Abstract [en]

Digitalization is often associated with optimistic grand narratives about a future society in academic discourse. While the word is frequently linked with hopes and expectations of societal rebirth and beneficial changes for societies and organizations, there has been little attention given to systematically investigating the risks associated with digitalization. This paper aims to investigate the relationship between digitalization and risk, thereby characterizing “the digital risk society.” By conducting a narrative summary and thematic analysis of 34 academic papers three aggregated themes were outlined: First, in the digital risk society, intangible technologies serve as solutions while simultaneously introducing new risks. Second, as an increasing number of tasks are delegated to machines with opaque inner functions, society is suffering from dehumanization. Third, scholars are calling for new approaches to govern these technologies, spurred by concerns over their potentially harmful use.

Abstract [en]

Substantial research has been conducted to investigate the value that Enterprise Architecture (EA) can generate for organizations. However, there is also a need to empirically explore the mechanisms involved in creating this value. Against this backdrop, this paper aims to answer the research question: “Which mechanisms contribute to generating value through using Enterprise Architecture in government?” The research was conducted through a survey administered to Swedish government organizations, directed by a public value framework. The data analysis was conducted using descriptive statistics and an inductive analysis of open-text answers. The findings reveal values associated with the use of EA in government and corresponding value-generating mechanisms. Core activities in the municipalities consist of establishing digital value chains where values are generated for citizens and the internal administration. National agencies engage more in creating strategic value through intrinsic enhancements enabled via EA to establish organizational commonalities. Our findings informed a conceptual framework, which encompasses organizing principles, core EA activities, and applications. This research contributes to the literature on the use of EA in government by highlighting EA activities related to the strategic orientation of organizational operations and enablers for deriving valuable results from these activities. Our framework, informed by theories of public value and results from practice, provides a roadmap for public managers to plan and operationalize their architectural work. By doing so, we contribute to establishing an important link between research on EA in the public sector and public value theory. We conclude the paper with suggesting additional research on two identified research gaps: 1. Using EA for participatory processes, 2. Further investigation of evaluation practices.

Abstract [en]

E-petitions constitute a promising method of increasing public participation and engagement in government processes. However, there is a lack of knowledge of why some government entities implement e-petitions, while others do not. Moreover, it is unknown why some organizations may receive many e-petitions while others receive relatively few. Thus, in this paper, we aim to fill these gaps by investigating the implementation and use patterns of e-petitions based on data from Swedish local governments. Through statistical analysis of data related to demography, economy, technology, and democracy, our findings unveil variations in municipalities’ implementation of e-petitions and citizens’ use of them. The results reveal that municipalities with a relatively large population and established modes of local democracy are more inclined to implement e-petitions than smaller jurisdictions. However, we also found that the number of incoming e-petitions per capita is negatively correlated with population size. Thus, the presence of institutionalized work structures related to local democracy is an important precursor for the implementation of e-petitions, while previous experience with communication technologies had a positive effect on the number of incoming petitions. In addition to these findings, the novelty of our study lies in the use of several official data sources to seek explanations for the implementation and use of e-petitions in local government. By doing so, this study has paved the way for similar research in other contexts. The paper concludes with implications for both research and practice as well as suggestions for future studies.

Abstract [en]

In this paper we explore the evolution of the use of digital technology in the public sector. We do so by analyzing a corpus of IT- and digitalization strategies from Swedish local governments, produced from two time periods, using topic modeling. Our analysis reveals salient topics covered in these two sets of strategies and classifies them into three types: topics that persist across the two periods, topics that are unique to each period, and topics that evolved in content. We suggest that local government strategies became more general and optimistic in terms of the technologies’ new opportunities, specific in terms of management practices, and increasingly blurry in terms of organizational and material boundaries. We also provide evidence of digitalization strategies becoming more homogenous in their covered topics than their IT counterparts. By doing so, we contribute to research devoted to analyzing the discursive landscape of digital government by investigating the official content found in these strategies. Thus, we contribute to research devoted to studying policy in order to historically situate contemporary use of digital technologies and its evolution. We conclude the paper with important implications for practice.

Abstract [en]

The intensified use of digital technologies in the public sector, which is commonly referred to as “digitalization,” is associated with the pursuit of a range of values. Values reflect notions of desirability, and they are expressed in strategic government documents. In this paper, we argue that the study of narratives in policies is important since they constitute starting points for the operationalization of strategic intent. The purpose of this paper is to gain an understanding of the narratives of the digitalization strategies that have been articulated by Swedish local government. We applied a theoretical framework that consists of four value ideals (professionalism, efficiency, service, and engagement), and we combined it with directed content analysis to analyze the strategies in question. Most of the statements in the strategies anticipate beneficial outcomes of digitalization and articulate few risks. The most common value proposal refers to the congruence between values of improved service and increased efficiency, while engagement values are less common. Moreover, the strategies draw on a repository of general and identical optimistic statements, which we refer to as the “parrot syndrome.” In addition, the methods that are used to evaluate values lack specificity. These findings contribute to the literature on the discursive landscape of digitalization by a comprehensive analysis of the value positions that are articulated in local government strategies. The paper concludes with three proposals for further research, namely to perform similar studies in other contexts, to study the enactment of e-Government strategies, and to investigate the aforementioned “parrot syndrome.”

Abstract [sv]

I den här rapporten sammanfattar vi de lärdomar som dragits i projektet ”Digitalt deltagande i offentlig sektor: en kritisk granskning”. Projektet har finansierats av Naturvårdsverket och Havs- och vattenmyndigheten. Syftet med projektet var att skapa kunskap och förståelse om digitala verktyg som används för att stimulera olika former av digitalt deltagande, det vill säga insatser där myndigheter skapar (digitala) former för fördjupade samarbeten med medborgare i olika frågor.

Vi har avgränsat projektet till att a) fokusera på statliga myndigheter, och b) litteratur från det så kallade e-Participationfältet (forskningen kring digitalt deltagande). Tidigare forskning har främst inriktat sig på lokal nivå, det vill säga kommuner, och vi har därför ringa kunskap om hur myndigheter arbetar med digitalt deltagande. Dessutom så saknas det inom e-Participationfältet en kunskapssammanställning av vilka nivåer av deltagande digitala verktyg utvecklade av forskare möjliggör. Vi ställer två forskningsfrågor:

• FF1: Vad kännetecknar användning av verktyg för digitalt deltagande bland svenska myndigheter?

• FF2: Vad kännetecknar verktyg för digitalt deltagande i e-Participation-forskningen?

För att beforska dessa använder vi ett ramverk som består av nivåer av deltagande, och deltagarkonfigurationer. Två delstudier utförs, en enkät till svenska myndigheter och en litteraturöversikt av e-Participationlitteraturen.

Resultaten visar hur svenska myndigheter arbetar relativt sparsamt med fördjupade former av digitalt deltagande, men även att detta skiljer sig åt beroende på organisationsstorlek. Myndigheterna arbetar ofta med generella verktyg med utgångspunkt i tre former av deltagarkonfigurationer: kunder, användare, och medborgare. I rapporten utvecklar vi en analys kring hur dessa skiljer sig åt och att de kräver olika kompetenser i organisationen, vilket gör det viktigt att ”prata konfigurationer” innan initiativ till digitalt deltagande initieras.

Litteraturöversikten visar att många av de verktyg som utvecklas är av en temporär art, ofta i prototypform, och vi identifierar typer av verktyg och vilka nivåer av deltagande de möjliggör, samt diskuterar forskares ansvar vid verktygsutveckling. Vi sammanfattar även erfarenheter forskare dragit från att applicera dessa verktyg, inklusive behov av institutionella processer för deltagande, och att fördjupade processer är resurskrävande.

Kunskapsbidragen från projektet inkluderar en ökad förståelse för myndighetspraktiker och digitala verktyg för deltagande i e-Participation-litteraturen. Inom ramen från projektet presenterar vi ett teoretiskt ramverk bestående av nivåer av deltagande och deltagarkonfigurationer som med fördel kan användas av praktiker. Rapporten avslutas med förslag på fortsatt forskning.

The United Nations’ Sustainable Development Goal 16 (SDG 16) promotes peaceful, just and inclusive societies, where people can influence decisions that affect their lives. As governments are increasingly relying on digital technology to facilitate communication with citizens, we take an interest in the tools and methods used to provide spaces for these communications. More specifically, we aimed to ascertain the characteristics of the digital methods and tools used for participatory processes in national government, and the role of the citizen in the associated participatory spaces. The research was conducted through a survey administered to representatives of Swedish national government agencies. Our study was guided by previous literature on levels of participation, and configuration of citizens. The findings reveal a concentration of participatory activities associated with tokenism, where citizens are commonly referred to as customers and users. Deepened forms of citizen participation were largely absent in the data. These results were used to inform a framework which combines levels of participation with additional dimensions that account for citizen configuration. We argue for the importance, both in research and practice, of distinguishing between different citizen configurations, since the associated activities these configurations entail are vastly diverse. Finally, we propose further research to extend our present framework by including results from additional levels of government and national contexts.

As observed by e-Government scholars, the use of digital technology in the public sector has intensified during the last decade. With digital infrastructures becoming more complex, we argue that it is important to study the evaluation of their use. In this paper, we study the literature on the evaluation of e-Government. With a bibliometric analysis of keywords, combined with a narrative analysis of highly cited papers, we sought to characterize the literature on evaluation and identify themes and trends to propose directions for further research. Our findings reveal seven themes of e-Government evaluation research. Our analysis of highly cited papers disclosed that the literature is characterized by a service-dominant logic, with citizens’ adoption of government services and Web sites being assessed by statistical analysis of surveys. We note the shaky theoretical foundations of e-Government evaluation, a field that has been subject to a plethora of localized models. We conclude that evaluation efforts in e-Government research have been characterized by studies in which digital technology efforts have been judged on narrow grounds, such as ease of use. Based on these findings, we propose a research agenda that includes a shift from evaluation of services to a focus on “big questions”, such as emancipation and democracy. We propose that scholars should undertake more case studies of evaluative practices to form stronger theories with solid empirical foundations.

Abstract [en]

Digitalization is frequently mentioned in government policies and academic discourse where it is often being associated with expectations of societal rebirth and large-scale changes. However, little attention has been given to evolutionary aspects of the phenomenon of digitalization. Thus, in this paper, we aim to contribute by focusing on the concept of digitalization in a structured manner and answering the following question: How has the concept of digitalization travelled throughout academic discourse? To focus on digitalization as a scholarly object, we utilized bibliometric analyses of research articles ranging across 10 decades. We produced bibliographic maps of keywords and co-citation networks of sources and performed visual cluster analysis of these maps using techniques from VOSviewer and ScientoPy bibliometric software. This operation was conducted to facilitate discussion on the evolution of digitalization from a semi-genealogical perspective and to open up a discussion on continuity, density, convergence, and digitalization as a signifier. By combining bibliometric data with genealogical analysis, we identified how digitalization has traveled from specific contexts (medical use and information conversion) to a more general use after the turn of the millennium. Moreover, a pattern of convergence during the last decade surfaced, where digitalization has become associated with ideas of a digitally transformed society. Through these findings, this paper contributes to current literature on digitalization with a novel analysis of the term’s evolution.

Digitalization is associated with structural changes in society, and a variety of policies on the topic have emerged on different levels of government (EU, national, regional, local) in recent years. Research suggests that government policies on digitalization are often overly optimistic about the transformational effects of technology. Hence, there is a need to scrutinise such policies. The purpose of this paper is to examine how objectives are expressed in digitalization policies in the welfare sector. To do so, an objectives-oriented approach is utilised to analyse four Swedish welfare policies. A directed content analysis was conducted using a theoretical framework based on five types of objectives from decision theory. The results reveal that common objectives in the policies studied were to change the status quo or use the people involved (citizens and healthcare staff) as a point of departure. At times, the policies combine goals of increased efficiency and better care, with a discourse that makes digitalization resemble a strategic goal (in itself). Moreover, few alternatives to digitalization presented in the material studied. Hence, although a range of actors is presumed to be part of changing the status quo, the results suggest that these actors have little choice due to a lack of alternatives to the prescribed path towards a digital welfare society. The results of this research have implications for both theory and practice. The absence of alternatives ought to be considered in future policy making. An interesting area for further research is to investigate how these policies are enacted in practice.
