Abstract [en]

How do European Union (EU) member states communicate risks to their citizens? In this study, we define risk communication as the information provided by different levels of government to citizens regarding possible future crises to which the general public might be subjected. We seek to answer the following questions: Are there any patterns in the risk communication strategies among EU member states in terms of the sender of information, the message conveyed, the method used, and the intended audience? Finally, to what extent is the state involved in ensuring the safety of its citizens? To tackle these questions, we examine the risk communication strategy of eight countries: Sweden, Finland, Germany, England, France, Estonia, Greece, and Cyprus. Our data consist of governmental web sites, publications, campaigns, and other modes of communication, such as videos posted on YouTube, with questions centering on institutional actors, methods of delivery, content, and effectiveness. We find that the institutional architecture of risk communication aligns with the broad administrative system of each member state. Countries tend to focus on risks that are specific to their context, with Sweden and, to a lesser extent, Germany having a special focus on consequences and providing guidelines to the public on how to survive for a certain period of time in the absence of the state. Especially in Sweden, though the state is a salient actor in risk communication through the dissemination of information at the agency level, the state retreats while urging the resilient citizen to take control of his or her own crisis management.

Abstract [en]

In the present article, practices of inclusion of different types of volunteers in the response to a large-scale forest fire in Sweden are studied. Semi-structured interviews were conducted with three types of voluntary actors. The volunteers were organized to different degrees, from members of organizations and participants in emergent groups to organizationally unaffiliated individuals. Organized volunteers were the most easily included, particularly if they were members of voluntary emergency organizations. It was difficult for volunteers lacking relevant organizational affiliation to be included. Disaster response operations are dynamic, conditions change over time, and tensions between different modes, degrees, and levels of inclusion may arise. However, irrespective of changing conditions, practices of inclusion of highly organized volunteers work best.

Abstract [sv]

STYREL är en planeringsprocess som syftar till att säkra elförsörjningen vid ensituation av elbrist. Att STYREL är en viktig planeringsprocess med stor betydelseför att trygga elförsörjningen till samhällsviktiga elanvändare är en uppfattningsamtliga intervjuade uttrycker. Samtidigt råder det också konsensus kring attprocessen är i behov av utveckling och förändring för att uppnå de syften somligger bakom processen.Empirin för undersökningen har utgjorts av centrala dokument och utredningar,65 intervjuer, deltagande observation samt deltagande vid möten ochnätverksträffar inom ramen för planeringsprocessen. Den kritiska granskningen avprocessen visar att det finns flera förbättringsområden som bör beaktas i syfte atthöja kvaliteten och minska risken för att viktiga samhällsfunktioner blir utan elvid en situation av elbrist. De områden som särskilt lyfts fram i studien handlarom nödvändigheten av att integrera löpande feedback i planeringssystemet, attskapa nätverk på både lokal och regional nivå för att tillförsäkra att intesamhällsviktiga privata aktörer eller aktörer inom det civila samhället faller bort iplaneringen samt att ytterligare tydliggöra de olika stegen och de olika rollerna iplaneringssystemet. I detta arbete går det att finna lösningar som redan beprövatsdels i jämförelse med internationella processer kring kritisk infrastruktur, dels inationella processer inom krishanteringssystemet.

Abstract [en]

STYREL is a planning process aiming at ensuring electricity supply to sociallyimportant objects during a situation of power shortage. The fact that STYREL is animportant planning process with great importance for securing the electricitysupply to important users of electricity is an opinion all the interviewees express.At the same time, there is also a consensus that the process is in need ofdevelopment and change in order to achieve the aims behind the process.The empirical study included documents, investigations, 65 interviews,participatory observation and participation in meetings and network meetingswithin the framework of the planning process. The critical review shows that thereare several areas of improvement to consider that could increase the quality andreduce the risk of important social functions becoming without electricity during aperiod of power shortage. The areas that are particularly highlighted in the studyconcern the necessity of integrating recurring feedback into the planning system,creating networks at both local and regional level to ensure that private-sector orimportant civil society actors is excluded and finally, further clarify the varioussteps and the different roles in the planning system. This can be achievedcomparing with international planning systems on critical infrastructure and withnational planning systems within the crisis management systems.

How do EU member states communicate risks to their citizens? In this study, we define risk communication as the information provided by different levels of government to citizens regarding possible future crises. The questions serving as departure points for this study are as follows: How is the administrative system for risk communication set up in the countries studied? How the different risk communication campaigns are (provided that they exist) embedded in the larger administrative context? How is risk communication strategy formulated in each country and what kind of threats are emphasized? In order to tackle these questions, we examine the risk communication strategy of eight countries: Sweden, Finland, Germany, England, France, Estonia, Greece and Cyprus. Our data consist of governmental web sites, publications, campaigns, as well as other modes of communication, such as videos posted on YouTube, with questions centering on institutional actors, methods of delivery, content, and effectiveness. We acknowledge that risk communication aims at supporting vulnerable populations and evening out imbalances, but at the same time we flesh out the power dimension of risk. In our analysis, we search for reproduction of norms and social inequality in risk communication practices. The results show that some patterns emerge regarding the way different EU countries convey information to the public, but they do not hold strictly to geography or administrative system. Digital media are the foremost vehicle of risk communication and the message generally conveyed is geared towards traditional, middle class households with the main language of the country as their first language. Volunteer organizations are present in all the countries in question, though not at the same degree. The conveyance of “self-protection” guidelines implicitly places the responsibility of protection to the individual. The results also show that in some countries, materiality has become more prevalent than the social dimension of risk in the message the public sector conveys, and that there is a move from focusing on risk to focusing on security.

Crises are often characterized as low-probability/high-consequence events (Weick1988), as they typically strike suddenly, are unexpected prior to their occurrence andare difficult to prepare for (Brown and Eriksson 2008). Compared to emergencies, crisesrequire a great deal of effort to cope with (Kendra and Wachtendorf 2003) and thereforewe develop crisis plans.Power supply is vital for the society to function, even more today with our reliance ontechnical inventions in almost all parts of our life. Disturbance in the power supply willmost probably have devastating effects in all areas in society (Rinaldi et al., 2001). Eventhough the power grid is rigid and redundant, it is vulnerable to various impacts, such aswhether conditions, aging of components, demolition, and cyber-attacks. Even if it isunlikely that power outages will occur, there is a need to plan for consequences ofpower shortage.STYREL is the Swedish planning process to manage early consequences of power outages.It is part of the emergency planning to build up preparedness in advance (MSB, 2011). Itintends to locate key consumers for functions of national importance. The processincludes all levels in the society, municipalities, county administrative board, expertorganizations such as Svenska kraftnät and Energimyndigheten, and the Government. Itis top down governed; however, information about what establishments that needs tobe protected comes from the municipality. In this paper, we focus on how STYREL cansupport decision making at the local level in case of power shortage. Since STYREL is atop-down process, we are primarily interested in the planning process at the local level.We focus on the integration of “STYREL” in the municipal emergency planning. How isSTYREL involved in the emergency planning process? How does the STYREL process,defined at higher-level authorities, affect the municipalities in their planning process?and How well do the STYREL process cover the municipality’s needs of support in case ofpower shortage?

Abstract [en]

The aim of this study was to examine the practices of crisis management adopted by operative staff when facing a crisis situation in their workplace. This research is based on interviews with personnel from social services and staff from homes for unaccompanied youth. The interviewees asked respondents about their actions in caring for young refugees during the refugee situation. The results are structured around three themes: everyday practices, crisis work, and the process of normalization. Three practices for handling the situation-improvisation, prioritization, and creating alternatives-served as crisis management-as-practice. The staff members' everyday practice for solving problems became the basic method employed during the crisis to normalize everyday work.

Abstract [en]

Electricity is a key resource for the majority of societal functions and constitutes an important sector in the critical infrastructure of modern societies. Disturbances in power supply can have cascading effects on interdependent public sectors and ordinary citizens. However, it seems nearly impossible to completely prevent the occurrence of power shortages. Strategies to address temporary power losses are therefore essential. This paper aims to increase the understanding of national policies to manage the early consequences of power outages. Therefore, we critically review the Swedish national policy called Styrel as part of Swedish Crisis Management System. In the scientific literature, there are few examples similar to Styrel for handling emergencies in the electricity system. Particularly, we seek to discover related risks and benefits, conditions and constraints, as well as effects for specific stakeholders. We argue that the approach cannot yet be considered as fully developed. Three areas requiring improvement are identified. First, the scope and terms of the process must be specified. Second, (better) quality management seems necessary. Third, people responsible for identifying and prioritizing power consumers critical to local society need better decision aid. Improvements could facilitate risk-communication and collaboration among actors as well as decision-making and organisational learning.

Abstract [en]

The aim of this study is to examine how personnel from three different organizations

create meaning and intend to act in a potentially dangerous situation.The article reports

an experiment depicting a bomb at an elderly care center and the participants were to

describe the situation and decide how to act.The participants were personnel from the

police, rescue services and an elderly care centre.The findings show that participants had

different types of understanding of the situation and how to act.The personnel at the

elderly care centre were confused by the situation but they were familiar with their work

routines.The emergency organizations were familiar with the situation and the task, but

not with the work routines.
