Abstract [sv]

Syftet med rapporten var att identifiera förutsättningar för att leda förändring utifrån förbättringslogik och utveckla en modell för förändringsledning med utgångspunkt i kvalitetsteknik. Forskningsmetoden som användes var flermetodsforskning och bestod av semistrukturerade intervjuer med fyra generaldirektörer inom offentlig sektor samt enkäter som besvarades av 24 respondenter med erfarenhet av förändringsledning i offentlig sektor. I resultatet av studien framkom att förändringsledning kunde ske effektivt inom offentlig sektor genom att fokusera på att förändring handlar om att förbättra någonting; basera beslut på fakta; målbild; engagerat ledarskap; psykologisk trygghet; allas delaktighet och förtroendeskapande; kommunikation; motivation och beteendeförändring. Utfallet av resultatet blev en modell för förändringsledning 2.0 som inkluderade vad som bör ingå-ovanstående teman- och hur dessa kunde användas praktiskt i verksamheter för att uppnå positiva resultat av förändringen. 

Abstract [en]

The aim of the report was to identify the prerequisites for managing change based on improvement logic and to develop a model for change management based on quality engineering. The research method used was mixed-method research and consisted of semi-structured interviews with four director-generals in the public sector and questionnaires were answered by 24 respondents with experience of change management within the public sector. The results of the study showed that change management can be carried out effectively in the public sector by focusing on change being about improving something; basing decisionson facts; goal setting; committed and engaging leadership; psychological safety; everyone's participation and trust building; communication; motivation and behavioral change. The result was a model for change management 2.0 that included what should be included - the above themes - and how these can be used practically in organizations to achieve positive results from the change.
