Abstract [en]

Electronic Government, or e-Government, is on the agenda both in research and in practice and there is a rather broad research field. Several researchers are involved in a range of different research projects concerning different topics within the area and are generating an increasing amount of research literature. This paper examines current research concerned with e-Government in order to define deficiencies, shortcomings, and some directions for future research. Current research in the area focuses mainly on the national level while that for the local level is in short supply. Consequently, proposals for future research concern e-Government at the local level.

Abstract [en]

This article presents a study concerning e-Government services at local governments in Sweden. The purpose of the study is to investigate and critically analyse the development of e-Services in Swedish municipalities and through interviews collect, compare and assess data about actual local e-Government services in Sweden in order to find areas of assimilation and divergence. Based on a sample of 24 municipalities in Sweden, the results show that the development and implementation of e-Services are in their infancy and only a few e-Services have been implemented yet. E-Services offered today are basal and primary and closely connected to citizens� daily life. It is difficult to identify many clear and distinct patterns in the development, however, some minor patterns can be identified. The development projects identified in the study are, in most cases, detached projects for the development and implementation of e-Services. The nature of many of the projects today resembles projects for learning rather than projects for production and these have the character of bottom-up projects rather than top-down.

Abstract [en]

In Sweden there is an emerging research on public e-Services and research is conducted at several universities and research institutes. Swedish research on e-Services focuses on citizens, communication, the development of e-Services, the design of e-Services, the maintenance of e-Services, eParticipation, the quality of services, evaluation, organisational changes, interactions between different e-Services, usability, co-operation, inter-organisational co-operation, accessibility, e-Health, the development of methods, and process orientation. Current research projects in Sweden have a predominance of national governments and governmental focus, but there are nevertheless several research projects that focus on local governments and on citizens. In analysing current research, it is stated that Swedish research on e-Services in several cases corresponds to international research, and visions and trends for the future development of e-Services.

Abstract [en]

The need for increased user participation and involvement in the process of designing and developing public e-Services has been emphasized in recent years. User involvement is critical to success in the development and implementation of public e-Services, and many visions and efforts are focused on citizen participation in the design and development process. In this article, concepts of Social Systems Design are analysed in the context of local public e-Services in order to improve potential to meet the requirements for user participation and involvement. Results show that the ideas of Social Systems Design, where applicable, can contribute to user-centred development of local public e-Services, and can form a foundation for the development of methods that utilize user participation and involvement. However, further research requires empirical studies.

Abstract [en]

In this chapter the concept of eParticipation is about involving different users in the design and development of local public e-Services for the purpose of, among other things, enhancing the potential for users to act in the social arena and to create potential for users to e-Participate. The need for increased user participation and involvement in the development process of public e-Services has been emphasized in recent years, but there is a lack of appropriate methods supporting the involvement of all users. In the research project presented in this chapter, concepts of Social Systems Design are tested to improve user potential to take an active part in the development of local Public e-Services. Results indicate that there is potential to involve users and that a "user-designer" approach is feasible and worthwhile. However, efforts must be made to increase the awareness, motivation, and interest of users so that they become involved in the development of local public e-Services.
