Abstract [sv]

Utifrån begrepp som tillit, tillitsbaserad styrning, distansarbete och flexibilitet inom den offentliga sektorn så syftar denna studie till att undersöka hur tillit och tillitsbaserad styrning påverkas genom distansarbete och flexibilitet. Hösten 2021 så valde Kronofogdemyndigheten att genom lärdomar från tillfälligt distansarbete som effekt av coronapandemin inför flexibla arbetsformer som låter alla medarbetare att själva välja när och vart deras arbete ska utföras utifrån verksamhetens behov. Distansarbete har hitintills genererat en rad olika förändring i både arbetssätt, kommunikation, styrning av verksamheten och arbetskulturen som numera tenderar att vara distanserad från kollegor och chef genom digitala kommunikationsverktyg. Studien utgår från hypotesen att tilliten som existerade innan pandemin dvs inom den fysiska kontorsmiljö är i allra högsta grad förändrad genom distanserat och flexibelt arbete. Genom analys av ett upprättat och beslutat dokument som reglerar förhållningssätten för distansarbete och flexibla arbetsformer och en rad intervjuer med både handläggare och chefer inom Kronofogden så visar studien hur tilliten och tillitsbaserad styrning upplevs, uttrycks och utövas inom utvalda väsentliga delar inom den utvalda offentliga verksamheten som Kronofogdemyndigheten

Abstract [en]

Based on concepts such as trust, trust-based governance, teleworking and flexibility in the public sector, this study aims to investigate how trust and trust-based governance are affected through teleworking and flexibility. In the autumn of 2021, the Swedish Enforcement Authority chose to introduce flexible working methods through lessons learned from temporary teleworking as an effect of the corona pandemic, which allows all employees to choose when and where their work is to be performed based on business needs. Teleworking has so far generated a number of different changes in both working methods, communication, management of the business and the work culture, which nowadays tend to be distanced from colleagues and managers through digital communication tools. The study is based on the hypothesis that the trust that existed before the pandemic, ie in the physical office environment, has changed to a very high degree through distant and flexible work. Through analysis of an established and decided document that regulates the approaches to telework and flexible working methods and a series of interviews with both administrators and managers within the Swedish Enforcement Authority , the study shows how trust and trust-based governance is experienced, expressed and exercised in selected essential parts of the selected public sector which is the Swedish Enforcement Agency
