The purpose of this study is to illustrate and compare three County Administrative Boards in Sweden during the Corona pandemic in 2021. The choice of cases has been based on similarities, which has resulted in the County Administrative Boards of Södermanland, Värmland and Örebro being chosen and investigated. The reason for this selection is that they are close to each other geographically and have approximately the same number of inhabitants. In the analysis, the empirical data comes from the County Administrative Boards' websites, to establish which crisis management strategies the County Administrative Boards follow. The Government has clarified the County Administrative Boards’ goals, which together with the crisis management strategies are compared and answered with the help of the three County Administrative Boards' annual reports from 2021.

The results show that the three County Administrative Boards have done a solid job of working against the Corona pandemic in 2021. In the first question, all three County Administrative Boards follow the same crisis management strategies and goals. In question two, they state that they have managed to meet the requested goals and crisis management strategies in a similar way. A major reason for this is the creation of the "Coordination Office", which collects and compiles the work of all 21 County Administrative Boards with the Corona pandemic.
