samhället ska kunna tillgodose dessa behov behöver olika huvudmän i den offentliga vården arbeta tillsammans och komplettera varandra. Trots detta rapporteras det om och om igen att samverkan inte fungerar. På uppdrag av regeringen har Statens institutionsstyrelse och Barn- ungdomspsykiatrin med stöd av Socialstyrelsen under 2020 skapat projektet integrerad vård, som syftar till att tillgodose placerade barn psykosocialt vårdbehov genom samverkan. Projektet ämnar ha en processinriktning. Det processorienterade synsättet har primärt avsett att riva murarna mellan avdelningar inom den egna organisationen, men kan även appliceras på tvärorganisatoriska processer. Detta har utgått från en i huvudsak industriell kontext. Det är därför av intresse att undersöka hur det processorienterade synsättet kan bidra till en förbättrad samverkan även inom barn- och ungdomsvården. Studien syftar således till att förstå den tvärorganisatoriska samverkan inom barn- och ungdomsvården genom projektet integrerad vård utifrån ett processorienterat synsätt. För att uppfylla studiens syfte har författarna valt en kvalitativ ansats baserad på semistrukturerade intervjuer med respondenter som har insyn i både den operativa och strategiska verksamheten i projektet. Resultatet av intervjuerna har mynnat ut i sju teman och 17 delteman som beskriver hur samverkan byggts upp utifrån ett processorienterat synsätt med återstående utmaningar inom barn- och ungdomsvården. De övergripande temana utgörs avprocesser, samarbetsanpassat prestandasystem, beslutssynkronisering, incitamentsamordning, informationsdelning, kultur och innovativa leveranskedjor.

Abstract [en]

Today, the mental health-challenges among children and young people are increasing in Swedish society as their need for care becomes more complex. To address these needs, various authorities within public healthcare need to collaborate and complement each other. However, despite this, reports consistently highlight that this collaboration does not function effectively. In response to a government mandate, the Swedish National Board of Institutional Care and Children and Adolescent Psychiatry, with the support of the National Board of Health and Welfare, have initiated a project called Integrated Care, in 2020. This project aims to meet the psychosocial care needs of children in government care, through collaboration. The project claims to have a process orientation. The process-oriented approach has primarily aimed to break down barriers between departments within the organization itself but can also be applied to cross-organizational processes. However, this primarily derives from an industrial context. Thus, it is of interest to examine how the process-oriented approach can contribute to an improved collaboration between authorities. The study therefore aims to understand cross-organizational collaboration within child and adolescent healthcare through the Integrated Care project from a process-oriented perspective. In order to fulfil the purpose of the study, the authors have chosen a qualitative approach based on semi-structured interviews with respondents who have insight into both the operational and strategic activities of the project. The interviews resulted in seven themes and 17 subthemes describing how collaboration has been developed from a process-oriented perspective and what challenges remain within the context of the project and additionally child and youth care. The overarching themes consist of processes, collaborative performance systems, decision synchronization, incentive alignment, information sharing, culture, and innovative supply chains.
