Abstract [en]

One of the most important aspects of crisis communication is to reach the target population in a situation that is both severe and chaotic. To do this crisis communication plans have to be customised not only to the situation but also to the population, the receivers. The aim of this study is therefore to investigate Swedish local governments� crisis communication to people with foreign background. To do this a sample of 55% (n=160) of all Swedish local governments have been questioned about their crises communication plans and whether they are adapted to people who are not native Swedes. The results show great variation in crisis communication planning between municipalities in Sweden but that relatively little consideration is paid to particular population groups such as immigrants and people with foreign background.
